ESIRS Chairman Explains New Tax Reforms at ICAN Eastern Zonal Conference held in UNN
The Executive Chairman of the Enugu State Internal Revenue Service (ESIRS), Emmanuel Ekene Nnamani, has called on accountants, business owners, and professionals to understand the Nigeria’s new tax laws, describing the reforms as simpler, clearer, and more beneficial to citizens.
Nnamani spoke during the second day of the 26th Eastern Zonal Accountants Conference 2026 which was a 3-day event held in Nsukka, where he presented a paper on *Fiscal Policies and Tax Reforms: Implications for Businesses and Investors*
Addressing participants, the ESIRS chairman said one of the biggest achievements of the new law is that it has brought many separate tax laws into one single document known as the Nigerian Tax Act.
“In the past, company income tax, personal income tax, VAT, capital gains tax and many others were all separate laws. Today, they have been brought together into one document,” he said.
He explained that the reform would make tax practice easier for professionals and easier for ordinary Nigerians to understand.
“There is no complication in the new tax law. It is written in simple English. What you need is the ability to read and understand,” Nnamani stated.
He also spoke on the Nigerian Tax Administration Act, describing it as the law that clearly states who collects taxes, where they are collected, and how the system should operate.
According to him, the reform has also strengthened coordination among revenue agencies and reduced confusion over responsibilities between federal and state tax authorities.
On taxpayer identification, Nnamani revealed that every Nigerian now has access to a Tax ID through existing identity systems.
“If you have your National Identity Number, you already have a Tax ID. If you are a company and have a CAC registration number, you already have a Tax ID,” he said.
He further explained that the former Federal Inland Revenue Service is now known as the Nigeria Revenue Service (NRS) to reflect that revenue belongs to all tiers of government and the Nigerian people.
“The revenue collected by NRS is for the federation and will be shared among federal, state, and local governments to serve the people,” he added.
The Chairman also assured taxpayers that the new law protects citizens from unfair treatment, noting that anyone who disagrees with a tax assessment can seek justice through the Tax Ombud and Tax Appeal Tribunal.
“The new tax reform is meant to simplify our tax system, make it efficient, and ensure fairness for taxpayers,” he said.
One of the participants at the conference praised the presentation, describing it as eye-opening and practical. "We now understand the new tax law better. Many of the fears people had came from lack of information,” the participant said.
The conference brought together accountants, financial experts, business leaders, and policymakers to discuss how fiscal reforms can support businesses and investors in Nigeria.

New Tax Reform: AfriHeritage Conference Highlights Benefits, Responsibilities of Taxpayers
The African Heritage Institution (AfriHeritage) recently brought together key stakeholders for a conference aimed at helping Nigerians better understand the country’s new tax law. The event, themed “Stakeholders’ Sensitization on the New Tax Law in Nigeria,” featured experts, government officials, and business leaders who spoke on what the reforms mean for individuals and businesses.
In his opening remarks, the Executive Chairman of the Enugu State Internal Revenue Service, Emmanuel Ekene Nnamani, urged Nigerians to avoid relying on rumours and instead seek proper information. “There is a lot of misinformation out there. Platforms like this are important so people can understand the law correctly and benefit from it,” he said, while also appreciating taxpayers for their role in supporting development.
Delivering the keynote address, global tax expert Dr. Mark Abani explained that the new tax system is designed to support small businesses while also improving compliance. One of the major highlights is that businesses with annual turnover below ₦100 million will not pay Company Income Tax. He described this as “a major relief that can help small businesses grow and stabilize.”
However, he made it clear that tax exemption does not mean total freedom from responsibility. “Even if you are not paying tax, you must still file your returns. Compliance is key to enjoying these benefits,” he added.
Other speakers also shared practical insights. Business and policy analyst Ijeoma Ezeasor explained that many small businesses fall into micro and nano categories and should take advantage of the reliefs available. “The size of your business is based on your turnover, not the number of staff. Proper documentation will also help businesses access grants and support,” she noted.
Speaking on reforms in Enugu State, Nnamani highlighted efforts to simplify tax payments, especially in the informal sector. According to him, multiple levies in markets have now been merged into a single annual payment. “We have reduced the burden on traders and removed unnecessary harassment. Once you pay, you are covered,” he said.
He also pointed to the introduction of the e-ticketing system, which has improved transparency and boosted revenue. In the transport sector, for example, operators now make a single daily payment that covers all charges.
On enforcement, Chairman of the Chartered Institute of Taxation of Nigeria (CITN) in the region, Chidi Ezema, warned that failure to comply with tax rules could attract penalties. “The law is stricter now. It is better to comply than to face sanctions,” he said, while encouraging taxpayers to use legal channels to resolve disputes when necessary.
Professor Uzochukwu Amakon also addressed concerns about digital tax systems, noting that most Nigerians can adapt. “With the level of smartphone usage today, electronic tax systems are achievable. People just need the right guidance,” he explained.
Participants at the event described the session as enlightening. One attendee, Stephen Odoh, raised questions about how small businesses are defined, showing the need for continued public education.
In response, Dr. Abani clarified that businesses earning below ₦100 million annually qualify as small businesses, regardless of staff strength. He also emphasized the importance of proper registration and record-keeping.
In closing, Nnamani reiterated that the new tax law is designed to be fair and beneficial to citizens. “This reform is for the people. But to enjoy it, we must all do our part by being honest, keeping records, and complying with the law,” he said.
The conference ended with a strong call for more awareness and continuous engagement to help Nigerians fully understand and benefit from the evolving tax system.

