LASG UNVEILS EDUCATION ACCESS FUND
.... To expand opportunities for children.
The Lagos State Government has officially launched the Lagos Education Access Fund (LEAF), a strategic initiative aimed at expanding access to quality basic education and improving learning outcomes for children across the State.
The programme was formally unveiled by the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, at a high-level event held at Lagos House, Marina, in the presence of government officials, development partners, education stakeholders and representatives of the international community.
The initiative is being implemented through the Lagos State Universal Basic Education Board (LASUBEB) in partnership with the Education Outcomes Fund (EOF) and other development partners as part of ongoing efforts to strengthen inclusive and equitable basic education in Lagos State.
In his keynote address, Governor Sanwo-Olu reiterated the State Government’s commitment to ensuring that every child in Lagos has access to free and quality basic education, describing education as a critical driver of social mobility, human capital development and economic growth.
He disclosed that the initiative is supported by a $25 million outcomes-based education fund designed to support 200,000 children across Lagos communities.
According to the Governor, the programme will facilitate the enrolment of up to 50,000 out-of-school children between the ages of six and fourteen into formal basic education, while also strengthening foundational literacy and numeracy for 150,000 pupils currently enrolled in public schools across the State.
Governor Sanwo-Olu noted that the initiative builds on the achievements recorded under Project Zero, launched in 2021 to identify and re-integrate out-of-school children into the education system. Through the intervention, over 36,000 children have already been returned to classrooms across the State.
He added that the programme aligns with the T.H.E.M.E.S+ Development Agenda of the Lagos State Government, particularly the pillar on Education and Technology, which focuses on strengthening human capital development and building a knowledge-driven society.
He further highlighted the importance of community participation in sustaining educational development, revealing that over 360 parents and guardians have been trained in vocational and livelihood skills such as fashion designing, catering, soap making and hairdressing to enable them better support the educational progress of their children.
Governor Sanwo-Olu also appreciated development partners including the Education Outcomes Fund, the Children’s Investment Fund Foundation (CIFF), the Federal Ministry of Education, and the Ministry of Foreign Affairs of Japan for their support in advancing education outcomes in Lagos State.
He also commended the leadership and management of the Lagos State Universal Basic Education Board for their dedication and professionalism in advancing basic education reforms in our State.
Earlier in his welcome address, the Honourable Commissioner for Basic and Secondary Education, Mr. Jamiu Tolani Alli-Balogun, described the Lagos Education Access Fund as a transformational initiative that will significantly strengthen the State’s education ecosystem and accelerate access to quality learning opportunities for children.
Also speaking at the event, the Chief Executive Officer of the Education Outcomes Fund, Dr.. Amel Karboul, explained that the initiative is designed to improve learning outcomes through an innovative results-based financing model.
According to her, the programme focuses on funding measurable education outcomes such as enrolment, retention and completion of schooling for both out-of-school children and those already within the education system. She noted that the innovation of the initiative lies in the shift from traditional funding methods that pay for inputs like textbooks or teachers’ salaries, to a model that pays for verified results.
She added that the programme will leverage data-driven technology and monitoring systems to ensure that children are enrolled in school, remain in school and are effectively learning.
In her remarks, Ms. Eunice Ogolo, Director at the Children’s Investment Fund Foundation (CIFF), announced the Foundation’s $10 million support for the programme, emphasizing the urgent need to address the challenge of children who remain outside the school system.
She noted that when children are not in school or are not learning effectively, their future potential becomes limited. While commending the leadership of Governor Sanwo-Olu for prioritizing results-based interventions to improve learning outcomes, she reaffirmed CIFF’s commitment as an anchor funder to supporting the vision of a Lagos where every child masters literacy and numeracy and has the opportunity to thrive.
Delivering the vote of thanks, the Executive Chairman of the Lagos State Universal Basic Education Board (LASUBEB), Dr. Hakeem Sh*ttu, expressed appreciation to Governor Sanwo-Olu, development partners and all stakeholders for their commitment to strengthening access to basic education in Lagos State. He noted that the collaboration will further enhance efforts to ensure that every child in the State has the opportunity to learn and succeed.

