The Ekiti State Agriculture Monitoring, Evaluation, Accountability and Learning (Ekiti Agric-MEAL) Committee on Thursday, held its Second Quarter (Q2) engagement meeting, bringing together key stakeholders to review progress, assess on-going interventions, and strengthen strategies for sustainable agribusiness development in the State.

The Ekiti Agric-MEAL Committee was constituted by the Governor of Ekiti State, His Excellency, Mr. Biodun Abayomi Oyebanji (BAO) in 2025 to strengthen monitoring, evaluation, accountability, and learning processes in the agricultural sector, ensuring that government interventions deliver measurable impact, value for money, and improved livelihoods for citizens.

In his opening remarks, the Chairman of the Committee, Engr. (Dr.) John Moyo Ekundayo, FNSE, welcomed members and stakeholders, appreciating their continued dedication to advancing agricultural development, food security, and evidence-based decision-making in Ekiti State.

The Chairman took a solemn moment to acknowledge the passing of a distinguished member, Prof. Segun Ajibola, describing him as a committed professional whose contributions to the Committee and the agricultural sector were invaluable. He noted that his absence would be deeply felt and prayed for strength for the family.

Dr. Ekundayo commended members for their commitment to strengthening the Ekiti Agric MEAL framework in the State, noting that the progress recorded so far reflects a shared resolve to ensure that agricultural programmes and projects are effectively tracked, evaluated, and improved upon.

He emphasized that the Committeeโ€™s role remains supportive and collaborative, aimed at providing constructive insights, strengthening systems, and promoting transparency and accountability in the implementation of agricultural policies and programmes of the Ekiti State Government.

The meeting featured three key technical presentations, each addressing critical areas of agricultural development and agribusiness in Ekiti State:

1. Enhancing Youth Participation in Agribusiness

A presentation on youth engagement in agriculture by Pst Adetunji Aribasoye highlighted the urgent need to reposition agriculture as a profitable, technology-driven enterprise rather than a subsistence activity.

Key recommendations included:

-Establishment of agribusiness incubation and innovation hubs.

-Creation of youth agricultural land banks.

-Access to low-interest financing and cooperative funding models.

-Promotion of AgriTech solutions such as drones and digital platforms.

-Development of value chains and processing zones.

The presentation stressed that youth involvement is critical to addressing the aging farming population, reducing unemployment, and ensuring long-term food security.

2. Strategic Development and Sustainable Management of Tree Crops.

Presented by Engr. Adebiyi Adebayo - the session examined the economic importance of tree crops such as cocoa, oil palm, citrus, moringa and cashew in Ekiti State.

Key focus areas included:

-Challenges such as aging plantations, climate change, and weak value chains.

-Adoption of climate-smart agriculture and agro-forestry systems.

-Strengthening nursery systems and improved seedlings distribution.

-Enhancing farmer training, extension services, and access to finance.

The presentation emphasized the need for a coordinated, long-term strategy to boost productivity, increase farmer income, and improve internally generated revenue.

3. Positioning Ekiti State for Sustainable Livestock Development.

In his presentation, Dr. Solomon Ayodeji Ekundayo outlined a strategic roadmap for transforming livestock production into a major economic driver in the State.

Highlights included:

-Achieving self-sufficiency in meat, milk, and other animal products.

-Creation of up to 50,000 jobs within five years.

-Expansion of livestock value chains and agro-industrial development.

-Adoption of modern techniques such as ranching and mechanization.

-Strong emphasis on youth participation and agribusiness development.

The presentation also underscored the importance of policy direction, stakeholder collaboration, and sustainable funding mechanisms.

The Q2 engagement provided a platform for robust discussions, review of action points, and alignment on strategic priorities for the agricultural sector.

The Committee reaffirmed its commitment to ensuring that agricultural interventions in Ekiti State are not only implemented but are impactful, measurable, and sustainable, ultimately improving livelihoods and driving economic growth.

The Office of Transformation and Service Delivery (OTSD), led by the SA/DG, conducted a detailed monitoring and inspection visit to the ongoing remodeling of Adekunle Fajuyi Memorial Park, Ado Ekiti, as part of its mandate to ensure quality service delivery and strict compliance with project specifications.

The remodeling of Adekunle Fajuyi Memorial Park is a strategic urban renewal initiative aimed at transforming the park into a modern recreational and heritage facility. The scope of work includes: total remodeling and Structural redevelopment of existing park facilities, Construction of new walkways, drainage systems, and relaxation areas, Landscaping and environmental beautification, Installation of modern infrastructure to enhance public use and tourism value.

