NASC, NIPR PARTNER TOWARDS SUCCESSFUL HOSTING OF WORLD PUBLIC RELATIONS FORUM IN ABUJA
The National Assembly Service Commission (NASC) has avowed its unalloyed support for the Nigerian Institute of Public Relations to ensure the successful hosting of the prestigious World Public Relations Forum (WPRF) in Nigeria’s capital city, Abuja come November.
The World Public Relations Forum, held under the auspices of the Global Alliance for Public Relations and Communication Management, is a globally recognized platform that brings together public relations professionals, communication strategists, policymakers, academics, and business leaders from across the world to discuss emerging trends, ethical standards, innovation, and the future of strategic communication globally.
Nigeria recently won the right to host the 3-in-1 event in Abuja.
On monday, the Acting President of the Institute, Prof Emmanuel Dandaura led a delegation of the National Planning Committee of the WPRF on a courtesy visit to the Executive Chairman of the Commission, Chief Saviour Enyiekere. The visit was aimed at sensitising the Commission and soliciting its collaboration towards the successful hosting of the event.
The NASC boss, Chief Saviour Enyiekere affirmed the commitment of the Commission to work with the Instiute to make the event a very successful and memorable one, stressing that this initiative would greatly enhance Nigeria’s international reputation and strengthen institutional communication capacity. The Commission emphasized that hosting the Forum aligns with Nigeria’s broader objective of promoting transparency, effective governance, and global engagement . Chief Enyiekere was particularly delighted that the Institute was bringing people from about 150 countries to Nigeria at a time many foreigners believed the country was insecure.
He enthused: "It is a great job that you have done...it is a great feat to bring the world to Nigeria at this period that many foreigners are afraid of coming here because of fear of insecurity".
Earlier, Prof Dandaura explained that the World Public Relations Forum will provide an opportunity to showcase Nigeria’s expertise, cultural richness, and professional standards to the global community. He emphasised that
hosting the World Public Relations Forum in Abuja would :
Position Nigeria as a leading hub for strategic communication in Africa,boost tourism, hospitality, and related sectors,
foster international collaboration and investment opportunities, and promote ethical standards and innovation in public relations practice.
According to the NIPR leadership,,the Nigerian Institute of Public Relations, as the statutory regulatory body for public relations practice in Nigeria, needed governmental backing for the proper regulation of communications profession as a way of properly projecting a positive narrative about the country.
In this regard, the institute urged the Commission to strive to comply with the NIPR laws that prohibit non professionals from holding any position or acting in any capacity as a spokesperson or protocol officer in any organisation without due qualification and registration with the institute
Further, the instiute enjoined the Commission to avail its PR personnel of the numerous PR professional training and capacity building opportunities offered by the NIPR as way of equipping them with the knowledge and skills they needed for optimum performance of their duties.
Prof Dandaura also tasked the Commission to always sponsor its PR personnel to actively parricipate in all the institue's programmes, activities and trainings as these would help sharpen their skills and enhance productivity. The Institute also requested the Executive Chairman to be part of its session on the legislature.
The visit was facilitated by the WPRF-NIPR Legislature Team working with the NASC Department of Public Affairs.

NASC CHAORMAN PLEADS WITH SENATE PRESIDENT AKPABIO TO INAUGURATE NASS PENSION BOARD
TO ESTABLISH COUNCIL OF FORMER PRESIDING OFFICERS OF NASS,
BUILD NEW LEGISLATIVE QUARTERS
The Executive Chairman of the National Assembly Service Commission , Chief Saviour Enyiekere, has called on the President of the Senate, Senator Godswill Obot Akpabio, to help fast-track the implementation of the National Assembly Service Pension Scheme by inaugurating the NASS Pension Board.
Speaking during a courtesy visit to the Senate President Thursday January 29th, 2026, Dr Enyiekere emphasized that the formal takeoff of the Pension Board would enhance the wellbeing of retirees of the National Assembly Service. He noted that many retirees of the Service were undergoing various degrees of untold hardships as a result of their inability to assess their pensionsong after retirement.
Dr. Enyiekere noted that this measure would bring the National Assembly in line with global best practices for parliamentary administration and staff motivation.
