The commissioner of information culture and home affairs Dr Bala Salisu Zango has led the chief executive officers of parastatals under the ministry to defend their 2026 budget proposals before the katsina State House of Assembly committee on appropriation.

Dr Bala Salisu Zango was accompanied by the permanent secretary of the ministry Alh Yusuf Ahmed directors and other staff of the ministry.

The commissioner defended the budget estimates of the ministry for 2026 fiscal Year Similarly the chief executive officers of parastatals under the ministry to include kttv, state radio, history and culture bureau and liberary board.

*RE: Katsina State Govt. Spent N2.4B, NOT N24B on Foreign Scholarships for Medical Students*

The attention of Katsina state government has been drawn to false accusations by The Guardian Newspaper alleging that, the State spent N24 Billion Naira on Scholarships for Medical students sponsored to study MBBS Medicine in Egypt.

While it is true that, Katsina State Government under the leadership of His Excellency Governor Malam Dikko Umaru Radda, PhD, CON sponsored 41 youths of Katsina state Indigene to study MBBS Medicine Egypt. However, the fact remains that, the state Government spent N2.4 Billion Naira only, as against the figure originally quoted by the Guardian Newspapers.

It is important to note that, the 2.4 billion Naira spent on foreign scholarships included Tuitions Fees, Air Tickets, Accommodation, Books and upkeep Allowances, Residence permits and etc.

The foreign Scholarship is a part of Government efforts to improve the healthcare sector in the state. This investment is crucial for ensuring that medical students receive the necessary training and education of international standards to become competent healthcare professionals.

Furthermore, the aim is to fill the gap of manpower in the state's health Sector to meet the challenging health needs for people of the state.

By sending students abroad for their studies, they are exposed to different healthcare systems, technologies, and practices that can enrich their knowledge and skills, ultimately benefiting the state's healthcare system.

It is pertinent to state here that, the funds were allocated based on a rigorous selection process, whereby only the most qualified students were chosen for the scholarships, at least one student from each of the 34 Local Government Areas of the State.

This ensures that the investment made by the government is utilized effectively and that the students who benefit from the scholarships are capable of making meaningful contributions to the healthcare sector upon their return.

The Guardian Newspaper is believed to have misquoted His Excellency State Deputy Governor, Malam Farouk Lawal, HCIB, (Sarkin Fulanin Jobe) during a press briefing yesterday 31st December, 2024. The monthly Press Briefing is an important step to keep the good people of Katsina informed on how their funds are utilized responsibly and for the benefit of the state.

Transparency in government spending is crucial for building trust with the public and ensuring that funds are allocated equitably and efficiently.

It is also important to understand that, as stated earlier, the state Government decision to send students abroad for medical studies, is to improve on exiting manpower in the health sector. This will help to overcome the limitations of indigenous Medical Doctors in the state's healthcare system. This will ultimately benefit the state by producing competent healthcare professionals who can address the healthcare needs of the population effectively.

We wish to further emphasize that, the figures reported by Guardian Newspapers, stating that 24 billion Naira was expended on foreign scholarship for medical students, the figure was inaccurate and misleading. This statement wish to further state that only 2.4 billion Naira was spent on the scholarships,

Accurate reporting is essential for facilitating informed public discourse. we therefore wish to call on the public to disregard this misleading and inaccurate Reporting.

Katsina State Government under the leadership of the state Governor His Excellency Malam Dikko Umaru Radda PhD CON is committed to investing in the education and training of healthcare professionals as a strategic priority. By prioritizing the development of human capital in the healthcare sector to meet the health needs of the populace.

We are by this press statement calling on the Guardian Newspaper to write corrigendum and retract their false reportage within the shortest possible time. Failure to do, the state has no other option than to take a legal action against the Newspaper

KTSG Invests Over N5 Billion To Improve Healthcare Infrastructure, Services - Gov. Radda

Katsina State Governor, Malam Dikko Umaru Radda has declared that the state government invested over N5 Billion to improve healthcare infrastructure and services across Katsina State.

The Governor made this known while commissioning state-of-the-art Pharmagrade Warehouse and distribution of free Medicare and Motorcycles for Tuberculosis and Leprosy Surveillance.

Governor Radda also highlighted multiple strategic interventions which include launching a residency training programme for state-owned hospitals to strengthen human resources and an upward review of doctor's training allowances.

