African Women In Leadership Award
Dame Marcella Liburd, GCMG, JP, is a trailblazing stateswoman whose career has redefined women's leadership in the Caribbean. A barrister and solicitor admitted to the Eastern Caribbean Supreme Court in 1994, she transitioned from law into national politics, where her legislative and executive influence would leave an enduring imprint on Saint Kitts and Nevis.
As Speaker of the National Assembly of Saint Kitts and Nevis from 2004 to 2008, she presided over parliamentary affairs with distinction before being elected as a Member of Parliament for Constituency No. 2. Her legislative legacy includes drafting and advancing transformative laws such as the Domestic Violence Act and the Equal Pay Act. These were groundbreaking measures that strengthened social protection, gender equity, and justice within the Federation.
Serving as Minister of Health, Social Services, Community Development, Culture and Gender Affairs, and at times Acting Prime Minister, Dame Marcella championed inclusive governance, community empowerment, and public-sector reform. In 2013, she shattered another glass ceiling by becoming the first woman elected Chair of the St. Kitts and Nevis Labour Party in its 81-year history. Her historic ascent continued when she was sworn in on February 1, 2023, as the first female Governor-General of the Federation, the highest constitutional office in the land.
Through pioneering legislative reform, barrier-breaking political leadership, and steadfast advocacy for gender equity and national development, Dame Marcella Liburd was nominated for AFRIHeritage's African Women In Leadership Award.

The Saint Kitts and Nevis Electronic Border Management System is an online platform for the application and issuance of Electronic Travel Authorisations (ETA) and submission of Immigration and Customs ED Forms.

All visitors to St Kitts and Nevis need an Electronic Travel Authorisation (eTA). An eTA is a digital permission to travel – it is not a visa or a tax and does not permit entry into St Kitts and Nevis – it authorises a person to travel to St Kitts and Nevis.

Citizens of St Kitts and Nevis or other OECS countries, as well as residents of St Kitts and Nevis do not need an eTA, but must submit the Immigration and Customs ED Form.

The introduction of ETAs is in line with the approach many other countries have taken to border security, including the UK, US and Canada, and helps prevent the arrival of those who present a threat to St Kitts and Nevis.

Dual Citizens

Dual citizens with OECS citizenship do not need an eTA, but must submit the Immigration and Customs ED Form. We recommend that all OECS citizens travel on a valid OECS passport to avoid unnecessary delays at the border.

Nationals of Saint Kitts and Nevis Require ETA to Travel to the United Kingdom

Nationals of Saint Kitts and Nevis are reminded that, effective 8 January 2025, they are required to obtain an Electronic Travel Authorisation (ETA) prior to travelling to the United Kingdom.

The ETA is a pre-travel requirement for eligible travellers and must be obtained before entering the UK. Applications can be made online via https://apply-for-an-eta.homeoffice.gov.uk/apply/electronic-travel-authorisation/how-to-apply or through the UK ETA mobile app, available on Google Play and the Apple Store.

The cost to apply for an ETA is currently £10, but travellers are advised to take note that this fee will increase to £16 effective 9 April 2025. Travellers are advised to apply in advance of their travel dates, as processing typically takes three (3) working days, though it may be quicker or longer in some cases.

Once approved, the ETA is valid for two (2) years or until the expiry of the passport used in the application—whichever comes first. Please note that the ETA is electronically linked to your passport. If you obtain a new passport, you must apply for a new ETA.

Before you apply, ensure you have:

A valid passport (original, not a copy)
Access to your email
A credit/debit card, Apple Pay, or Google Pay to process payment
A clear digital photo of your passport’s biometric page and a recent photo of your face
An ETA is required if you are:

Travelling to the UK for up to 6 months for tourism, visiting family or friends, business, or short-term study
Travelling to the UK for up to 3 months under the Creative Worker visa concession
Travelling for a permitted paid engagement
Transiting through the UK, including if not passing through border control
