My revered colleagues and I, at the plenary of Tuesday, July 29, 2025, unanimously approved the 2026–2028 Medium Term Expenditure Framework (MTEF) as transmitted by His Excellency, Rt. Hon. Francis Ogbonna Nwifuru, Governor of Ebonyi State.

The MTEF, already endorsed by the State Executive Council, provides the fiscal direction for the State over the next three years and forms the basis for long-term budgeting, accountability, and effective project implementation.

We also considered and approved the 2024 Auditor General’s Report, as submitted by the State Auditor General.

Furthermore, two bills passed First Reading:
• A Bill to repeal and re-enact the law establishing the Ebonyi State College of Health Sciences & Technology.
• A bill to establish the Ebonyi State Youth Development Commission.

The House will proceed on a two-month recess starting August 1, 2025, and reconvene thereafter.

At the South East Zonal Constitutional Review in Enugu, I reiterated Ebonyi State’s firm support for the creation of an additional State in the South East to ensure fairness and parity with other geopolitical zones. I aligned our stance with the broader regional position and commended the Committee’s efforts.

I also advocated for the creation of 12 new LGAs in Ebonyi State, backed the establishment of State policing for enhanced security and job creation, and while also backing Local Government reforms, I particularly emphasized the need to factor relevant safeguards for prompt and proper payment of workers’ salaries in the amendment.

I am hopeful that the Committee’s efforts will yield meaningful outcomes and urge the National Assembly to give due consideration to these vital demands in the final amendments.

Yesterday, I had the honour of representing His Excellency, Governor Francis Ogbonna Nwifuru, at the launch of Years of Shame, a Novel by the gifted Author, Mr Obinna Udenwe.

At the event, I commended the Governor for his conscientious commitment to excellence and his continued support for young talents who make Ebonyi proud. I also applauded Mr Udenwe for his craftsmanship and bold storytelling that reflects our collective past and progress. His work is both provocative and prophetic.

I urge Ebonyi youths to emulate his strides and continue telling our stories with courage and purpose.

Today in plenary, the Ebonyi State House of Assembly passed a Bill amending the 2008 Law on the Regulation and Remuneration of Local Government and Development Centre Officials.

The amendment, initiated by Governor Francis Ogbonna Nwifuru, provides for an upward review of salaries and office imprest in line with present economic realities. Consequently, House has instructed the Clerk to formally transmit the Bill’s passage to the Governor for necessary action.

At today’s plenary, the 7th Assembly passed the Bill to establish the Ebonyi State Street Naming and Property Addressing System. The Law, which will be cited as HAB. NO. 006 of 2025 upon assent, is designed to enhance navigation, emergency response, urban planning, and revenue generation in our State.

House also recorded the first reading of a Bill to establish the Ebonyi State Annual Sports Festival, sponsored by Hon. Victor Nwoke and co-sponsored by other Members.

These legislative efforts reflect our collective drive to build a more organized and progressive Ebonyi State.

I thank my revered Colleagues for their dedication as we remain committed to advancing Ebonyi through purposeful legislation.

In the spirit of our second anniversary in the 7th Assembly, I’m pleased to share that the Ebonyi State House of Assembly today advanced the Rent Control Bill (HAB/005/2025) to its second reading.

This important legislation seeks to regulate Residential and Business Rents in the State, address landlord-tenant disputes, and ease the burden on our people.

Lawmakers described the Bill as timely and pro-people, reflecting our commitment to fairness, and economic relief. I have constituted an ad hoc committee, chaired by the Deputy Speaker, to review the bill thoroughly and ensure it meets the needs of Ebonyians.

As we mark two years of service, I sincerely thank my colleagues for their dedication, and His Excellency the Governor for the continued synergy. The Assembly remains firmly with the people, committed to laws that uplift and protect them.

With deep humility and a heart full of gratitude, I reflect on two years of stewardship as Speaker of the 7th Ebonyi State House of Assembly—a journey defined not by titles, but by the people we serve.

I’m immensely grateful to my esteemed colleagues for their support and dedication to the People’s work, and to the Executive and Judiciary for the enduring synergy.

To our Constituents, we are grateful for the privilege to serve you. Thank you for the trust and mandate. Together, we have enacted pro-people laws and taken bold steps for progress. Yet, we acknowledge that we are not where we want to be. But our resolve is stronger than ever. My colleagues and I remain focused, committed, and united in our mission to deliver on every promise and to enable a more responsive Assembly and a more well-balanced Representation going forward.

The 7th Ebonyi State House of Assembly, today, unanimously passed a vote of confidence in His Excellency, Governor Francis Ogbonna Nwifuru, commending his impactful two years in office under the People’s Charter of Needs. My esteemed Colleagues and I applauded the Governor’s notable achievements in key sectors of Government—Infrastructure, Healthcare, Education, Agriculture, and Human Capital Development.

House in plenary also approved the engagement of Emekel Projects Ltd to recover funds expended on David Umahi Federal University of Health Sciences (DUFUHS), and further confirmed Mrs. Ekuma Agatha Nnenna and Mr. Uto Felix Oke as Auditors-General for the State and Local Government respectively.