In furtherance to this, the Governor revealed that the state administration has already released over 250 Million naira in scholarship allowances to support 546 medical students studying within Nigeria and abroad.

"Additionally, the 2025 budget has earmarked three hundred million naira to scale up the current drug revolving fund scheme. This will ensure broader coverage of health facilities across the state," the Governor noted.

Similarly, the Governor disclosed the state government approval of substantial financial investments to support the Drugs and Medical Supply Agency. "The investments include N96 Million naira to enhance the drug revolving fund scheme and an additional N100 Million to extend the agency's operational efficiency.

Speaking further, the Governor announced plans to construct a state-owned pharmaceutical manufacturing company-- the first of its kind in Northern Nigeria. "This project aims to manufacture essential drugs that are not only available but also affordable, while reducing external dependency and boosting local drug supply," the Governor explained.

Governor Radda, however, expressed gratitude to the donor of Pharmagrade Warehouse Project, particularly UNICEF and the National Product Supply Management Chain Program, for selecting Katsina as a beneficiary.

Speaking on the features of the warehouse, Dr. Fatima Shuaibu, Executive Secretary of the State Drugs and Medical Supply Agency, said it contains cold rooms for thermolabile drug storage, a quality assurance laboratory, and a new drug information centre with a hotline for reporting fake and substandard drugs.

The renowned pharmacist observed that the warehouse project together with other programmes were the result of the approval of counterpart funding by the State Governor, Malam Dikko Radda.

Dr. Shuaibu, therefore, requested the Governor's support in providing a more powerful generator or installing a mini-grid solar powered solution to adequately power the expanded facility.

The comprehensive healthcare infrastructure taken charge by Katsina State Government aligns with Governor Radda 'Building Your Future' blueprint which seeks to transform healthcare delivery, improve medical infrastructure and ensuring quality healthcare for all citizens.

The Executive Governor of Katsina State, Malam Dikko Umaru Radda, PhD CON, has been honoured with the prestigious Workers/Media Friendly Award at the third edition of the Nigerian Union of Journalists (NUJ) National Secretariat, Milestone Recognition of Media Icons in Nigeria.

The ceremony, held today at Lagos Airport Hotel, Ikeja, under the theme "Media Legends: Shaping Narratives, Inspiring Generations," brought together influential figures in Nigerian journalism and governance.

In his acceptance speech, Governor Radda emphasized the crucial role of journalism in democratic governance. "Journalism is the backbone of democracy," he stated. "It empowers individuals, holds the powerful accountable, and fosters informed discussions. This recognition from the Nigerian Union of Journalists is not just a personal milestone; it is a testament to the power of journalism in shaping our society."

"I am proud to be part of a community that dictates itself to truth-seeking and advocacy," Governor Radda Remarked. "This award is a reminder that our work is never done. We must continue to champion integrity, amplify voices that need to be heard and strive for excellence in all that we do," the Governor added.

In his opening address, the NUJ National President, Chris Isiguzo, MFR, x-rayed the media's vital role in national development. "The media has always been the heartbeat of democracy," Isiguzo declared. "We are the watchdogs of the public interest, holding power to account while ensuring that the people's voices are not drowned in the noise of politics and partisanship."

Isiguzo expressed appreciation to dignitaries at the occasion. He recognized the Governors of Katsina and Akwa Ibom States -- Malam Dikko Umaru Radda PhD CON and Pastor Umo Bassey Eno for their presence. Adding that the presence of these leaders at this event demonstrates their respect and regard for the media.

"The governors gave us their words and they've honoured their words. We are indeed most profoundly grateful for Your Excellencies," Isiguzo concluded.

The event also, featured renowned academic and the former Head of Mass Communication Department at the University of Lagos, Prof. Ralph Akinfeleye as keynote speaker. He gives insight on how media shapes narratives and inspires generations.

*Batagarawa Health Centre Proposed for Upgrade to General Hospital*

The Executive Governor of Katsina State, Malam Dikko Umaru Radda PhD CON, has disclosed that plans are underway to upgrade Batagarawa Comprehensive Health Centre to a full fledged General Hospital.

Governor Radda made this known during an inspection visit to the Local Comprehensive Health Centre, Batagarawa LGA.

