FON'S HOUSING STRIDES...
EXCO Committee on completion of State Housing Projects Embarks on Aggressive Supervision of 2nd phase of the 65 Housing Units For Widows In Ebonyi States

The Ebonyi State EXCO Committee on completion of State Housing Projects has embarked on aggressive supervision of the on-going 2nd phase of 65 Housing units by the FON led Administration in collaboration with Her Excellency's BERWO Initiative..

The 65 units of 3-bedroom flats which comprise 5 bungalows in each of the 13 LGAs is a modest housing initiative undertaken by the FON led Administration in collaboration with the office of Her Excellency, the wife of the Governor's BERWO Initiatives to bring shelter and succour to some selected less privileged and displaced widows across the various communities of the state.

Speaking at the sites of the respective projects, the Chairman of the EXCO Committee and Commissioner for Housing, Francis Ori, disclosed that the projects were expected to be completed within six months of commencement. He charged concerned contractors to ensure strict compliance with specifications and time-frame for the projects.

The Secretary of the Committee and Commissioner for Information and State Orientation, Barr. Ikeuwa Omebeh stated that the housing projects stand as one of the practical dispositions of the FON led administration in collaboration with the office of Her Excellency towards bringing succour and respite to less privileged orphans and widows in the state.

He expressed satisfaction at the speed and quality of the projects and enjoined Ebonyi people to continue to support and pray for the first family and by extension the present administration for more life-touching gestures and policies.

*PRESS BRIEFING ON THE OUTCOME OF THE STATE EXECUTIVE COUNCIL MEETINGS HELD ON WEDNESDAY MARCH 4, AND TUESDAY MARCH 17, 2026*

The State Executive Council meetings of the aforementioned days were presided over by the Executive Governor, and Chairman of the Council, His Excellency, Rt. Hon. Bldr. Francis Ogbonna Nwifuru.

1. RURAL DEVELOPMENT

*i.Termination of uncompleted 2km Rural Roads*

Following EXCO's earlier observation that most of the contractors handling the construction of the 2km roads had either abandoned the site after receiving payments or executed very poor job on the projects, EXCO after an extensive deliberation approved immediate termination of all 2km roads not yet completed.

Recall that EXCO of Tuesday 3rd February, 2026 had noticed with dismay the slow pace of works at the project sites and consequently directed committees supervising the project to move to sites and as well make recommendations for the termination of jobs that were either not seriously on-going or poorly executed. The committees were also mandated to review all payment certificates and certify them before payments are made.

*ii. Request for Approval and Release of Ebonyi State 10% Counterpart Contribution for RAAMP 2026 Fiscal Year.*

In view of the strategic importance of the Rural Access and Agricultural Marketing Project (RAAMP) to rural development, agricultural value-chain enhancement and improved livelihoods in Ebonyi State, and following a Request for Approval and Release of Ebonyi State 10% Counterpart Contribution for RAAMP 2026 Fiscal Year, EXCO approved the release of the sum of Three Hundred Million Naira (N300,000,000) only as the State's Statutory 10% counterpart fund for RAAMP 2026.

2. HOUSING/ENVIRONMENT

Following State Government's earlier resolve to tame activities of House Agents which has invariably led to exorbitant house rents, particularly in the state capital, EXCO proposes an Executive Council Bill to regulate Landlord, Tenant rents and fees charged by House Agents in the State. With this law, it will be illegal for any Agent to collect a fee exceeding 2% of the total percentage of the required rent across the state.This is to ensure that all qualified and registered Agents act within the law to cushion the hardship arbitrary agent-charges have meted on the citizens.

In the same vein, EXCO proposes an EXCO bill tagged a BILL FOR A LAW to regulate the sale of metal and electrical scraps in Ebonyi State and other related matters. The bill when churned into law is expected to regulate the buying, selling, possession, transportation and disposal of metal and electrical scraps in Ebonyi State. This is to avoid vandalism, environmental degradation and promotion of public safety; and for related matters.

3. AGRICULTURE AND NATURAL RESOURCES
As a deliberate intervention to consolidate the present Administration's agricultural agenda, and to deepen mechanization, and enhance productivity among smallholder and medium-scale farmers who constitute the backbone of food system, EXCO approved the sum of Five Hundred Million Naira (N500,000,000) for the procurement of 250 Agricultural Power Tiller Machines for strategic distribution to farmers across the state, ahead of the 2026 farming season. By this intervention, Government hopes to significantly enhance mechanization, increase productivity, and reduce farming drudgery. The initiative is also expected to empower farmers, create employment opportunities, and encourage youth participation in Agriculture. Each equipment by it's unit calculation is expected to cost Two Million Naira (N2,000,000) only.

