In developing countries like nigeria,the socio cultural environment play a very negative role on the administration. Now this is because the traditional values and beliefs more often than not lay emphasis on ascribed status rather than performance or merit value.
The cultural value of brotherhood in a traditional society place higher social responsibilities on occupiers of public based on the philosophy "be your brother's keeper" this brings a lot of pressure on the administator, which creates room for inefficiency and personal enrichment to the detriment of the general or public good

A country that's witnessing a steady and sustained economic growth,increased in capacity utilizations,high level of saving, increased investment ratio,positive balance of payment and other positive economic indicators will definitely influence positively the workings and efficiency of public administration.
And with good,focused and visionary leadership, such country's administrative capacity will be enhanced through regular training and adequate staff motivation because resources are available to cater for administrative requirements that could gear up commitment to service and loyalty to the ethics of good public administration.