The Katsina Governor also issued an immediate directive for the renovation of the center's burnt-down theater.
He directed the council chairman to prepare a formal report to the state government to expedite the release of funds for the renovation.

He emphasised that "The health of our citizen is paramount. We cannot afford delays in restoring vital medical facilities."

Alhaji Bala Garba Tsanni, the Chairman of Batagarawa Local Council, had earlier appealed for the centre to be elevated to the status of a general hospital.

On his part, the Director of Primary Health Centres, Malam Aminu Yahya Kurfi, appealed to the State Government to provide more land for the construction of an isolation facility. This facility would be established by a partnership between the Alliance for Medical Action and the International Rescue Committee (IRC).

According to Kurfi, the two non-governmental organizations, in partnership with other agencies, are working together to reduce malnutrition among children under five. They have hired over 150 technical staff and taken responsibility for the pediatric section, providing free medical care.

To address the land allocation issues, Governor Radda instructed the council to officially request additional land for the isolation centre project from the Ministry of Lands.".

The Katsina Governor acknowledged and praised the collaborative efforts of these NGOs in combating malnutrition among children under five and offering free pediatric care.

The inspection tour also included a visit to the Primary Health Centres in Abukur and Rimi Local Government, where Governor Radda expressed satisfaction upon observing medical personnel actively attending to patients.

A jawabin shi Kwamishinan muhalli na jihar Katsina Hon. Hamza Sulaiman Faskari, ya bayyana irin nasarorin da ma'aikatar muhalli ta samu tun bayan hawan gwamna Raɗɗa mulkin jihar Katsina.

Ya kuma ƙara da faɗin amfanin dashen Itatuwa a cikin al'umma, musamman a jihar Katsina da muke fuskantar barazanar kwararowar hamada, sauyin yanayi, da kuma zaizayar ƙasa.

*Katsina First To Domesticate National MSME Policy - Gov Radda*

The Governor of Katsina State, Malam Dikko Umaru Radda, PhD CON has announced that Katsina State is the first in Nigeria to domesticate the National Policy on Nano Micro, Small, and Medium Enterprises (nMSMEs).

The Governor equally celebrates the graduation of 217 young entrepreneurs from the Katsina State Employability Project.

Governor Radda reveals these milestones while addressing government officials, entrepreneurs and industry actors at Unveiling and Presentation of Katsina State nMSME and Graduation of 217 Employability Project Participation held at Bello Kofar Bai Conference Hall, today.

Governor Radda who inferred from his wealth of experience while serving as the Director General of Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), reiterated the state's commitment to economic growth, stating, "Katsina State is the first in the country to domesticate the National Policy on MSMEs and develop our own Katsina State nMSME Policy.

This policy will, God willing, be a catalyst for sustainable economic growth and job creation."

The Governor mandates quarterly reviews of the implementation plan by the State MSME Council and the Katsina State Enterprise Development Agency (KASEDA), with progress reports to be submitted directly to his office.

Congratulating the graduates of the six-week intensive training program,
Governor Radda points to the skills they acquired, including web development, social media and email marketing, graphics and product design, and entrepreneurial development.

He encourages the graduates to use their newfound skills to contribute meaningfully to society.

In the same vein, the Governor acknowledges the collaborative efforts of KASEDA, LEAPWORLD, and the Centre for Enterprise Training and Policy Initiatives (CETAPI) in delivering the successful program. He called upon development partners, stakeholders, and business leaders to continue supporting such initiatives, emphasizing that "collaboration is key to achieving sustainable growth."

Earlier, the Deputy Governor of Katsina State and the Chairman State nMSME Council, HE Malam Faruk Lawal Jobe, explains that the nMSME Policy is designed in alignment with the National Policy on MSMEs and guided by the Katsina State Development Plan (SDP) 2024-2043 framework, the Strategic Plan of Katsina State Enterprises Development Agency (KASEDA) and other sectorial development policies.

"Governor Radda has recognized the critical role that MSMEs play in driving innovation, job creation and economic resilience; hence the need for a policy to guide the activities of the sub-sector," Deputy Governor Jobe explained.

On her part, the Director General of Katsina State Enterprises Development Agency (KASEDA), Hajja Aisha Aminu, shares the achievements of the agency, saying, "Within one year of existence, we have been able to organize, Capacity building for pioneer staff; Launching of Dikko BDS Corp; Training of Dikko BDS Corp Identification; Selection and Needs Assesment of Businesses with Growth Potentials."