4.PRIMARY AND SECONDARY EDUCATION

*i. Progress Report on the 22 Model Secondary Schools*
EXCO after an exhaustive deliberation on the Progress Report on the completion of selected schools for upgrade to Modern Schools approved that with effect from Wednesday, March 4, 2026 any contractor that had received money for the 22 model Secondary Schools but has not reached parapets level should be arrested forthwith until the money is recovered.

5.TERTIARY EDUCATION

*i.Foreign Scholarship*

EXCO received heart-warming report on the state's foreign scholarship programme. Out of 204 beneficiaries, 202 have already completed their Masters programmes and already admitted for their PhDs. It is also cheering to note that majority of the beneficiaries came out with distinction and are expected to complete their studies by 2029.

Recall that an additional 84 beneficiaries recently left for overseas, bringing the total number to 298, remaining 12 beneficiaries that would be leaving around May to September, 2026.

6. GRANT AND DONORS

i. *Alternative Energy*
On the offer by the Chinese Municipal Council to construct Waste-to-Energy and Solar-to-Energy Project in the state in partnership with Chegfa Environment Co. Ltd, and their Nigeria counterpart : Cheer Power Vehicle Manufacturing Co. Ltd, in form of Build, operate and Donate (BOD), EXCO approved and accepted to host the investors at a most convenient date and also approved the provision of space at the Industrial City, Ezzamgbo for the establishment of the project.

7. HEALTH

*i.Construction of an ultra-modern clinic at the Ebonyi State Government House*
Following EXCO's earlier approval for the construction of an ultra-modern clinic at the Ebonyi State Government House, and subsequent critical study of the Bill of Quantity and corresponding alignment for the clinic as earlier directed by the Council, EXCO approved the Construction of an Ultra-Modern Clinic at the Government House, while actions on Equipment will be considered in due time.

8. INFRASTRUCTURE

*Remodelling of the Ebonyi Trade Centre.*

Following the present administration's determination to complete strategic projects initiated by previous administration's in the state vis-à-vis the request for engagement of a subcontractor for Air-conditioning services at Ebonyi State Trade Centre Project, EXCO approved the commencement of the air conditioning services at the Centre, at the sum of One Billion, Three Hundred Million Naira (N1,300,000,000.00) only. This is to ensure that the project at completion aligns with specifications and standard as desired by government.

9. CULTURE AND TOURISM

*Rebuilding of the palace of Eze Dr. Akanu Ibiam.*

In the spirit of honoring legacy and inspiring a generation, EXCO approved the proposal for Rebuilding the Palace of a statesman, and the first indigenous Governor of the Eastern Region, Eze Dr. Akanu Ibiam.

This government's practical step is to honour the foremost founding father and revered Igbo leader who paid his dues in both state and nation building.

PRESS BRIEFING ON THE OUTCOME OF AN EXECUTIVE COUNCIL MEETING HELD ON WEDNESDAY, OCTOBER 29, 2025

The Day's Executive Council meeting was presided over by His Excellency the Governor and Chairman of the Council with far reaching resolutions on matters of state importance as follows:

1.HOUSING
1. *Approval for construction of 65 Housing units of 3 Bedroom Bungalows for 65 widows in the state*.
Following the completion of the 1st phase of the Widows Housing Scheme by the wife of the Governor, and in line with His Excellency's vision anchored on the people's charter of needs, EXCO approved the commencement of all processes for awarding the construction of sixty five (65) housing units of 3 Bedroom Bungalows for 65 Widows in the state.

The approved project which is expected to be for 5 widow beneficiaries per local government area is to be executed under the Community Charter of Needs (CCD) with the intention of putting smiles on the faces of the less privileged class of Widows in our societies

2.*Izzo/Amaeze Housing Project*
The State Executive Council after an exhaustive deliberation on the Progress Report on the Izzo/Amaeze Housing Project set up a 7 man committee to ensure the completion of the Housing Project within two (2) weeks.

2. POWER
On the Supply and Installation of 1.5MW Independent Power Plant by the Ebonyi State Government, the council after necessary appraisal resolved to invite the contractor in the next EXCO meeting for further clarification.