The contractor, RUTNAEL Projects Ltd led by the Site Engineer during the visit, Engr. Micah provided technical updates on the level of work done so far. Also present was Builder Abiri, Assistant Director from the State Capital Development Authority, who supervised compliance with structural and construction standards. Following a thorough site walkthrough and technical assessment, the OTSD team made the following key observations and directives: Pre-Casting Compliance: All formwork, reinforcement detailing, and embedded services must be properly aligned and inspected before the next phase of concrete casting. The SA/DG also directed that no structural casting is to proceed without formal certification by OTSD, ensuring compliance with approved engineering standards and specifications and also asked the contractor to submit the soft copy of the contract drawings and structural designs.

There is appreciable and noticeable progress compared to the last visit, the SA/DG charged the contractor to maintain the pace and standard. He further emphasized that quality must not be compromised for speed, and all work must align with best engineering practices.

The SA/DG, Engr. (Dr.) JMO Ekundayo, FNSE, was accompanied by Mr. Adetunji Aribasoye โ€“ SSA, Monitoring and Evaluation; Mr. Kehinde Ogunyemi โ€“ PA to SA/DG; Mr. Adekunle Omoniyi โ€“ DFA; Mrs. Adenike Akinleye โ€“ Chief Internal Auditor (CIA); and Mr. Bamidele Adejoro.

The inspection reinforces OTSDโ€™s commitment to effective monitoring, accountability, and excellence in project delivery. Upon completion, the remodeled Adekunle Fajuyi Memorial Park is expected to serve as a symbol of heritage, relaxation, and urban transformation in Ekiti State.

The Office of Transformation and Service Delivery (OTSD) paid a working visit to the Ekiti State Health Insurance Scheme (EKHIS) as part of its continuous assessment of key government institutions. The visit also served as a follow-up to a prior engagement between the agency and OTSD.

The delegation, led by the Special Adviser to the Governor/Director-General, Engr. (Dr.) John Moyo Ekundayo, stated that the purpose of the visit was to gain deeper insight into the operational framework, achievements, and challenges of the agency in order to strengthen service delivery across the health sector.

Engr. (Dr.) Ekundayo commended the proactive leadership of the agency under the General Manager, Dr. Charles Doherty, noting that the agency has demonstrated strong institutional capacity in driving healthcare access and inclusion across the State.

In his presentation, the General Manager highlighted several landmark achievements and applauded the Honourable Commissioner for Health, Dr. Oyebanji Filani, for his effective coordination and innovative leadership within the health sector. He emphasized that the overarching goal of the administration is to achieve universal health coverage, with a vision that every resident can access healthcare services within a five-minute walking distance.

He further disclosed that the Ulerawa Health Insurance Scheme, introduced in 2022 at the inception of Governor Biodun Abayomi Oyebanjiโ€™s administration, has experienced significant expansion, growing from 25 Primary Health Centres coverage to 50, then to 177 ward coverage, and now to over 220 healthcare facilities spread across all wards and Local Government Areas in Ekiti State.

The scheme provides a wide range of free healthcare services, including malaria treatment, maternal and child healthcare, family planning services, and free healthcare for children under five years.

It was also noted that Primary Health Centres now account for about 80% of healthcare delivery in the State, underscoring the effectiveness of the governmentโ€™s primary healthcare strengthening strategy.

In terms of impact, the Ulerawa programme has delivered over 848,400 free healthcare services since inception. A breakdown of these services includes:

-12,359 safe deliveries
-116,379 antenatal visits
-390,353 malaria cases treated
-44,307 family planning services
-212,677 children immunized
-72,324 other essential healthcare services

The agency has also deployed a digital electronic health records platform, enabling seamless patient data management, improved continuity of care, and access to healthcare services beyond patientsโ€™ immediate locations. This innovation enhances efficiency in patient registration, treatment, and insurance processing.

Additionally, the agency operates a responsive emergency intervention mechanism, capable of responding to emergency cases across the State and providing immediate medical attention, including surgical interventions where necessary.

The Office of Transformation and Service Delivery (OTSD) has reaffirmed its commitment to ensuring quality service delivery and infrastructure development across Ekiti State, as it conducted a project monitoring inspection to the ongoing Ifakiโ€“Esureโ€“Ilomuโ€“Eyioโ€“Awoโ€“Igede Ekiti road project.