ESIRS Executive Chairman delivered a Public Lecture at Godfrey Okoye University, Enugu
The Executive Chairman of the Enugu State Internal Revenue Service, Emmanuel Ekene Nnamani, on Tuesday, April 14, delivered a public lecture at Godfrey Okoye University, Enugu on the topic *"Relevance of Tax Instruments in a Developing Economy: Using Enugu State as a Study"* to students, staff, and stakeholders of the University.
The engagement, held at the Goodluck Jonathan Arena, focused on educating the academic community on the benefits of the Nigeria tax reforms and how they affect individuals and organisations.
Speaking during the session, the Executive Chairman described the new tax reforms as “pro-citizen,” explaining that they are designed to support Nigerians and reduce financial pressure on many households. He highlighted that many university staff may not be required to pay taxes depending on their income level.
“Many university staff are exempt from tax if their income does not meet the required threshold,” he said, noting that the reform is aimed at easing the burden on workers and encouraging fairness in the tax ecosystem.
The ESIRS Executive Chairman also explained that the new law encourages investments in key sectors such as agriculture and animal husbandry, with incentives like tax holidays for up to five years to support business growth.
On business operations, he stressed the importance of proper structure and transparency, warning that companies that are not well organised may not enjoy the full benefits of the tax system. “Without proper structure and corporate governance, businesses may face challenges in compliance,” he said.
He further clarified new rules around donations, stating that while charitable giving is still allowed, it must now follow proper procedures. “Donations are no longer recognised when made in personal names. They must be done under an organisation such as an NGO, foundation, church, or school as donations and receipted with proper documentation,” he explained.
Nnamani also noted that donations must not exceed 10% of a company’s profit and must be backed by official receipts from recognised organisations.
In his remarks, the Vice Chancellor of the university, Rev. Fr. Christian Anieke, appreciated the ESIRS Executive Chairman for the public lecture describing it as timely and impactful. He also presented a certificate of recognition to Nnamani in appreciation of his efforts in educating the university community using the public lecture.
The Vice Chancellor praised the administration of Governor Peter Mbah, highlighting key developments across the state. According to him, “For the first time in Nigeria’s history, a governor is building over 260 smart schools at the same time. This is a huge achievement that even the Federal Government has not achieved.”
He further commended the governor for investments in healthcare and aviation. “We have seen the construction of modern hospitals across the state and the introduction of Enugu Air. These are bold steps that show visionary leadership,” he said.
Speaking further, he recalled that before the election, the governor visited the university to present his manifesto. “It was surprising and commendable to see a sitting governor come into an academic environment to read out his manifesto and make promises to the people. He has also promised to return by October this year to give account of his stewardship and defend what he has achieved,” the Vice Chancellor added.
Participants at the event described the session as enlightening, noting that it helped them better understand their rights, responsibilities, and the benefits available under the new tax reforms.

