Across all 260 electoral wards, large-scale projects continue to reshape both urban and rural landscapes, restoring public confidence and attracting national attention. Inspired by forward-thinking economic principles, the administration has deliberately shifted from incremental development to bold, systemic reform — prioritising innovation, efficiency, and long-term growth.
*HOUSING DEVELOPMENT: DRIVING INCLUSIVE GROWTH*
At the heart of Enugu State’s transformation is a determined effort to make decent, affordable housing a reality for all citizens — not a privilege reserved for the few.
The Enugu State Housing Development Corporation (ESHDC) has emerged as one of the most active and accountable agencies in Governor Mbah’s administration, delivering tangible results that are felt in the lives of ordinary Enugu residents.
Within three years, the Corporation has completed, acquired, and actively developed a significant portfolio of estates across the state — a record that speaks for itself.
*Completed Developments*
Coal City View Estate* — A landmark 160-unit semi-detached affordable housing scheme, delivered in partnership with Family Homes Funds Limited, Federal Mortgage Bank, and AG Mortgage Bank. Specifically targeted at low- and middle-income earners, this development represents one of the most successful public-private housing collaborations in the South-East region.
Rock City Estate* — 100% completed, demonstrating the Corporation’s capacity to take projects from inception through to successful handover.
*Strategic Estate Acquisitions and Developments*
Blossom Garden Estate, Trans-Ekulu Annex* — featuring a 3.6km dual carriageway access road, setting a new infrastructure benchmark for residential development in the state.
Coal City Eastern Extension Alliance Estate* — now over 70% complete, with ongoing works on drainage, culverts, earthworks, and power infrastructure. This estate also marks a significant governance milestone: the Governor resolved a decade-long land dispute by handing over 347 plots to the Academic Staff Union of Universities (ASUU), University of Nigeria Enugu Campus Chapter. At coal city eastern alliance independence Layout Phase II, 4.6km of new infrastructure and dual carriageway access roads, expanding one of Enugu’s most established residential corridors.
River View Estate, Amechi* — a strategically located riverside development adding premium residential options to the state’s growing housing portfolio.
Gateway Estate, Owo* — contributing to the state’s vision of decentralised, inclusive urban growth beyond the capital.
*MASS HOUSING FOR THE FUTURE: BUILDING AT NATIONAL SCALE*
In line with Governor Mbah’s inclusive development agenda, two landmark mass housing projects are currently underway — the most ambitious in Enugu State’s history.
These initiatives are specifically designed to bridge the state’s housing deficit, stimulate construction-sector employment, and improve living standards across all communities.

Together, these two developments represent a combined pipeline of 18,500 homes — an investment that will generate thousands of jobs in construction, logistics, and services, while creating vibrant new communities for Enugu’s rapidly growing population.
This scale of delivery is without precedent in the state’s housing history.
*ACCOUNTABILITY AND TRANSPARENCY: A NEW STANDARD*
Perhaps more remarkable than the physical infrastructure is what the ESHDC has demonstrated in its institutional conduct. The Corporation has set a new benchmark for transparent governance in Enugu State by successfully reallocating plots to verified beneficiaries, resolving long-standing disputes that previous administrations were unable to address.
Beyond bricks and mortar, one of the most consequential yet least visible revolutions unfolding within the Enugu State Housing Development Corporation is the wholesale digital transformation of its internal operations. In an era where institutional credibility is increasingly judged not just by what is built, but by how transparently and efficiently it is managed, the Corporation has embarked on an unprecedented reform journey — one that is fundamentally reengineering how it works, from the inside out.
Every key process within the Corporation is being digitised end-to-end: from estate allocation and plot documentation, to revenue collection, remittance tracking, beneficiary verification, and financial reporting. Where paper files and manual approvals once created bottlenecks, opacity, and opportunity for irregularity, structured digital workflows are now being instituted — with clear audit trails, real-time oversight, and accountability built into the system by design rather than by afterthought.
This is not a cosmetic upgrade. It is a deliberate, governance-driven transformation one that positions the ESHDC as the first housing corporation in South-East Nigeria to operate a fully digitised process architecture. The initiative directly supports Governor Mbah's broader commitment to zero-tolerance for leakages, strengthened Internally Generated Revenue (IGR), and a public sector that citizens and investors alike can trust. When the digital infrastructure is complete, every transaction, every allocation, and every naira that flows through the Corporation will be visible, verifiable, and accountable to management, to the Board, and ultimately to the people of Enugu State.

Governor Mbah’s administration has set an ambitious long-term target: to grow Enugu State’s GDP from $4.4 billion to $30 billion — a sevenfold increase driven by strategic investments in infrastructure, land development, and private sector partnerships.
With investment-friendly policies and an improving ease-of-doing-business environment, Enugu is fast becoming one of Nigeria’s most attractive destinations for both local and international capital.