The 20.3-kilometre road project, awarded to China Civil Engineering Construction Corporation (CCECC), represents a critical infrastructure initiative aimed at enhancing connectivity, boosting economic activities, and improving the overall standard of living for residents across the benefiting communities.

The monitoring team was led by the SA/DG of OTSD, Engr. (Dr.) John Moyo Ekundayo, FNSE, whose leadership continues to drive effective supervision and accountability in project ex*****on across the state. He was joined by the Director of Civil of the Ministry of Works, Engr Bamidele Oke.

At the time of inspection, the project had achieved approximately 7.42% completion, with notable progress recorded in several key construction components. These include: scarification works, construction of drainage systems, construction of box culverts and cross culverts, D
development of channels, laying of sub-base materials, stone base construction. These foundational works are critical to ensuring the durability of the road upon completion.

The Office of Transformation and Service Delivery (OTSD), led by the Special Adviser to the Governor/Director-General, Engr. (Dr.) John Moyo Ekundayo, FNSE, has conducted an inspection visit to the ongoing Okeyinmiโ€“Ajilosun Flyover Bridge Project in Ado-Ekiti as part of its mandate to monitor critical infrastructure across the State.

The OTSD team was received on site by representatives of Step Engineering Company, officials of the Ministry of Works led by the Permanent Secretary, and other relevant stakeholders overseeing the ex*****on of the project.

Findings from the inspection revealed that the Flyover project has attained about 90 percent completion, with key milestones already achieved, including asphalt laying on major sections and installation of solar-powered street lighting. The relocation of electricity poles and water pipelines has also been successfully completed, clearing major encumbrances along the project corridor.

Speaking during the visit, the SA/DG, Engr. Dr. Ekundayo, underscored the strategic importance of the project to the administration of Governor Biodun Abayomi Oyebanji, noting that the flyover is critical to easing traffic flow and improving urban mobility within Ado-Ekiti. He charged the contractor to scale up manpower and maintain momentum to ensure delivery within the stipulated timeline and in accordance with required quality standards.

The inspection also extended to the network of adjoining roads connected to the flyover. The network of roads includes:

-Mathew โ€“ Saint Paul Anglican Church Road (1,438.5m).

-Ijigboโ€“Ojidoโ€“Odo Ado Road (950m)

-Mugbagba โ€“ Saint Paul Anglican Church Road (1,264.4m).

-Okeyinmiโ€“Post Officeโ€“Atikankan Road (867.9m).

-Ojumoseโ€“Post Officeโ€“Oja Oba Road (726.9m).

-Isatoโ€“Atikankanโ€“Ijigbo Roundabout Road (680m).

-Adjoining Road linking Ojido and Mugbagba Road (1,062.3m).

It was observed that some segments of the road network, notably the Okeyinmiโ€“Post Officeโ€“Atikankan Road and Ojumoseโ€“Post Officeโ€“Oja Oba Road, have been completed, while others are at different stages and progressing steadily.

A team of officials of the Office of Transformation and Service Delivery (OTSD) paid a courtesy visit to the Chief Medical Director (CMD), Ido-Ekiti, under the leadership of Engr. (Dr.) John Moyo Ekundayo, the Special Adviser)/ Director-General. The purpose of the visit was to felicitate with Professor Ogundipe on his appointment as the new Chief Medical Director (CMD) of the institution and to urge him and his team to imbibe quality service delivery through collaboration, if desirable.

In his remarks, the SA/DG congratulated the CMD on his well-deserved appointment having served previously in the same position at Ekiti State University Teaching Hospital (EKSUTH) and Afe Babalola University, Ado Ekiti (ABUAD). He was accompanied by the Senior Special Assistant to the Governor on Chieftaincy Affairs, High Chief Kester Olayokun, who is also a youth leader in Ido-Ekiti. The SA/DG emphasized the importance of quality healthcare delivery, sharing a brief background of his birth in the hospital more than six decades ago.

He further stated that the visit was to officially welcome the CMD to the community. Dr JMO Ekundayo enjoined the CMD to be open minded and be an empathetic listener in serving the people within the community and state at large. He advised the CMD to take time to carefully process, assess, and interpret information in order to implement meaningful and sustainable changes in the hospital system.

He added that such changes should be effectively demonstrated within the existing culture of the organization.
He encouraged the CMD to embrace the mindshift concept necessary for achieving growth, transformation and quality service delivery. He concluded by offering prayers for divine guidance, support, and a successful tenure for the CMD.

