Ambassador Moses Rugema has presented his Letters of Credence to His Excellency Bola Ahmed Tinubu, GCFR, President of the Federal Republic of Nigeria, formally accrediting him as High Commissioner of the Republic of Rwanda to the Federal Republic of Nigeria.
This formal accreditation marks the official start of his mission and will contribute to further strengthening the existing excellent bilateral relations between Rwanda and Nigeria. 🇷🇼🤝🇳🇬

Approximately 250 participants, including Government of Nigeria officials, members of the diplomatic corps, representatives of international organizations, and friends of Rwanda, joined the Rwandan community for the 32nd Commemoration of the 1994 Genocide against the Tutsi.
Ambassador Moses Rugema delivered remarks emphasizing the importance of transforming remembrance from a solemn ritual into a shared responsibility—one that directly confronts both the historical truth of the 1994 Genocide against the Tutsi and the evolving threats that continue to enable similar atrocities today.
He underscored the deliberate and premeditated nature of the genocide, emphasizing that it was neither spontaneous nor accidental. He also reflected on the international community’s indifference and mischaracterization of events, while recognizing the moral clarity demonstrated by voices at the UN Security Council, including Nigeria’s then Permanent Representative to the UN, Prof. Ibrahim Gambari.
The Ambassador highlighted Rwanda’s post-genocide trajectory, emphasizing the commitment to unity, reconciliation, and institutional strengthening as a foundation for preventing future atrocities.
He emphasised that genocide ideology, denial, and distortion persist and are being amplified by digital platforms and emerging technologies, including artificial intelligence. He highlighted ongoing threats in the Great Lakes region against Tutsi communities, including the Banyamulenge, and underscored that silence in the face of such threats constitutes complicity.
Ambassador Rugema concluded that “Never Again” must be upheld as a continuing commitment, advanced through collective responsibility, vigilance, and education.
Representing the UN Resident Coordinator and Humanitarian Coordinator a.i., Ms Beatrice Eyong, delivered the statement of the UN Secretary-General. She paid tribute to the resilience of survivors and acknowledged the international community’s failure to respond decisively during the genocide. She called for strengthened global commitment to the Genocide Convention and enhanced collective efforts to prevent mass atrocities.

Ambassador Moses Rugema delivered remarks today at the 2-day workshop on Contextualising Definitions and Terminologies to Address Stereotyping and Ethnic Profiling in West African Security Operations, organised by and Whiteink Institute for Strategy Education and Research Nigeria, with support from (NCTC).
Drawing on Rwanda’s experience, he reflected on how decades of incitement, the use and reinforcement of arbitrary differences between ethnic groups, and hate speech — with direct government support — led to a culture and cycle of propaganda and violence that culminated in the 1994 Genocide against the Tutsi.
He went on to highlight how contemporary manifestations of these actions remain evident in the Great Lakes region, particularly in the discourse of senior security officials and politicians, and why it is urgent and necessary to address them.
He further noted how Rwanda’s journey had been one of profound transformation, one that underscored the deliberate role of leadership, policy, and societal commitment in reshaping national discourse and thus contributing to reconciliation, healing, cohesion, and stability.

Ambassador Moses Rugema attended the National GovTech Policy Roundtable 2026, co-convened by the Office of the Deputy Speaker, House of Representatives, the National Assembly Library and Resource Centre, and Govtech Africa Inc.
He shared perspectives on Rwanda’s digital journey highlighting sequenced and citizen-focused processes anchored on policy, legal safeguards, infrastructure, digital platforms, and capacity building. This has delivered over 51 million transactions via Irembo and raised digital literacy to over 75%.
He emphasized deliberate planning, trust-building, inclusion, and measurable impact as essential to sustainable digital governance.