3.CULTURE AND TOURISM
*The Ultramodern Akanu Ibiam International Conference Centre* -
EXCO received the Progress Report on the comprehensive architectural drawing of the centre, and consequently resolved to engage qualified expatriates to ensure quality job delivery inline with specifications within approved time-frame.

4. ICT
*Wireless Internet Service*
In the avowed determination of His Excellency to install wireless internet service distribution in selected locations across the state, EXCO directed for the test running of the already installed wireless internet service to ensure quality process before the final hand over of the project.

5. TERTIARY EDUCATION
*1. Scholarship*
On the award of scholarship to 140 students into the Ebonyi State University of ICT, Oferekpe Agbaja Izzi, EXCO after proper analysis on the level of compliance from each of the benefitting local government areas and the host community, directed that the Ministry of Tertiary Education expedites actions to ensure that the targeted council areas are equally accommodated within the specified period.

2. *Remodelling of the state library complex*
EXCO received report on the architectural design for the remodelling of the state library complex, and further directed that a bill of engineering measurement be brought forward in the next EXCO for necessary consideration.

7. TRANSPORT
On EXCO'S earlier invitation of the General Manager and the former Acting General Manager of EBOTRANS for explanations concerning the financial operations of the company, EXCO after an extensive deliberation on the matter directed that Her Excellency, the Deputy Governor in conjunction with the Principal Secretary invite the General Manager and the former General Manager, EBOTRANS for thorough explanations on the matter and recommend to EXCO their findings for necessary action(s).

PRESS BRIEFING ON THE OUTCOME OF AN EXECUTIVE COUNCIL MEETING HELD ON THURSDAY, SEPTEMBER 4, 2025

The Day's Executive Council meeting was presided over by His Excellency the Governor and Chairman of the Council with far reaching resolutions on matters of state importance as follows:

1.PRIMARY AND SECONDARY EDUCATION

*a. Ebonyi State Education Development Trust Fund and related matters*

Following a proposal from the Federal Ministry of Education requesting the establishment of "State Education Development Trust Fund" by the Ebonyi State Government to strengthen Basic Education in the State, the State Executive Council took a hard look on it's contents and proffered benefits, and accordingly approved the forwarding of an Executive Bill on the "Establishment of Education Development Trust Fund and other matters connected thereto to the State House of Assembly for further legislative actions.

It is worthy of note that the Ebonyi State Trust Fund when established will offer a dedicated, state-level financing mechanism that would sustainably mobilize public and private resources to strengthen the basic education system in the state.

The fund would attract contributions from a broad range of stakeholders including government taxes, development partners, corporate bodies, and well meaning indigenes towards priority investments such as infrastructure, WASH, ICT Integration, teacher training, scholarship, school feeding, and transport system.

The Ebonyi Education Development Trust Fund when established is expected to also offer a credible and sustainable solution to Ebonyi State's basic education challenges by aligning resources for greater impacts through transparent governance, joint planning, and strong oversight.

The Fund which would be managed by a legally constituted Board with the State Ministry of Education and other stakeholders to identify priorities and ensure accountable implementation would support the improvement of conducive learning environment by rehabilitating thousands of classrooms, construction of fences, toilets, boreholes and training of teachers as well as other security measures.

In a nutshell, the Fund is expected to mark a transformative step in strengthening the future of education for every Ebonyi child.

b. *Request for special waiver for absorption of staff of King David Gifted Academy*

In line with the present administration's disposition to advance educational development and human capital empowerment, Council considered and approved a special waiver for the absorption/employment of Thirty-Three (33) staff of King David Gifted Academy, representing; 25 Teaching and 8 Non-Teaching Staff of the Academy into the Ebonyi State Secondary Education Board.

This Government action followed a recent verification of the Staff (Teaching and Non-Teaching) who were initially engaged and paid a modest stipend by the PTA of the school .

Recall that these teachers have made significant contributions toward sustaining academic excellence in the school despite all odds.

2. INTERNALLY GENERATED REVENUE (IGR)

*Report of the EXCO Committee to investigate the petition against the Chairman and Secretary of Ebonyi State Internal Revenue Service, as presented to His Excellency, the Governor.*

Following the submission of report by the EXCO committee earlier set up by council to investigate the petition against the Chairman and Secretary of Ebonyi State Internal Revenue Service, by it's members, as presented to His Excellency, the Governor, EXCO accepted the report and approved all the recommendations of the committee as follows:

i.That there should be rejigging in the membership of Ebonyi State Revenue Service and close monitoring to checkmate their activities and ensure optimal performance revenue generation in the state.
ii.That there should be orientation for members of the service to enlighten them more on their responsibilities and what constitutes offence in the establishment.
iii.That there should be stern warning to the members involved in diverse fraudulent activities to desist from same or be made to face the wrath of the Law.
iv.That the Providus Community bank account deployed for the payment of Ebonyi State IGR be further investigated with activities on the IGR automation system of the service investigated forensically to circumvent fraud.
v.That every award of contract should pass through a transparent bidding and other due process of Law before approval.
vi.That private legal practitioners without fiat should not be allowed to prosecute IGR cases in court.

