LEGISLATIVE UPDATE
The Kaduna State House of Assembly, at its plenary sitting, conducted the screening and confirmation of nominees for appointment into the Kaduna State Executive Council. Following thorough deliberation and consideration, the House confirmed the appointments of Professor Abubakar Sani Sambo as Commissioner for the Ministry of Education, and Barrister Gloria Ibrahim as Commissioner for the Ministry of Youth Development.
In further legislative business, the following bills were introduced and read for the first time:
• A Bill for a Law to Establish the Kaduna State Information Technology and Digital Economy Agency and for Related Matters, 2025
• A Bill for a Law to Amend the Kaduna State Administration of Criminal Justice Law, 2017
The House also considered the report presented by the Chairman, Committee on Judiciary, on A Bill for a Law to Amend the Customary Court Law No. 9 of 2001. Upon deliberation, the House adopted the recommendations contained in the report, and the bill was accordingly passed into law.
Similarly, the Chairman of the Joint Committee on Education, Agriculture, and Judiciary laid before the House the report on A Bill for a Law to Establish the College of Agricultural Technology, Samaru Kataf, 2024. The report was considered, its recommendations unanimously adopted, and the bill was passed into law.

RESPONSE TO ISSUES RAISED BY THE FORMER GOVERNOR OF KADUNA STATE, MALLAM NASIRU EL-RUFAI, DURING AN INTERVIEW ON FREEDOM FM ON MONDAY, 17TH MARCH 2025
The attention of the Kaduna State House of Assembly has been drawn to a live interview granted by Mallam Nasir El-Rufai, the former Governor of Kaduna State, on Freedom Radio Kaduna, wherein he made certain unfounded allegations against the Honourable House. In light of these statements, the Assembly finds it necessary to respond to some of the key issues he raised.
1. Allegation that Members of the Kaduna State House of Assembly are stark illiterates
In response to this claim, we wish to remind the former Governor that all Honourable Members of the Assembly met the constitutional requirements to contest and win their respective elections, as enshrined in Section 106 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).
Furthermore, a significant number of members of the 10th Assembly, who conducted the investigation criticized by the former Governor, also served in the Kaduna State House of Assembly during his eight-year tenure. It is, therefore, contradictory for him to now question their competence, especially considering that he previously worked with them and claimed to have recorded tremendous achievements in the state during that period.
2. Allegation that the Assembly lacks the capacity to probe his administration
It is unfortunate that the former Governor appears unaware of the constitutional provisions, particularly Sections 128 and 129 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which empower the Assembly to conduct investigations into any matter or issue over which it has legislative authority. The Assembly acted within its constitutional mandate in carrying out its investigation, and any suggestion to the contrary is misleading.
3. Allegation that the report of the Ad-hoc Committee was written by someone who was paid to do so
The Honourable Members of the Assembly possess the necessary legal, educational, and moral qualifications for election, based on which they were duly elected to serve in the legislature. They have dutifully discharged their constitutional responsibilities, including conducting the investigation in question.
The findings of the Committee against the former Governor and his administration are in the public domain. All attempts by him to discredit the report in court have failed. Until the Committee’s report is successfully challenged and overturned by a competent court of law, the former Governor remains indicted.
4. Defamation of Honourable Members
Regarding the defamatory remarks made by the former Governor, in which he described Honourable Members of the Assembly as “stark illiterates,” the Assembly will take appropriate legal action to protect the integrity and reputation of its members as well as the institution itself. This step is necessary to uphold the dignity of the legislature and safeguard the principles of democracy for the sake of posterity.
5. Removal of the Former Executive Chairman of KADIRS
It is important to clarify that the Rt. Honourable Speaker of the Kaduna State House of Assembly has no power to hire or dismiss any appointed officer in the state. The removal of the former Executive Chairman of KADIRS was carried out in accordance with due process, and any suggestion that the Speaker played a role in this decision is entirely false.
Conclusion
The former Governor is making every effort to divert attention from the House’s probe and is determined to drag the Honourable Speaker into unsubstantiated fabrications by spreading lies, fake news, and propaganda. However, this is nothing new, as Malam Nasir El-Rufai is widely known for peddling misinformation.
Despite these attempts, the Honourable Speaker remains undistracted by baseless allegations and propaganda. His focus remains on formulating policies that will support His Excellency, Senator Uba Sani, in delivering the dividends of democracy to the good people of Kaduna State.
The Kaduna State House of Assembly remains committed to its constitutional responsibilities and will not be swayed by distractions. We reaffirm our unwavering support for His Excellency, the Executive Governor of Kaduna State, Senator Uba Sani, and the Rt. Honourable Speaker of the Kaduna State House of Assembly, Rt. Hon. Yusuf Dahiru Liman. Regardless of party differences, we stand united in our resolve to work together for the benefit of the good people of Kaduna State and to ensure the effective delivery of democratic dividends.

Speaker Yusuf Liman Extends Ramadan Greetings to Fellow Muslim Ummah
The Speaker of the Kaduna State House of Assembly, Rt. Hon. Yusuf Dahiru Liman extends his heartfelt congratulations to the entire Muslim Ummah on the blessing of witnessing another blessed month of Ramadan.
In his message, the Speaker described this sacred month as a precious opportunity for believers to purify their souls, seek repentance and embrace Allah’s boundless mercy and blessings.
“As we embark on this spiritual journey, may Almighty Allah grant us strength, ease our efforts and accept our fasting as a sincere act of Ibadah,” he said.
Speaker Liman urged Muslims to use this period for deep reflection, devotion and acts of kindness that foster unity and peace. He prayed that the blessings of Ramadan bring prosperity and guidance to all.

Speaker Liman commended the Governor for his commitment to leadership excellence and his remarkable achievements in transforming Kaduna State. He noted that Governor Uba Sani’s relentless efforts in restoring peace, driving rural transformation, enhancing security and advancing infrastructure have set a benchmark for progressive governance, making him a model for leaders within and beyond the state.
