MASARI CONGRATULES NEW EDITORS’ GUILD EXCO

Governor Aminu Bello Masari of Katsina State has congratulated the newly sworn in leadership of the Nigerian Guild of Editors (NGE), lauding the peaceful manner the elections were conducted.

In a press statement signed by his DG Media, Abdu Labaran Malumfashi, Governor Masari noted that the landslide victory recorded by Mustafa Isa, to be re-elected National President, was a vote of confidence passed on him by his colleagues.

He said the resounding re-election was an indication that members of the Editors Guild wanted more from him of what they had during his first tenure, urging him to redouble his efforts to justify his colleagues confidence.

Governor Masari drew the attention of the Guild to the precarious security situation the country has found itself, and urged the members of the Guild, as gate keepers, to remain steadfast in protecting, promoting and projecting the interest of the nation over and above any other interests at all times.

The Governor expressed the belief that if the Nigerian media would get its act togather, no adversity or challenge would be too great to overcome.

He said now was the time for the media to be one and united in purpose, the protection and promotion of the nation’s interests.
He cautioned the media against availing its platform to unpatriotic elements, who would not hesitate to sacrifice Nigeria’s to advance their narrow interest.

“It is equally important to draw the attention of the Nigerian Guild of Editors to the need for the mitigation of the observed decline in standard of professional practice.

“Indeed, now is the time for the media leaders, in partnership with other stakeholders, to resuscitate the intended role of the press as the watchdog of society and vanguard of democracy. Nigeria expects no less from the Guild”.

GOVERNOR MASARI MOURNS BALARABE MUSA

Governor Aminu Bello Masari of Katsina State has expressed profound sadness over the death of one time Governor of the defunct Kaduna State, Alhaji Abdulkadir Balarabe Musa, saying Nigeria has lost one of its remaining great patriots.

Governor Masari described Alhaji Balarabe Musa as a true man of the people, who lived a simple life devoid of ostentation.

"Alhaji Balarabe Musa has redefined the philosophy of simplicity and service delivery, having lived a life of simplicity and struggle for the betterment of his people."

"Even before his sojourn into politics, the former Governor had curbed a niche for
himself as incorruptible".

"His death at this most trying period, has robbed Nigeria of a voice of reason, which had listening ears all over the nation."

Governor Masari, while condoling the Government, Governor, people of Kaduna State and the immediate family of the deceased, called on leaders to borrow a leaf from the deceased and lead a simple life dedicated to the service of the people.

He also urged the bereaved to take consolation in the fact that the former Kaduna State Governor had lived a fulfilled life worthy of emulation, even as he prayed to Allah SWT to forgive all his sins and other shortcomings and grant his soul eternal rest.

The Head of the Civil Service of Katsina state, Alhaji Idris Usman Tune has allayed the fears of Civil Servants on the proposed contributory pension scheme about to be introduced in the state.

Alhaji Idris Tune while addressing a press conference organized by the state correspondents chapel at Government House Katsina stated that the Jigawa model of the scheme had been adopted.

He stressed that the disbursement aspect would not be implemented by the Pension Fund Administrators but by the pension department in his office.

He announced that the Bill on the contributory pension scheme is now before the state legislature and will soon be committed to public hearing.

Alhaji Idris Tune explained that when the bill is passed into law, both government and workers will contribute monthly while workers will be receiving lump sum gratuity and pension like what is obtained in the current system as government will not allow pension fund administrators to determine how to pay retired civil servants their hard earned retirement benefits.

Despite current economic challenges in the country, the Head of Service stated that the state government had remain constent in the payment of salaries, pensions and gratuities.

Alhaji Idris further explained that government had implemented the N30,000.00 national minimum wage and sequential adjustments to maintain salary gaps across all grades, levels and steps of different salary structures being operated in the state.

He said that government had committed itself to prompt payment of monthly salaries to workers as at and when due without interruptions, adding that every worker receives salary latest by 25th of every month.

The Head of Civil Service announced that from inception to date, the APC administration had paid over 70.9 billion Naira as pensions and gratuities to workers in the state, local governments and local education authorities.

Giving a breakdown, Alhaji Idris Tune revealed that over 18.9 billion Naira was paid as pension from June 2015 to August, 2020, stressing that over 10.6 billion Naira was paid as gratuity in the same period in the state civil service.

He stated that 24 billion Naira was paid as pension to local governments and local education authorities from June 2015 to August 2020, adding that over 17.3 billion Naira was paid as gratuity to workers in the local governments and local education authorities in the state.

On the renovation of government quarters, Alhaji Idris Tune revealed that 251.6 million Naira was spent in the renovation of 343 government houses executed in phases.
He announced that the state government had recently entered into partnership with some private developers to provide affordable houses to workers in the state.

He explained that a memorandum of understanding has been signed with some of the developers for the provision of the houses.

The Head of Civil Service announced that from inception to date, 3667 staff were recruited as a replacement to those who left the service in Ministries, Departments and Agencies-MDAs.

He said over 301 million Naira was spent in training and retraining of civil servants through in service, seminars, workshops and conferences from 2015 to date.

Alhaji Idris Tune revealed that over 450.6 million Naira was disbursed as refurbishing loans to 4878 civil servants in the state by the Masari led administration in the state from 2015 to date.

He said other welfare packages include provision of medical assistance to Civil Servants and their families, adding that the assistance was in local and foreign treatments.

On staff promotion, Alhaji Idris Tune revealed that the APC administration had considered promotion as a key motivating factor, saying 2002 on grade level 13 and above have been promoted to the management level between June 2015 to April,2020.