LASUBEB, Examinations Board Align Strategies for Improved Conduct of Placement Test
In a bid to strengthen the symbiotic relationship between agencies and to strategically plan ahead for the annual placement test, the Lagos State Universal Basic Education (LASUBEB) convened a strategic meeting with the State Examinations Board, Education Secretaries, and other key stakeholders in the basic education sector today.
In his remarks, the Executive Chairman of LASUBEB, Dr. Hakeem Babatunde Sh*ttu, pledged the Board’s full cooperation toward the success of the exercise. He assured stakeholders of LASUBEB’s readiness to provide necessary solutions and institutional support within its capacity to address identified challenges and curtail any hindrances to the seamless and credible conduct of the placement examination.
Also speaking at the meeting, the Board Secretary commended the Examinations Board for the successful conduct of the last placement exercise, noting that the objective of the engagement was to identify existing challenges and collaboratively proffer sustainable solutions to enhance future examinations.
Presenting a report on the previous placement test, the Registrar of the State Examinations Board, Mr.Adebayo Orunsolu, disclosed that over 200,000 pupils participated in the examination across 574 centres statewide. He added that the Board remains open to partnerships with registered private schools as examination centres, provided that a minimum of 150,000 candidates are registered and sit for the test, in order to ensure a flawless examination process.
Mr.Orunsolu further sought LASUBEB’s cooperation on logistics and the creation of additional examination centres to prevent overcrowding. He revealed that this year’s placement test is projected to record about 270,000 candidates across the State and called for strengthened collaboration among all stakeholders in the planning and ex*****on of the exercise to guarantee a smooth and plausible conduct.

LASUBEB REAFFIRMS COMMITMENT TO EDUCATIONAL DEVELOPMENT AS NIGERIA CUSTOM SERVICE COMMISSIONS AND HAND - OVER CLASSROOM PROJECT
The Lagos State Universal Basic Education Board (LASUBEB) has reaffirmed its unwavering commitment to the development of basic education and human capital in Lagos State with the commissioning and handing - over of a fully renovated six-block classroom project at Methodist Primary School, Ibeshe, Ikorodu.
Speaking at the commissioning and handover ceremony, the Executive Chairman of LASUBEB, represented by the Board Secretary, Mr. Hakeem Lamidi, described the project as a clear demonstration of strategic partnerships that complement government efforts in strengthening the education sector. He emphasized that the Board remains deliberate in engaging credible stakeholders to support the implementation of Governor Babajide Sanwo-Olu’s T.H.E.M.E.S Plus Agenda, particularly in the areas of education and social development.
Mr. Lamidi noted that the Board’s mandate extends beyond infrastructure provision to ensuring sustainability, effective utilization, and continuous monitoring of schools to improve learning outcomes across public primary schools in the state. He expressed appreciation to the Nigeria Customs Service for the intervention and reaffirmed the Board’s commitment to deepening partnerships that advance quality basic education and contribute meaningfully to the socio-economic development of Lagos State.
In his remarks, the Comptroller-General of Customs, Comptroller Bashir Adewale Adeniyi (MFR), who led the Nigeria Customs Service delegation, stated that the intervention covered the total renovation of Six (6) classroom blocks, refurbishment of pupils’ furniture, renovation of toilet facilities, replacement of doors and windows, installation of ceiling fans, revamp of the water system, construction of a school cafeteria, an ultra-modern hall, installation of solar-powered security lights, enhancement of perimeter fencing, and provision of a refuse incinerator, among other improvements.
He added that the project, executed under the Nigeria Customs Service Corporate Social Responsibility (CSR) initiative, aligns with LASUBEB’s strategic objective of providing safe, inclusive, and conducive learning environments for pupils in public primary schools across Lagos State.