Beyond the push for pension reforms, the NASC Chairman also requested the National Assembly Leadership to help midwife certain measures that would enhance the smooth working of the federal legislature. One of the proposals is the call for establishment of a Council of Former Presiding Officers of the National Assembly to serve as a thinktank for for the National Assembly as well as the institutional memory of the Legislature; positing
that leveraging the experience of past leaders would provide invaluable guidance for current and future assemblies, ensuring a seamless transition of legislative traditions and professional excellence.
Addressing the physical infrastructure needs of the legislature, the Commission further urged Senator Akpabio to support the reintroduction and construction of a National Assembly Legislative Quarters to help solve the growing accommodation challenges and insecurity faced by both Lawmakers and staff of National Assembly. He contended that building a modern residential complex for legislators and workers could help to streamline operations and enhance the security and effeciency of the Federal legislature.
Dr Enyiekere used the visit, the first since the inauguration of the 6th NASC on 5th May, 2025 to intimate the Senate Leadership of the activities and future intentions of the Commission. Among those intentions was a pending staff audit of the National Assembly Service by the Commission with the view to eliminating "ghost worker".
In his response, Senate President Godswill Akpabio commended the Commission's foresight and commitment in dischaging its mandates,acknowleding the necessity of the proposed reforms; assuring that the 10th National Assembly was poised to help the Commission achieve the set goals.
He urged the Commission to come up with ideas that would help ammend the NASS Act 2014 to enable the Commission to take full control of the management of the manpower of all segments of the NASS.
The President of the Senate explained that the National Assembly Pension Board would soon be inaugurated after correcting some anomalies in its Act which was currently undergoing ammendment.
Senator Akpabio, however, urged the Commission to strive to address some complaints arising from recent recent appoitments and redployment of high ranking officers of the National Assembly.

NASC CONFIRMS EMMANUEL ODO AS CLERK SENATE
• APPOINTS IBRAHIM SIDI AS Ag CLERK, HOUSE OF REPS
• REDEPLOYS OTHERS
The National Assembly Service Commission has confirmed the appointment of Mr. Emmanuel 0do as the Clerk of the Senate. The Commission also elevated Mr. Ibrahim Sidi as the Acting Clerk of the House of Representatives. The Commission further approved the appointment and redeployment of officers into other Consolidated positions. These were the high points of decisions reached at the Commission's 19th meeting held today, Tuesday, 20th January, 2026.
The Commission had on 16th September 2025 approved Odo’s elevation to the position of Acting Clerk of the Senate.
Prior to his appointment as the Acting Clerk of the House of Representatives, Mr. Ibrahim Sidi was a Director of Administration in the National Assembly. His appointment is with effect from 9th February, 2026. He will replace Dr. Yahaya Danzariya, who will officially retire from the National Assembly Service on 8th February 2026.
The newly appointed Acting Secretaries to the Directorates are: Fortune Ihua-Maduenyi (Protocol and Inter-Parliamentary Relations), Asien Fatima Nana (Zonal Liaison Offices), Engr. Bashir Layya (Estate and Works, with effect from 3rd February 2026), Siyaka Wahab Sadiq (Deputy Clerk Legislative, House of Representatives), and Dauda Bulama Bukar (Deputy Clerk Administration, House of Representatives).
Those redeployed to new positions include Mofoluwake Ogunbayo, who has been moved from the Directorate of Special Duties and Parliamentary Security to become the Secretary of Procurement and Supplies; Kehinde Amos, who was moved from the position of the Deputy Clerk, HR (Legislative) to position of the Deputy Clerk, Senate (Legislative); Atiku Ibrahim, from Procurement and Supplies to Secretary, Finance and Accounts; Vivien Njemanze from Deputy Clerk, HR (Administration) to Deputy Clerk, Senate (Administration); and Andrew Nwoba from Zonal Liaison Offices to Secretary, Special Duties and Parliamentary Security.
Apart from Ibrahim Sidi and Engr. Bashir Layya’s appointments, all other appointments and redeployments are with immediate effect.

NASSLAF LAUDS NASC ON CARE FOR MEMBERS
The National Assembly Service Commission (NASC) has been commended for its transformative management of the well being of Legislative Aides of the National Assembky.
Speaking at the opening ceremony of the 2025 orientation and induction programme for legislative aides in Abuja, Chairman of the National Assembly Legislative Aides Forum (NASSLAF), High Chief (Barr.) Emeka Nwala, expressed profound gratitude to the Commission for the timely clearance of all entitlements and its consistent commitment to the well-being of aides.