Enugu through ESIRS & NECA Hosts Key Business Leaders on New Tax Reform Opportunities
The Enugu State Internal Revenue Service in collaboration with the Nigeria Employers’ Consultative Association on Thursday 9th April 2026, held a strategic stakeholders’ engagement in Enugu to educate businesses and investors on Nigeria’s new tax reforms.
The event, which took place at the Amadeo Event Center, brought together government officials, business leaders, and members of the organized private sector to discuss how the new tax policies affect businesses and how they can take advantage of the opportunities within the system.
In his keynote address, the Executive Chairman of ESIRS, Emmanuel Ekene Nnamani, urged businesses to adopt proper structures and maintain transparency in their operations. “A well-structured business is a sustainable business,” he said, adding that keeping proper records and working with professionals are key to long-term success.
He also warned against poor financial management, noting that “when businesses cut corners, especially in managing their finances, they expose themselves to losses, penalties, and eventual collapse.” Nnamani further explained that the new tax reforms are designed to support business growth, including provisions like tax exemptions for small businesses and allowable deductions.
Representing Governor Peter Mbah, the Secretary to the State Government, Prof. Chidiebere Onyia, stressed the need for compliance, warning that the government will not tolerate tax evasion. According to him, the reforms are aimed at creating a fair and transparent system that supports both the government and businesses.
In the same vein, the President of the Enugu Chamber of Commerce, Industry, Mines and Agriculture, Engr. Nnanyelugo Onyemelukwe, described the engagement as timely, noting that clarity in tax policies would boost investor confidence. “Predictability and transparency in taxation are essential for business planning. This initiative will go a long way in strengthening trust between government and the private sector,” he said.
Also speaking, the Chairman of the Manufacturers Association of Nigeria for Anambra, Enugu and Ebonyi states, Ada Chukwudozie, called for continuous monitoring of the system to prevent abuse by both officials and non-state actors.
Also speaking at the event, NECA President, Ifeanyi Okoye, represented by Rev. Dr. Ugo Chime, said the engagement was necessary to help businesses better understand the changes and position themselves for growth under the new tax regime.
Participants at the forum described the session as timely and informative, noting that it provided clarity on tax obligations and created an opportunity for open dialogue between the government and the private sector.

*Enugu Govt Announces End to Roadside Market Tolls, Issues New Revenue Directive*
The Enugu State Government has announced the immediate suspension of daily market tolls collected from roadside traders, as part of efforts to protect vulnerable citizens and improve the state’s revenue system.
Speaking at the stakeholders’ meeting held at the Old Government Lodge, the Secretary to the State Government, Prof. Chidiebere Onyia, who represented Governor Peter Mbah, said the decision followed concerns raised by community leaders and labour groups. He explained that the tolls, usually collected from traders without shops, fall under the informal sector and affect vulnerable groups.
“The government has carefully considered the complaints from the public, and in line with the new tax reforms aimed at supporting the poor, these market tolls are hereby suspended with immediate effect,” he said. “This means affected traders are not to pay these levies to either the government or any community group.”
He added that Local Government Chairmen, traditional rulers, and community leaders have been directed to ensure full enforcement, noting that a special task force led by his office will oversee compliance.
Also speaking at the event, the Chairman of the Enugu State Internal Revenue Service, Emmanuel Ekene Nnamani, appreciated the presence of stakeholders and commended their continued support in improving revenue generation in the state.
He highlighted the success of the E-ticketing system introduced by the administration, describing it as a strong partnership between the state government, local governments, traditional institutions, market associations, and the revenue service.
“This partnership has been working well over the years, and we thank all stakeholders for their commitment to revenue growth in Enugu State,” he said.
The chairman also used the opportunity to educate the public on the importance of tax filing, stressing that it is mandatory for all citizens, even though it does not require payment. According to him, “Tax filing simply means declaring your income to the government. It is not a punishment but part of our responsibility as citizens.”
He further revealed that although the official deadline for tax filing is March 31st of every year, the state has extended the period to allow residents file their taxes without penalty, as part of efforts to encourage compliance and public understanding.
One of the representatives of the market traders who spoke at the meeting expressed appreciation to the state government, saying, “Thank you, Your Excellency, for this decision. The good works you are doing for Ndi Enugu will not be forgotten.”
The meeting brought together Local Government Chairmen, traditional rulers, Presidents-General, market leaders, and other stakeholders to discuss ways to harmonise revenue collection and address public concerns.
The engagement is part of ongoing efforts by the Enugu State Government to create a transparent fair, and people-friendly revenue system, while ensuring that policies reflect the needs of the people.

*Enugu Government Moves to Address Market Revenue System, Calls Stakeholders to Meeting*
The Enugu State Government has announced a stakeholders’ meeting aimed at improving and harmonising revenue collection across markets in the state, as part of efforts to ensure transparency and better coordination.
According to a public service announcement signed by the Secretary to the State Government, Prof. Chidiebere Onyia, the meeting will bring together key stakeholders including Local Government Chairmen, Traditional Rulers, Presidents-General, the leadership of ESMATA, and the Enugu State Internal Revenue Service.
The meeting is scheduled to hold on Tuesday, April 7, 2026, at the Old Government Lodge by 11:30 a.m.
The government explained that the engagement is necessary to address concerns raised by traders and the general public, while also creating a clearer and more unified system for market revenue collection across the state.
“This meeting is to ensure proper understanding and alignment among all stakeholders involved in market revenue collection,” the statement by the SSG noted, adding that it will also help eliminate confusion and improve accountability in the system.
Residents and market leaders are expected to benefit from the outcome of the discussions, as the government continues its efforts to make the process more transparent and people-friendly.