"Study Tour of Similar Agencies in Lagos and Abuja to adopt Global Best Practices; Ongoing Training of 3 Youths at the Social Innovation Academy in Uganda; Establishment of a 5 Billion Naira MSMEs Revolving Matching and Managed Fund in Partnership with the Bank of Industry (BOI)," are noticeable successes recorded by KASEDA.

On the Employability Project, Hajia Aisha explained that the initiative is tailored towards giving youth the tools and confidence to pursue their dreams and contribute meaningfully to the economic development. She concluded by expressing gratitude to the visionary efforts of the Governor Dikko Umaru Radda.

*Gov Radda Commends President Bola Ahmed Tunibu over Rehabilitation of Roads Network In Katsina*

Governor Dikko Umaru Radda, PhD. of Katsina state has commended President Bola Ahmed Tunibu for his commitment to improving the standard of roads network in Katsina State.

Governor Radda made the commendation in Sunday 6th October, 2024 at people's square Government House, katsina, during a launching for distribution of Federal government's 21,942 bags of 25 Kg rice, by a federal committee led by the Special Assistant to the President on Political Matters, Honorable Ibrahim Kabir Masari.

Malam Dikko Radda expressed his gratitude towards President Tinubu for his efforts in revamping the infrastructure in the state, particularly in the area of roads rehabilitation.

According to the governor, Katsina State is still a stronghold of the APC. He said the state has benefitted greatly from President Tunibu's dedication to serving the people and developing the nation.

He said Katsina will soon witness significant improvement in the roads network under President Bola Ahmed Tunibu's administration

Radda further said, this will not only make transportation more accessible and convenient for the residents of Katsina, but will also boost economic activities in the state.

According to Malam Radda, Agriculture is a key sector in the state,whereby 99% of people in the state are farmers. This informed his vision to support farmers and increase agricultural productivity.

Governor Radda said "the government and people of Katsina are grateful to President Tinubu for his unwavering commitment to serving the people and improving the state. His dedication to development and progress in Katsina has not gone unnoticed, and his leadership continues to inspire hope and confidence in the future of the state.

He further said "President Bola Ahmed Tunibu's focus on infrastructure development and agriculture revitalization has earned him commendation from the government and the people of Katsina State. His commitment to serving the people and improving the state's economy is a testament to his leadership and dedication to the progress of Katsina"

Malam Dikko further said "President Tunibu's efforts in Katsina are a shining example of effective governance and leadership in action".

Governor Dikko then reassured the commitments of his administration on improving the Agric sector. He said his administration prioritized the revitalization of the agriculture sector in Katsina to boost economic growth and ensure food security.

Earlier in his address the Minister of Budget and Economic Planning and former governor of Kebbi state, His Excellency Abubakar Atiku Bagudu said one of cardinal principles of the Renewed Hope Agenda of government of President Bola Ahmed Tunibu is to reduce poverty and food shortage, a global phenomenon that put Nigerians in to hardship, caused by the Russian/Ukraine war.

The Minister said, the Federal Government is also committed to revitalize the Agric sector. He said creating the Ministry for Livestock development by government President Bola Ahmed will boost economic growth, particularly to an agrarian state like Katsina which stands to benefit.

The Honorable Minister then commended Governor Malam Dikko Radda for his unwavering commitment, particularly in the area of security. He said he is happy that people had returned to the villages and have cultivated their farmlands in Katsina.

The Minister then disclosed that in President Bola Ahmed Tunibu' s efforts to improve infrastructure in Katsina state. Government has awarded contracts for the rehabilitation of Zaria-Hunkuyi-Kafur-Malumfashi-Gidan mutum daya Road. Also awarded is the completion of Kano-Katsina Dualization road.

Also earlier in his address the team leader, SSA to the President on Political matters, Hon Ibrahim Kabir Madari disclosed that the Federal Government allocated 21,942 bags of 25 kg rice to Katsina state. He then announced that, each ward will receive a share of 45 bags, support groups 1,000 bags, women 650 bags, local government and ward committee 3,330 bags. He then called on people to continue supporting the government of President Bola Ahmed Tunibu and to exercise more patients as more dividends of democracy are coming to Katsina.