Nwala emphasized that the current Commission leadership has not only "managed" the workforce effectively but has elevated their status to an international standard, making them proud ambassadors of the institution both locally and globally.
High Chief Nwala urged his colleagues to treat the training with utmost seriousness, noting that the certificates earned are symbols of a renewed professional standing.
He praised the "6th NASC for its visionary leadership, stating that the legislative aides now feel like "children of the international community" due to the high quality of training and global standards being introduced to their roles.
The induction, which drew attendance from top leadership including the Executive Chairman of the National Assembly Service Commission, Chief Saviour Enyiekere, who was represented by Distinguished Senator Suleiman Othman Hunkuyi, was described as a critical step in professionalizing the support structure of the legislature.
Senator Hunkuyi reminded the aides that they are the primary custodians of their principals' images and the public trust.
He noted that their appointments were a deliberate choice by Senators and Honorable Members who expect the aides to aid them achieve effective representation of their constituencies.
The Commission pledged to leave a lasting legacy of capacity building, ensuring that the 10th Assembly support staff are better equipped than any of their predecessors to navigate the complexities of legislative duties and public service.

NASC HOLDS PROMOTION EXAMINATION FOR STAFF
The National Assembly Service Commission has held the 2025 Confirmation/Promotion examination for staff of the National Assembly Service.
NASC Director of Promotion and Discipline, Mr Aniefiok Sampson explained that over 912 officers both from the National Assembly and the Commission took part in the computer-based examination which was conducted by the National Open University(NOUN).
According to him, the over 912 officers were grouped into three batches to ensure easy management, with each batch having an hour and a half to finish it's examination.
The Executive Chairman of the Commission, Chief Saviour Enyiekere, who was represented by the Chairman of the NASC Committee on Promotions and Discipline, Hon Ibrahim Malle, expressed satisfaction over the success of the examination. He particularly expressed joy that the examintion, which was the first exercise under the 6th NASC, was hitch free.
Even though the exercise was smooth, Hon Malle promised that subsequent examonations would be even more successful.
Those that accompanied the representative of the Executive Chairman to monitor the examination included Hon. Commissioners Patrick Giwa and Mrs Mary Ekpenyong (South-South), Festus Ifesinachi Odii (South-East), Salihu Umar Agboola (North-Central), Afeez-Ipesa (Soth-West) . The Secretary to the Commission, Mr Lucky U. Ikharo led the NASC Management team to observe the exercise.
Also, the Clerk to the National Assembly, Barrister Kamoru Ogulana led a delegation of the National Assembly Management to observe the promotion examination.
Furrhermore, the Federal Character Commission also sent two representatives to monitor the examination. They are: Mrs Aishatu Salisu Gambo ( Director of Monitoring and Evaluation ) and Mr Adeomi Nurudeen ( Senior Quantity Surveyor)
Whereas the CBT-based examination took place today (saturday), the practical examinations for drivers and security personnel are slated for Monday , 15th December,2025.
Results of all the examinations are expected to be submitted by the organisers, the National Open University of Nigeria, (NOUN) to the National Assembly Service Commission by Tuesday, 16th December, 2025.

*NATIONAL ASSEMBLY SERVICE COMMISSION HOSTS ADAMAWA COUNTERPARTS ON OFFICIAL COURTESY VISIT*
The National Assembly Service Commission (NASC), today, welcomed a delegation from the Adamawa State House of Assembly Service Commission (ASHASC) on a high-level official courtesy visit to NASC in Abuja.
The meeting commenced with an opening prayer led by the Executive Chairman of the NASC, Chief Dr. Saviour Enyiekere, PhD, setting a respectful tone for the proceedings.
Chief Dr. Enyiekere emphasized the significance of the visit, noting that the Adamawa delegation was the very first State Assembly Service Commission to visit since the current NASC board inauguration on May 5, 2025, Showing the vital role the NASC plays as a "father" institution to all State Assembly Service Commissions across the federation.
The Adamawa delegation, led by its Chairperson, Hon.Mrs. Hanatu Samuel Kadala, included Mrs. Ruth Huram, Secretary of the Commission, and Hon. Salihu A. Kabillo Commissioner 1, Hon.Ahmed A.Juggal Commissioner 2, Hon. Adwawa Dongolok, and Mr. Malachy M. Abba Director of Admin.
In her remarks, Hon. Mrs. Kadala expressed profound gratitude for the warm reception, which was arranged on short notice.