3. YOUTH DEVELOPMENT AND SPORTS

*Ebonyi State Olympic Stadium Pool Service Building*

Stemming from EXCO's earlier approval of the proposed bill for the development of the pool Service Building and Swimming Pool at the Ebonyi State Olympic Sports Center, and EXCO's directive for the ministry to properly study the said proposal and revert to EXCO. The ministry acted as directed, with the EXCO approving that the State Council for Public Procurement further advertise the award of the project.

4. PROJECT MONITORING AND EVALUATION

*Effective monitoring and evaluation of government projects*

On the need for timely and effective monitoring and evaluation of government projects, EXCO approved that henceforth, all Government Ministries, Departments and Agencies (MDAs) must inform the Ministry of Project Monitoring and Evaluation of any contract or project going on in their MDAs to enable the ministry effectively undertake the monitoring and evaluation of government projects.

5. INTERNAL SECURITY

*Scrap Dealers*

To checkmate the activities of scrap dealers in the state, EXCO considered and approved the forwarding of an Executive bill to the State House of Assembly. The bill would be tailored to regulate activities of scrap dealers, their excesses and other matters connected thereto. The proposed bill will among other things provide for severe punitive measures against defaulters.

6.TRANSPORTATION

On Transport matters, EXCO approved the invitation of the General Manager, Ebonyi State Transport Corporation, EBOTRANS, Chief Mrs Nnenna Igwe and the immediate past acting General manager of the Corporation and suspended Permanent Secretary, ministry of Transport, Dr. Simon Idenyi to throw light on the activities of the Corporation. The invitees were further directed to prepare a comprehensive account of the activities of the Corporation and present to EXCO in the next Executive Council meeting to enable proper deliberation on the matter.

*Business of the day*

1. CULTURE AND TOURISM

*Waiver for employment of thirty five (35) Talented Guest Artists*

Following the retirement of most of the serving artistes in the State Council for Arts and Culture and in a bid to reinvigorate the State Cultural Troupe, EXCO considered and approved the employment of 35 guest artistes. These artistes who will be talented, agile and vibrant young men and women are to fill the existing vacuum in the State Cultural Troupe to perform the expected entertainment roles of the Council.

The approved artistes include; dancers, dramatists, choral singers and instrumentalists

2. FEDERATION'S NLNG DIVIDEND AND OTHER UNREMITTED OIL REVENUE.

*Proposal for review, reconciliation, and recovery of NLNG dividends and unremitted oil revenue for Ebonyi State*

Ebonyi State as one of the sub-nationals in Nigeria is a shareholder in Nigeria Liquefied Natural Gas (NLNG), hence is entitled to the Federation's NLNG dividend and other unremitted oil revenue. It is therefore imperative to review, reconcile and recover amount due to Ebonyi State from the Federation's NLNG dividend and unremitted oil revenue to the state from January 1999 to date.

The technicalities involved needs a consultant who is conversant with the operations of oil and gas industry. The consultant was earlier engaged at 10% commission but has to be upwardly reviewed to 15% commission.

Pursuant to the requested action for the needed expertise, EXCO approved TIARAS White Consult Limited to undertake the review, reconciliation and recovery of amount due to Ebonyi State from the Federation's NLNG dividend and unremitted oil revenue to the State from January 1999 to date and provided 15% commission of the total amount recovered as consultancy fee at source from Ebonyi State entitlement, accordingly.

3. HEALTH

a. *Construction of an ultra-modern clinic at the Ebonyi State Government House by PDoings Integrated Services Limited.*

In line with the present administration's commitment to accessible, world class healthcare for all residents of Ebonyi State, EXCO considered and approved the sum of Three Billion, Five Hundred and Twelve Million, Four Hundred and Twenty-Eight Thousand, Seven Hundred and Sixty Five Naira, Thirty Three Kobo (N3,512,428,765.33) only for the construction of an Ultra-Modern Clinic within the Ebonyi State Government House premises.

