PPP: Africa cannot be financed with borrowed templates. It needs its own model

. . As Nigeria targets $2.3 trillion to bridge infrastructure gap

That was the clear message from Dr. Jobson Oseodion Ewalefoh , DG of , as he joined global financiers, donors, and key PPP stakeholders at the Global Infrastructure Facility (GIF) — a World Bank-backed platform for infrastructure financing — on the sidelines of the Spring Meetings in Washington.

He warned that one-size-fits-all financing won’t work for Africa’s realities.

🔴 Africa cannot wait for slow processes and borrowed templates — it needs project development financing that works fast and works for its realities.

🟢 Global models ignore Africa’s unique political and economic context.

🔵 Long financing cycles delay urgently needed infrastructure.

🟡 Rigid frameworks weaken local ownership and project sustainability.

🟣 Flexible, faster, context-driven financing is critical.

The Infrastructure Concession Regulatory Commission convened the inaugural meeting of the Presidential Project Development Committee for the Ikom Multipurpose Dam & Hydropower Project, formally commencing the project’s development under a Public-Private Partnership (PPP) framework.

Chaired by ICRC’s Director General, Dr. Jobson Oseodion Ewalefoh, the committee includes key federal institutions, Cross River State Government and Ikom Power Limited.

The project is expected to:

⚡ Deliver about 250MW of renewable hydropower
🌊 Mitigate flooding within the Benue Basin corridor
💧 Improve water resource management
🔌 Strengthen national energy security
📈 Stimulate regional economic development

On Tuesday in Enugu,. . . . . What started as a courtesy visit by the Director-General of , Dr. Jobson Oseodion Ewalefoh (), to the Governor of Enugu State, Dr. Peter Mbah (), quickly became a compelling history and investment pitch on Enugu’s heritage, unity and economic potential.

After their private meeting, Governor Mbah took the DG and his delegation through Enugu’s economic history and inclusive character, highlighting the coal discovery era and the state’s long-standing reputation for unity, hospitality and peaceful coexistence.

He also spoke on the Enugu International Airport concession, projecting it as a future international aviation hub that will strengthen regional and global connectivity for the Southeast and beyond.

In response, the DG commended the Governor’s leadership, noting that the Enugu Airport has recorded impressive progress within a short time, describing the July target for the commencement of the international wing as commendable.

Yesterday, the Director-General joined the Governor of Lagos State, the Minister of Industry, Trade and Investment, the UAE Ambassador to Nigeria, other senior government officials of Nigeria and the United Arab Emirates, and other captains of industry and business leaders from Nigeria and the UAE—including Femi Otedola, Allen Onyema of Airpeace and Gilbert Chagoury—at the just-concluded Investopia, the UAE’s global investment platform for driving partnerships, capital flows and cross-border investments.

Key takeaways from the discussions were striking: “Lagos, like Nigeria, is an investment hub,” Governor Babajide Olusola Sanwo-Olu noted, while Nigeria’s Minister of Industry, Trade and Investment, Dr. Jumoke Oduwole, reaffirmed the Federal Government’s commitment to providing the right environment for UAE investments. On the UAE side, the Minister for Trade hinted that UAE investment in Nigeria could triple in the coming years, alongside an indication from a banking executive that the Abu Dhabi Bank presence may be coming to Nigeria soon.

Overall, the conversations strongly reinforced the growing importance of Public-Private Partnerships (PPPs) as the most practical route for attracting long-term private capital into Nigeria’s infrastructure—across roads, ports, aviation, healthcare and other strategic sectors.

With the impactful reforms over the last two years of President Bola Ahmed Tinubu, GCFR and DG, Ewalefoh, the ICRC stands ready to provide the needed regulatory guidance for all PPP investments.

He highlighted President Bola Ahmed Tinubu’s commitment to PPP continuity, the impact of the 13 PPP Guidelines (2025), and growing investor confidence.

Yesterday, the DG of Dr. Jobson Oseodion Ewalefoh (), joined his State governor, Sen. Monday Okpebholo (), and the Hon. Minister of Aviation & Aerospace Development, Festus Keyamo, SAN (), to discuss advancing Edo State’s aviation ecosystem.

At the centre of talks was the proposed Edo Air—envisioned to boost connectivity, economic activity, and investment.

Beyond regulating PPPs for the Federal Government, ICRC provides PPP support and peer review opportunity to states through the Nigeria PPP Network —evident in landmark PPP projects such as the Bakassi Deep Sea Port () and Ondo Deep Sea Port (), initiated by the states and approved in Dec. 2025.
