Enugu State Council for Arts and Culture is a government parastatal with a degree of autonomy, as established by Law, to implement all the government policies on Arts and Culture of Enugu State. The Council is mandated under the said Edict to discharge among others, the following duties:
(a) To foster, encourage and promote appreciation, revival and development of Arts and Culture in the State;
(b) To plan, arrange, organize and exhibit artistic and cultural activities in the State;
(c) To execute the cultural policy of the State Government as directed by the Ministry responsible for Arts and Culture in the State;
(d) To co-ordinate the activities of any committee established by Local Government in the State for the promotion of Arts and Culture, and encourage the organization, management and development of artistic and cultural activities in all local government areas in the State. THE BOARD:
In line with the provisions of the law, the present Board of the Council was appointed and inaugurated on the 13th of January, 2009 by the Governor of Enugu State, His Excellency, Barrister Sullivan Iheanacho Chime, whose intention was to see that every part of the government;( MDAs) the Ministries, Departments, Parastatals, Commissions and Agencies are back to their past glory, equipped and empowered for a holistic development of Enugu State. On that premise, the best hands in the related field of arts and culture were appointed to man the affairs of the Council. These members consist of Sculptor Obiora Anidi as the Chairman, Barr Chijioke Okibe, HRH Igwe Martin Ogwudile, Sculptor Okay Ikenegbu, Engr Greg Nnaji as members and Sculptor Izueke Eddy Okolo as the Secretary and The Chief Executive Officer, with two Ex-Officio members from the Ministries of Culture and Tourism, and Education. The Council is departmentalized for effective management and easy of discharge of her daily operations. (1) Office of the Secretary/Chief Executive Officer (Festivals and Exhibitions). (2) Administration and Personnel Management/Finance and Accounts,
(3) Research and Documentation,
(4) Creative Arts (Performing Arts/Arts and Craft,
(5) Planning, Monitoring and Statistics. The Council designed a budget, implementable projects and programmes of action, which is expected to be fully implemented on annual run by the Management and Staff. PROJECTS:
• Construction of Mini-Arts/craft Shop and collection of Artifacts
• Establishment of State Orchestra Band and Theatre group.
• Establishment of Video/photo studio for cultural research, documentation and events’ packaging in CDs, VCDs, DVDs and Tapes for records purposes and sales.
• Production of “Okanga Magazine” a yearly cultural magazine. THE PROGRAMMES:

• Arts/Cultural Exhibitions by the Disabled
• Arts Exhibitions for school children
• State Festival of Arts and Culture(ESFAC)
• Children Cultural Carnival/Igbo Language Competition, in collaboration with Ministry of Education, PPSMB and SUBEB.
• Iriji (Yam Festival/Agricultural Show and Traditional WrestlingCompetition)
• Mmanwu Festival/Mini-Carnival (Spirit Manifest and Theater)
• Youth music Festival/variety Shows (talent hunt).
• International Song Festival
• Cuisine show(Usekwu) “African kitchen” (exhibition of our indigenous food or food fair)
• Fashion fair and African dress mode/Cultural beauty pageant
• Dance Drama/tales from the moonlight (folklores).