The facility which is envisioned as a state-of-the-art medical center, strategically positioned to serve as both an emergency response unit for government officials and a model health facility for the State, showcasing modern medical practices and technologies.

b. *Request to acquire PENTECOST FOUNDATION HOSPITAL, EZZAMGBO*

EXCO considered and approved the request for the acquisition of PENTECOST FOUNDATION HOSPITAL, EZZAMGBO by the State Government, with all the equipment and also to inherit the staff as at the time of taking over the facility at the cost of Two Hundred and Fifty Million Naira (N250,000,000) only.

4. SPORTS AND YOUTH DEVELOPMENT

*Ebonyi State Olympic Sports centre-pool service building and swimming pool*

Pursuant to His Excellency's practical vision to elevate the standard of sports infrastructure and youth development in the State, EXCO considered and approved the proposed bill for the development of the Pool Service Building and Swimming Pool at the Ebonyi State Olympic Sports Center by PDoings Integrated Services Limited,, but further directed the ministry to properly study the proposal and revert back to EXCO.

5. WATER RESOURCES

*Water Reticulation*

In view of the need for further extension of potable water supply to Abakaliki metropolis, EXCO approved the sum of Four Hundred and Twenty-One Million, Seven Hundred and Twenty Two Thousand, Three Hundred Naira (N432,822,300.00) only for the extension of already existing pipe network especially to the Ochudo Centenary city, Ebonyi State House of Assembly Complex through Odunukwe Street, Aguogboriga Layout and Mile 50-Ugwuachara Layouts.

6. TRADE AND INVESTMENT

*Request by Chinese firm to invest in cotton and agro-industries in Ebonyi State.*

Following the indication of interest by a Chinese firm, Allallinfo Group AD to collaborate with the Ebonyi State Government to provide funding, equipment, Agro plants and global market for cotton production in the state, EXCO approved a temporal allocation of part of EZZAMGBO Veterinary School for cotton farms and other Agro-industries in the state. This is also in line with the requirements by the Federal Government to recognise Ebonyi State as a cotton producing state and as well project the state to more Federal Government funding and interventions for sustenance.

7. CAPITAL CITY DEVELOPMENT

*Proposal for Capital City Structure Master Plan Project*

Drawing from the importance and the urgent need for the formulation and production of Abakaliki Capital Territory Structure Master Plan and an accompanying request for same, EXCO considered and approved the engagement of a reputable Consultant to review and produce the final copy of Abakaliki Capital City Structure Master Plan for Ebonyi State, with special preference to an indigenous Consultant.

8. WORKS

a. *Report on the reevaluation of properties affected by the construction of multidimensional flyover at Vanco Junction, Abakaliki.*

The Report on the reevaluation of properties affected by the construction of multidimensional flyover at Vanco Junction, Abakaliki was presented by the Chairman of the Committee, Engr Ogbaonnaya Obasi and was received with great appreciation by the EXCO.

b. *EBSU PRESCO Campus internal and Peripheral Roads*

To ensure a face-lift of the 4,308m EBSU PRESCO Campus Internal and Peripheral Road, EXCO approved the sum of One Billion, Three Hundred and Eighty-one Million, Seven Hundred and Nineteen Thousand , Two Hundred and Thirty-Eight Naira, Twenty-five kobo (N1,381,719,238.25) only to cushion the cost of the project.

c. Also approved is the Bill of Engineering measurement and evaluation for the construction of 2.169km Hatchery Layout Road, Abakaliki to the tune of Six Hundred Million Naira (N600,000,000) only

10. FISCAL RESPONSIBILITY

In exercise of their primary responsibility to monitor and evaluate the level of prudence, transparency and accountability deployed on the conduct of government businesses, EXCO approved the recommendations of the FISCAL RESPONSIBILITY COMMISSION with regards to Ministries of Agriculture and Natural Resources and that of Ministry of Human Capital Development, which commended the honesty, transparency and fairness exhibited in all activities of government as approved to Ministry of Human Capital Development and Ministries of Agriculture and Natural Resources, respectively.

EXCO further approved the training of all stakeholders to ensure compliance with all applicable tax laws and regulations.

9. PRIMARY AND SECONDARY EDUCATION

*EXCO Committee on the Model Secondary School project monitoring*

After an exhaustive deliberation on the report on Model Secondary School projects as submitted by the Committee, EXCO approved the immediate termination of the marked projects for poor performance by the handlers as recommended by the Committee.