In his response, the Chief Medical Director, Professor Ogundipe, expressed appreciation to the OTSD Team for the visit. He stated that the hospital is fully committed to modern healthcare delivery and is open to collaboration with the OTSD. He noted that the hospital looks forward to benefiting from the valuable support and resources that OTSD can offer. He also emphasized the role of community development in enhancing the hospitalโ€™s growth.

The CMD further appealed for the support of the community and well-meaning individuals to help improve infrastructure and facilities, thereby strengthening service delivery. He reaffirmed the hospitalโ€™s commitment to providing quality healthcare services to the people of Ido-Ekiti and Ekiti State at large.

Professor Joseph Olusegun Ajibola, FCIB, Dies at 69

Ado Ekiti, Nigeria โ€” The Ekiti Agric-MEAL Team has announced, with profound grief, the passing of Professor Joseph Olusegun Ajibola, FCIB, a distinguished economist, accomplished banker, legal practitioner, and development advocate. He was 69.

Professor Ajibolaโ€™s career spanned academia, banking, and public-oriented development work, marked by notable achievements and enduring contributions to national growth. He earned a First Class Bachelorโ€™s degree in Economics in 1983, graduating as an award and prize winner, and subsequently obtained a Masterโ€™s degree in 1986 and a Ph.D. in Monetary Economics from the University of Ife. He later expanded his academic pursuits into law, earning an LL.B (Second Class Upper) from the University of Lagos in 2001 and was called to the Nigerian Bar in 2003.

A seasoned professional, he was admitted as an Associate of the Chartered Institute of Bankers of Nigeria (ACIB) in 1997 and became a Fellow (FCIB) in 2006. He was also a Chartered Tax Practitioner (ACTI) and a UK-accredited mediator.

In the banking sector, Professor Ajibola built a distinguished career, rising to the position of Assistant General Manager at First Bank of Nigeria Plc. He later joined Intercontinental Bank Plc, where he served as Executive Director and Managing Director Designate of its East African Franchise until his retirement in 2009. His leadership in the industry was further underscored by his election as President and Chairman of Council of the Chartered Institute of Bankers of Nigeria (CIBN). He also chaired the Board of Bowen Microfinance Bank Limited.

Following his retirement from banking, he transitioned fully into academia, serving as Dean of the School of Postgraduate Studies at Caleb University, Lagos.

Until his death, he was a Professor of Economics at Babcock University, Ogun State.

Beyond his professional accomplishments, Professor Ajibola was an active contributor to agricultural development and rural transformation in Ekiti State. As a valued member of the Ekiti Agric-MEAL Team, he played a significant role in advancing food security initiatives and supporting rural livelihoods through strategic investments and advisory contributions.

Colleagues describe him as a man of exceptional intellect, humility, and integrity, whose passion for service left a lasting impact on institutions and communities alike.

He is survived by his family, colleagues, and a wide network of associates who mourn his passing.

The Ekiti Agric-MEAL Team extends its heartfelt condolences to his family and all those affected by this loss, praying for strength and comfort in this difficult time.

The Ekiti State Office of Transformation and Service Delivery (OTSD) has reaffirmed its commitment to promoting innovation, youth enterprise, and service excellence, following a strategic visit to BAODEB-TECHNOLOGY, a fast-growing manufacturing company located within Ado-Ekiti metropolis.

The visit was carried out upon an invitation extended by the founder of the company, Mr. Okundayo Odunayo, a native of Ikere-Ekiti, whose ingenuity and entrepreneurial drive have positioned him as one of the emerging young industrialists in the state. The factory produces USB charging cables (USB-A Micro-USB cables, USB-A Type-C cables, USB-C fast charging cables, DataTransferand charging cables), used for smartphones and other electronic devices. And with a plan for future products such as phone chargers, power adapters, power bank and other mobile accessories.

Leading the delegation was the Special Adviser/Director General of OTSD, Engr. (Dr.) John Moyo Ekundayo, who commended the initiative behind BAODEB-TECHNOLOGY and described it as a shining example of the kind of innovation and productivity the Ekiti State Government seeks to encourage among its youthful population.

Dr. Ekundayo noted that the establishment of indigenous manufacturing outfits such as BAODEB-TECHNOLOGY aligns with the broader vision of the administration of Biodun Abayomi Oyebanji to stimulate local production, create employment opportunities, and drive sustainable economic growth across the state.

He further emphasized that OTSD remains committed to identifying, supporting, and showcasing impactful initiatives that contribute meaningfully to service delivery and socio-economic development in Ekiti State.