Mrs. Hannatu candidly articulated the primary reason for the visit: to learn, seek knowledge, and ask critical questions from the 'mother' body, stating, "The National Assembly Service Commission is our mother and that's why we thought it is very important that we come to learn and ask a lot of questions, We came to learn something so that when we go back we will improve on some things."
She further affirmed that the limited time spent in Abuja had already yielded "great things" in terms of learning.
Responding to the delegation, the Executive Chairman of the NASC, Chief Dr. Enyiekere, expressed his joy to the delegation
for the visit.
Dr. Enyiekere articulated the NASC commitment to improving the lives and leadership of both state and national assembly service commissions.
Furthermore, he outlined future plans to foster stronger synergy and capacity building, including an upcoming Zonal Tour across all geopolitical zones and the planned organization of a retreat for all executives of the State Assembly Service Commissions.
These initiatives, he noted, are essential to "get the knowledge and how to relate with them," solidifying the NASC role as the central unifying body for legislative service

NASC, MALAYSIAN PARLIAMENT COMPARE NOTES ON EFFECTIVE PARLIAMENTARY ADMINISTRATION
The National Assembly Service Commission (NASC) and the Parliament of Malaysia have shared ideas on how to strengthen parliamentary administration through knowledge sharing and institutional collaboration.
The Executive Chairman of the National Assembly Service Commission, Chief Saviour Enyiekere, led a high power delegation that comprised Honourable Commissioners, Chairmen of the Senate Committee on Establishment and Public Service and House Committee on Public Service Matters, and Management staff of the Commission on a parliamentary study visit to the Parliment of Malaysia, Kuala Lumpur.
The engagement provided a platform for both institutions to exchange ideas on effective legislative management, human resource development, and innovation in parliamentary processes and procedures.
In his opening remarks, the Chairman of the NASC, Chief Saviour Enyiekere, explained that the visit was part of the Commission’s efforts to benchmark international best practices and enhance service delivery within Nigeria’s legislative bureaucracy.
“We believe that exposure to global standards in parliamentary administration will not only improve the capacity of our staff but also strengthen the institutional framework of the National Assembly,” Enyiekere stated.
He commended the Malaysian Parliament for the warm reception and cordiality extended to the Nigerian delegation during the visit. He recalled that Nigeria and Malaysia shared close bilateral relations and common positions on many issues in international diplomacy.
On his part, the Chief Administrator of the Malaysian Parliament, Dato Ahmad Hussaini bin Abdul Rahman, who was represented by the Head of the House of Representatives Management Division, Amisyahrizan bin Amir Khan, welcomed the NASC delegation and applauded Nigeria’s commitment to continuous institutional development. He pointed out that the visit of the Nigerian delegation would enhance Inter-Parliamentary co-operation between the two Commonwealth countries.
“Inter-parliamentary cooperation is key to the growth of democratic governance. Malaysia and Nigeria share a common goal of strengthening the legislature as a pillar of democracy,” he said.
Beyond the remarks during the opening ceremony, the delegation also had technical sessions with various departments of the Malaysian Parliament to understudy their systems of human resources management, record management, staff welfare, legislative research, and administrative processes and procedures.
During the interactive sessions, it was discovered that the NASC and the Parliament of Malaysia had similarities in the legislative manpower management. The Malaysian Parliament had recently enacted a law for the establishment of Parliamentary Service Board, which, like the NASC, will be the statutory body to manage the manpower of the Parliment. The board, as revealed, would be constituted in no time.
However, the technical sessions further revealed that the Parlimen Malaysia has an advanced policy of preparing its workers for retirement. Here, two years before retirement, officers are made to undergo series of training programmes which would transition them from civil service to private business engagements after retirement.
As part of the visit, the delegation was led on guarded tour of the Parliment. Apart from visiting the state of the art Parliment Library, the team was admitted to the plenary session of the Dewan Rakyat ( House of Representatives) by the Speaker, H.E. Tan Sri Dato (Dr) Johari bin Abdul, who noted that the Nigerian NASC visit was good for promoting the global South-South co-operation.
Both sides agreed to explore future collaboration through staff exchange programmes, training workshops, and the sharing of administrative resources.
The visit forms part of the NASC’s broader initiative to promote excellence, transparency, and innovation in the management of Nigeria’s legislative institutions.