He announced that a remarkable feature of the Masari led administration is the abolishing of tenure system, adding that the policy decision with far reaching effects on the state bureaucracy and social stability was achieved.

He said that the state government upgraded Bala Usman college of Administration in Funtua to a Diploma awarding institution.

The Head of Civil Service revealed that over 150 million Naira was spent on the upgrade of facilities in the college during the period under review.

Alhaji Idris Tune revealed that government had adopted resolution of the National council of state, which allows holders of HND with PGD in relavant subject to reach up to Director level.

He said government had collaborated with the federal mortgage bank in disbursing houses rehabilitation loan to workers in the state and local governments.

The Katsina State Government has once again expressed its appreciation to the Federal Ministry of Transportation for siting the Federal University of Transportation in Daura.

Governor Aminu Bello Masari stated this while speaking during a courtesy call by the Honourable Minister of Transportation Rt Hon Chibuike Rotimi Amaechi at the General Muhammadu Buhari House, Katsina.

The Governor explained that the state government would continue to remain grateful to the Minister for deciding to establish the promising University in the state.

Alhaji Aminu Masari said the present APC administration is very aware that opportunities that comes with education are limitless, hence its resolve to prioritize and give it its maximum support.

He gave the assurance that the state government would do the best it could to make sure that the host communities are hospitable to the contractors and the University community as is the tradition with people in the state.

The Governor pledged the continuous support of the State Government to the project to ensure its successful completion.

In his address earlier, the Minister told Governor Aminu Bello Masari that he was in Daura where he visited the site of the university project.

Mr Rotimi Amaechi expressed gratitude to Governor Masari for providing the land for the project.

While site clearance and building of perimeter fence is progressing, He assured that building of other structures will earnestly commence in September this year.

Mr Rotimi Amaechi announced that they have requested the Chinese company to include a Primary and Secondary school in the project.

The project he said, is a donation by the Chinese Government through the Chinese Civil Engineering and Construction Company (CCECC).

He said a team from the federal ministry of transportation has accepted to do the consultancy on the project.

He thanked the Governor for all the opportunities given to the federal ministry of transport to make the university project a reality.

Governor Aminu Bello Masari has inaugurated the governing board of the Katsina State Exploration and Mining company Limited in Katsina.

The Chairman of Continental Foundation Alhaji Salisu Mamman is to serve as the Chairman of the Board.
Members of the board include Alhaji Abba Yusuf, Managing Director of Katsina state Investment and Property Development Company, Alhaji Abdulkadir Aliyu Faskari, Chairman of Katsina state Miners Association Alhaji Kabir Musa Kaita while the Acting Managing Director of the Company, Geologist Yahaya Iro Dansani is to serve as Secretary of the Board.

In his inaugural speech, Governor Aminu Bello Masari stated that the present APC administration has as it's cardinal objective, the diversification of the revenue base of the State through the reinvigoration of the mining industry.

Apart from revenue, the Governor explained, the company was created to increase jobs opportunities for the teeming youths in the state.

Alhaji Aminu Bello Masari added that the solid minerals sector has a key role to play in the development of the economy and improvement of the state internally generated revenue, especially in times of economic crisis as a result of fall in the prices of crude oil caused by global pandemic of Covid-19.

He revealed that the purpose of establishing the state owned company is to promote the exploration and utilisation of available mineral resources in the state.

Alhaji Aminu Masari further explained, that the company in synergy with relevant federal government agencies had the responsibility of regulating the development of natural resources.

He said that the state government requires every prospective resource developer to obtain relevant approvals for exploration of desired mineral resource which would be consistently monitored to ensure that guidelines are properly adhered to.

The Governor explained that the current contribution of the mining sector to the nation's earnings are insignificant to make an impact but it has become imperative to develop and monitor the sector to stop over dependence on oil.

Consequently, Alhaji Aminu Masari explained that the state government has made the development of the minerals sector one of its priority, adding that Katsina state had been blessed with over 37 types of mineral resources across the 34 local governments in the state.

These minerals, he said include Gold, Manganese, Kaolin, Asbestos, Iron Ore, Copper and Emerald among others.

With the newly constituted board , Governor Aminu Masari explained, the government is expecting the sector to give an impetus in improving internally generated revenue of the state government.

He therefore charged the chairman and Board Members to take full responsibility as outlined in the memorandum and article of Association of KEMCO.

He assured that the state government would cooperate with the new board in the discharge of its responsibility for the benefit of people of Katsina state.

The Governor used the occasion to lament the decimal performance of Internally generated revenue in the state, saying Katsina state had been ranked as the lowest in that regard.

This he said was because government had not put structures for a very long time that would generate revenue in the state.

Governor Aminu Masari lamented that even the use of consultants had not helped the situation, adding that the revenue is still dependent on PAYEE .

He also was not happy that the revenue depended on federation account, PAYEE and payment by contractors.
He said that the state government had initiated a green zone to create an economic zone where processing of medium and small scale industries will take place, especially for export as Katsina borders Niger Republic and other West African countries.

Responding, the Chairman of the inaugurated board, Alhaji Salisu Mamman Kadandani convey the acceptance of members of the board to serve and assured that the members would exhibit commitment to move the fortunes of the mining sector to greatest height in all matrix of industrial performance.

Alhaji Salisu Mamman requested the Governor to serve as the grand promoter and marketer of solid minerals because of its strategic importance in moving the economy.

He expressed gratitude to Governor Masari for finding them worthy to serve on the board of the company.