During the visit, the OTSD team were briefed on the production processes, operational challenges, and future expansion plans. The team expressed satisfaction with the level of innovation, resilience, and commitment demonstrated by the young entrepreneur.

In his remarks, Mr. Okundayo Odunayo appreciated the visit by OTSD, noting that the recognition serves as a motivation to do more in contributing to the industrial and economic development of Ekiti State. He also called for continued support for local entrepreneurs to enable them scale their operations and compete favorably.

The Office of Transformation and Service Delivery (OTSD) has continued its statewide assessment of health institutions with a visit to Okesa Healthcare Centre, Ado-Ekiti, where health workers were encouraged to sustain and improve the quality of services rendered to the public.

The OTSD team, led by the Special Adviser to the Governor/Director-General, Engr. (Dr.) John Moyo Ekundayo, was warmly received by the Medical Officer, Dr. Kester Peters, who described the facility as the flagship Primary Health Centre in Ekiti State, serving as the operational hub for many PHC activities in the state.

According to Dr. Peters, the centre houses both the Local Government Health Authority and the clinical system, making it a strategic institution in the coordination of primary healthcare delivery. He disclosed that the facility attends to between 1,000 and 1,200 patients monthly, while over 10 babies are delivered weekly. He further noted that the centre records an average of over 100 pregnant women weekly, reflecting its importance in maternal and child healthcare services within the state.

In his remarks, Engr. (Dr.) John Moyo Ekundayo explained that the visit formed part of OTSDโ€™s ongoing efforts to observe first-hand the service delivery processes within public health institutions and identify possible constraints that may affect optimal performance. He noted that such engagements provide useful insights that would guide recommendations aimed at strengthening healthcare delivery across the state.

During the assessment tour, the OTSD team visited several critical sections of the facility including the Out-Patient Department (OPD), maternity unit, consulting rooms, postnatal ward, immunization section, family planning unit, vaccine cold room, and the records unit, among others, to evaluate the operational processes and service conditions.

Engr. (Dr.) Ekundayo commended the health workers for their dedication and encouraged them to remain committed to delivering quality healthcare services to the people.

The Office of Transformation and Service Delivery (OTSD) continued its on-site assessment of healthcare institutions across Ekiti State with a visit to the State Specialist Hospital, Ikere-Ekiti, as part of efforts to evaluate service delivery and operational capacity within the stateโ€™s health sector.

The hospital, established in 1979 as a District Hospital, received the OTSD delegation led by the Special Adviser to the Governor/Director-General, Engr. (Dr.) John Moyo Ekundayo. The team was welcomed by the Medical Director (CMD), Rev. Sister (Dr.) Catherine Akinsipe, who conducted the delegation round key units of the facility to showcase the hospitalโ€™s services and infrastructure.

Units visited during the inspection included the Outpatient Department (OPD), which attends to an average of 30 patients daily, the Pharmacy Department, the Maternity Unit, Male and Female Surgical Wards, as well as the Dental Department and the Theatre. The surgical ward, notably, was donated by Erelu Omolara Olanipekun (the wife of the legal luminary, Chief Wole Olanipekun, SAN). The facility was commissioned for use on 28 September 2015.

The SA/DG OTSD, Dr. John Moyo Ekundayo, earlier remarked that, the assessment effort is aimed at quality service delivery and an opportunity to see first-hand, the services rendered at the facility.

During the tour, the Pharmacist noted the hospitalโ€™s strong operational relationship with the Ekiti Drugs and Health Supplies Management Agency (EKDHSMA), adding that the collaboration has given the hospital an edge in ensuring the availability of quality drugs compared with many other health institutions in the state.

Highlighting the achievements of the facility, the CMD pointed to several infrastructural and service improvements, including the 35-bedded ward donated by Mrs. Grace Oluyede, wife of the Chief of Defence Staff (Gen Olufemi Oluyede), as well as the installation of an oxygen plant supported by a solar power system to enhance uninterrupted medical services.

Dr. Catherine Akinsipe also explained the hospitalโ€™s โ€œDeferred and Exempt (D&E) Careโ€ initiative, a support scheme through which vulnerable patients receive free medical treatment, funded through monthly contributions from the hospitalโ€™s pharmacy profits.

In her closing remarks, the CMD expressed appreciation to the SA/DG and the OTSD team for the assessment visit, noting that such engagements strengthen accountability and service improvement. She also appealed for continued government support through the OTSD to further enhance the hospitalโ€™s capacity to deliver quality healthcare services to patients.