At the end of the very fruitful visit, both sides exchanged souvenirs as a way of keeping the good memories of the visit. The parliamentary study visit was facilitated by the Nigerian High Commission in Kuala Lumpur

NATIONAL ASSEMBLY SERVICE COMMISSION ZONAL TOUR TO THE ONDO STATE HOUSE OF ASSEMBLY SERVICE COMMISSION, AKURE, ONDO STATE. HELD FROM TUESDAY 16TH TO WEDSDAY, 17TH SEPTEMBER, 2025.
The National Assembly Service Commission conducted a Zonal Tour to Ondo State House of Assembly Service Commission from 16th to 17th September, 2025. The main objective of the visit was to find out the achievement and challenges facing the States House Assembly Service Commission.
During the visit, many issues were raised such as Administrative and Financial Autonomy, Implementation of CONLESS at the States Houses of Assembly Service Commissions and other related issues. The delegation from the National Assembly Service Commission, made up of Messrs, Olusola Sopitan (Director of Admin & Employee Relation, Oluwafemi Oluwasile (Director, Public Affairs), Oloyede Matthew (Higher Data Processing Officer), led by the Hon. Commissioner, representing South-West Zone, Afeez Ipesa-Balogun, accompanied by the Members of the Ondo State House of Assembly Service Commission led by Rt. Hon. Dare Emiola Francis paid a courtesy call on the Speaker of the State Assembly, Rt. Hon. (Chief) Oladiji Olamide Adesanmi and the Executive Governor, His Excellency Dr. Lucky Orimisan Aiyedatiwa who was represented by Deputy Governor, His Excellency Dr. Olajide Adelami.
The Speaker of the Ondo State House of Assembly in his speech appreciated the two Commissions and said the House was in the support of the issue of Financial Autonomy and Welfare of the Staff of the Legislative Service for the benefits of Democracy in Nigeria.
During the visit to the Governor, the Deputy Governor who represented him welcomed the delegation and he was informed that the delegation was in Ondo State to see the achievements, and challenges of the Commission VIZ-a-VIZ to lobby the State Government on Financial Autonomy for the State Legislative Service.
The Deputy Governor Explained that the Executive Governor was aware of the visit to the State, hence the request of the delegation will be presented to the Governor for consideration.

HOUSE COMMITTEE COMMISERATES WITH NASC OVER OFFICER"S DEMISE
...THREATENS REVOCATION OF CONTRACT FOR OFFICE PROJECT
The House of Representatives Committee on Public Service Matters has commiserated with the National Assembly Service Commission over the sudden death of its officer, Mr Titus Apollos. The Committee observed a minute silence as a respect for the fallen officer during the Committee"s oversight visit to the Commission on Wednesday. The Chairman of the Committee, Hon Sani Umar Bala ,who conveyed the condolences to the Commission consoled the Commission and the bearaved family over the unfortunate incident and prayed for the peaceful repose of the soul of the deceased.
This is even as the Committee has issued a stern warning to contractors handling the construction of the Commission’s office complex to deliver the project by November or risk revocation of the contract.
Mr Titus Appolos, had been down with some ailment for some time now and was referred to the Garki General Hospital where he has been receiving treatment at the expense of the Commission. He was said to have visited the office yesterday from the hospital bed to solicit for further financial help which was allegedly not immediately available.
Receiving members of the Committee, the Executive Chairman of the Commission, Chief Saviour Enyiekere briefed the Committee of the demise of the officer and the efforts of Commission towards helping him regain his health. The Executive Chairman regretted the mis-representation of facts about the officer"s demise. He told the Committee that staff welfare and their well being was a cardinal policy of the 6th Commission
On the NASC Office Project, the committee expressed frustration over the prolonged delay in the project, warning that it would recommend revoking the contractors’ agreement if the work is not completed by November. According to the Committee Chairman, the Committee would also go ahead to make the contractors pay back to the Federal Government the funds it had received without doing the job. Hon Sani Bala expressed displeasure that despite the huge amount of money that was paid to the contractors, they had rather chosen to frustrate early completion of the job.
Dr. Saviour Enyiekere had earlier highlighted critical challenges facing the Commission, including inadequate office accommodation,inadequate funds for staff welfare concerns, among others.
He appealed for the committee’s support to expedite the completion of the permanent office complex, noting that the issue of accommodation remains a significant hurdle. He also requested for speedy ammendment of relevant laws to enable the Commission to function more effectively.
