AMCOW -African Ministers Council on Water AMCOW provides political leadership, policy direction, and advocacy on water management and provision of sanitation services.

As part of our mandate, we have the responsibility to effectively and efficiently coordinate actions of key water and sanitation players, facilitate the strengthening of regional cooperation and transboundary water resources management and development, as well as build the capacity of relevant institutions and agencies.

The 7th Session of the Partners Coordination Platform is co-convened by the African Union and the AMCOW-Secretariat, in collaboration with UNECA and the African Development Bank Group, and with support from GIZ.

Partners are reviewing the draft First Implementation Plan (2026–2033) of the Africa Water Vision 2063 and Policy, endorsed by the 39th AU Assembly in February 2026. They are also considering flagship initiatives on financing, WASH governance, climate resilience, transboundary cooperation and groundwater management, amongst others...

This is happening during the AU Year of Water and Sanitation 2026, as Africa prepares for the 2026 UN Water Conference and the 2027 World Water Forum. The continent must agree on a Common Position on water and sanitation.

The message from Abidjan is clear: coordination, investment and accountability are critical to turning commitments into tangible results!

Data is central to Africa’s water security.

At the Africa Regional Training on Accessing Climate and Environment Finance for Water Security and Sanitation in Addis Ababa, Ethiopia, AMCOW’s Policy Officer for Monitoring, Evaluation, Reporting and Learning, Emmanuel Uquru, presented on the Africa Water Sector and Sanitation Monitoring and Reporting System (WASSMO) and its impact.

WASSMO is a continent-wide platform that provides harmonised data for monitoring Africa’s water and sanitation sector, strengthening evidence-based planning, policy implementation and accountability.

As Africa seeks to mobilise and effectively deploy climate and environmental finance, credible data is critical to identifying gaps, informing investments and tracking progress.

Through WASSMO, AMCOW is strengthening Africa’s capacity to measure progress, inform policy and advance collective action for water security and sanitation.

From Data to Investment: AMCOW Strengthens WASH Monitoring

At the Africa Regional Training on Water Investment and Climate Finance for Water Security and Sanitation in Addis Ababa, Emmanuel, AMCOW’s M&E Officer, highlighted the importance of credible data in driving better decisions and unlocking financing for Africa’s water and sanitation sector.

He highlighted WASSMO, the Water and Sanitation Sector Monitoring and Evaluation System, which helps track progress across the continent, and the AIP-PIDA Water Investment Scorecard, which supports stronger investment planning and accountability.

The message is clear: what we cannot measure, we cannot credibly finance.

The training runs from 31 August–4 September 2026 and brings together Member States and partners to strengthen access to climate finance and advance implementation of the Africa Water Vision 2063 and Policy.

AMCOW and U.S. Department of State Explore Collaboration on Water Security

At the 2026 Stockholm World Water Week, the AMCOW Secretariat held discussions with Charles Pritchard, Senior Advisor for Partnerships and Programs at the U.S. Department of State, on opportunities to strengthen collaboration in advancing Africa’s water agenda.

AMCOW’s Acting Executive Secretary, Nelson Gomonda, expressed appreciation to the United States Government for its support to the process leading to the development of the Africa Water Vision 2063 and Policy.

He highlighted that the new Vision and Policy, adopted by the AMCOW Governing Council and endorsed by African Union Heads of State and Government, places stronger emphasis on the link between water security, economic development and transformation.

Charles Pritchard expressed interest in exploring opportunities for collaboration, particularly as Africa moves towards developing the First Implementation Plan for the Africa Water Vision 2063.

Both parties agreed to convene introductory calls in the coming weeks.

*AMCOW and SIWI Commit to Strengthening their Longstanding Partnership*

On the margins of Stockholm Water Week, the African Ministers' Council on Water (AMCOW) met with the leadership of the Stockholm International Water Institute (SIWI) to congratulate SIWI for continued commitment towards shaping the water agenda.

AMCOW commended SIWI for successfully hosting the 2026 World Water Week under the theme: "Water for People and Progress."

The meeting provided an opportunity for both institutions to reflect on their evolution over recent years and to explore ways of renewing and deepening their longstanding partnership.

AMCOW encouraged SIWI to consider reintroducing regional tracks with political sessions to allow the conference to cast a spotlight on regional issues and priorities. The meeting the value of Regional Focus days, such as Africa Focus Day which helped deepen discussions on matters of interest at continental levels. The regional tracks brought together political leaders, decision makers and the community of water institutions driving sector development across the continent.

As part of this renewed commitment, both parties agreed to strengthen collaboration in several key areas, including:

1. Capacity development for conference organization
2. Active engagement of African youth in the Stockholm Junior Water Prize competition
3. Mutual participation in World Water Week and the Africa Water as well as the Africa Sanitation and Hygiene Conference

To track progress on these commitments, the two institutions plan to work closely over the next few months. AMCOW and SIWI further committed to building on these areas of collaboration, with the possibility of launching their renewed partnership at the 2026 UN Water Conference in Abu Dhabi.

This renewed commitment reflects a shared determination to advance water security, sanitation, and sustainable development across Africa and beyond.

AMCOW and Germany’s BMZ Explore Collaboration to Advance the Africa Water Vision 2063

At the sidelines of the 2026 Stockholm World Water Week, the AMCOW Secretariat held discussions with Dr.Andreas Schaumayer, Head of Department 104 for Food Security and Water at Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

During the meeting, AMCOW’s Acting Executive Secretary, Nelson Gomonda, expressed appreciation to the German Government for its support to the development of the Africa Water Vision 2063 and Policy through the Blue Africa Initiative. He also provided an overview of AMCOW’s mandate, operational structure and its relationship with the African Union Commission.

Mr Gomonda highlighted the endorsement of the Africa Water Vision 2063 and Policy by African Union Heads of State and Government as an important milestone towards achieving a water-secure Africa with safely managed sanitation for all. He noted that AMCOW, working with Member States and partners, is now developing the First Implementation Plan for 2026–2033 to translate the Vision and Policy into concrete actions and results.

In his remarks, Dr. Schaumayer shared that water is a key priority in BMZ’s reform agenda. Concerning the First Implementation Plan of the Africa Water Vision 2063 and Policy, he emphasised the importance of clearly defining the priorities and concrete deliverables , and ensuring that Africa’s priorities remain at the centre rather than being shaped by individual donor interests. He also stressed the need to view German cooperation holistically, recognising the complementarity of the various areas of support rather than treating them as separate initiatives.

Both parties agreed to maintain close communication to identify concrete areas for collaboration and explore opportunities for further engagement, including possible discussions between their respective political leadership.

Speaking at World Water Week in Stockholm, Sweden, the Acting Executive Secretary of the African Ministers’ Council on Water (AMCOW), Nelson Gamonda, highlighted the critical role of reliable groundwater data in strengthening Africa’s water security and climate resilience.

Groundwater supports millions of people across Africa, yet it remains one of the continent’s most overlooked and least understood water resources. Limited data continues to constrain effective planning, investment and sustainable management.

Gamonda referenced AMCOW’s Strategic Programme on Groundwater for Water Security and Resilience in Africa, adopted by African political leaders, which seeks to strengthen groundwater governance, institutional capacity, investment and evidence-based decision-making.

“Groundwater data is key to unlocking the potential of groundwater to contribute significantly to water security, build resilience to climate change and drive sustainable development across Africa.”

AMCOW remains committed to strengthening the knowledge, policies, institutions and partnerships needed to unlock Africa’s groundwater potential and advance the continent’s water security.
