LASG Holds 2nd Stakeholders' Engagement on 132kV Power and Gas Pipeline Right-of-Way Corridors

The Lagos State Government, through the Ministry of Energy and Mineral Resources in collaboration with the Ministry of Physical Planning and Urban Development, on Tuesday convened the Second Stakeholders’ Engagement on the delivery of critical power and gas infrastructure projects across key growth corridors of the State.

The engagement focused on the 132kV electricity transmission Right-of-Way (RoW) corridor from Ajah to Ibeju-Lekki (Eleko) Junction, as well as the gas pipeline RoW corridor from Bonny Camp to Alaro City, Epe.

The meeting, held at the Adeyemi Bero Auditorium, Alausa Secretariat, Ikeja, brought together representatives of relevant Ministries, Departments and Agencies (MDAs), host communities, traditional institutions, utility service providers, private sector developers, and other key stakeholders.

The forum provided an opportunity to review progress since the first stakeholders’ meeting, address technical, environmental and planning considerations, and further strengthen collaboration towards the seamless delivery of the projects.

In his remarks, Engr. Abdulhafiz Toriola, Permanent Secretary, Ministry of Housing and Permanent Secretary overseeing the Ministry of Energy and Mineral Resources, described the 132kV transmission line and associated gas infrastructure as strategic investments aimed at improving electricity reliability, supporting industrial expansion, and meeting the growing energy demand within the Lekki–Epe axis and surrounding areas.

He reaffirmed the State Government’s commitment to transparency, inclusive stakeholder engagement, and strict adherence to safety and environmental standards throughout project implementation.

Representatives from the Office of the Surveyor-General, Ministry of Physical Planning and Urban Development, Office of Works, and Office of Infrastructure emphasized the need to protect designated Right-of-Way corridors from encroachment, noting that safeguarding these corridors is essential to preventing project delays and ensuring public safety.

Stakeholders were sensitized on applicable planning regulations, compensation frameworks where necessary, and the long-term socio-economic benefits of preserving critical infrastructure corridors.

Community leaders and other participants were given the opportunity to raise concerns, seek clarifications, and make recommendations.

Key discussions centered on land use coordination, construction timelines, community engagement mechanisms, and strategies to minimize disruption during project ex*****on.

At the close of the engagement, the Lagos State Government reiterated its resolve to work closely with all stakeholders to ensure the timely delivery of the projects.

Participants collectively acknowledged that the successful completion of the 132kV power line and gas pipelines will significantly enhance electricity supply capacity, support industrial and residential growth, and contribute to sustainable economic development across Lagos State.

Lagos Moves to Lead Africa’s Green Mobility Drive*
*…as State Begins Development of Alternative Fuel For Vehicle Policy*

The Lagos State Government has commenced the development of a comprehensive Alternative Fuel For Vehicle (AFV) Policy, aimed at accelerating the transition to cleaner and more sustainable transportation systems across the State.

Speaking at the Inter-Ministerial Stakeholders’ Meeting on the Development of a Sustainable Alternative Fuel Vehicles Policy and implementation plan, held at Alausa, Ikeja, the Commissioner for the Ministry of Energy and Mineral Resources, Biodun Ogunleye, highlighted the strategic importance of the policy in addressing traffic congestion, air pollution, energy security, and climate change challenges in Africa’s largest megacity.

The Commissioner noted that the initiative aligns with the State’s THEMES+ Agenda, the Lagos State Development Plan (LSDP) 2052, and the State’s Energy Transition Plan, as well as global commitments under the Sustainable Development Goals (SDGs)—particularly Goals 7 (Affordable and Clean Energy), 9 (Industry, Innovation and Infrastructure), 11 (Sustainable Cities and Communities), and 13 (Climate Action).

According to Ogunleye, these frameworks now require practical, measurable, and time-bound actions, with the AFV Policy and Implementation framework serving as a key delivery instrument.

He explained that the proposed policy will provide a clear regulatory and institutional framework for the adoption of electric vehicles (EV), compressed natural gas (CNG), liquefied petroleum gas (LPG), biofuels, and other cleaner propulsion technologies.

The policy is also expected to address critical areas such as infrastructure development, safety standards, local manufacturing and value addition, financing mechanisms, battery lifecycle management, as well as robust monitoring and evaluation systems.

Ogunleye further stated that the inter-ministerial meeting, is a deliberate internal government engagement, convened to ensure alignment, policy coherence, and shared ownership across relevant Ministries, Departments, and Agencies (MDAs), ahead of broader consultations with private sector stakeholders and civil society.

He outlined the key objectives of the engagement to include harmonising institutional mandates, eliminating regulatory fragmentation, identifying implementation gaps, and building a unified, whole-of-government approach to green mobility in Lagos State.

The Commissioner stressed that Lagos, as Nigeria’s economic hub and one of the fastest-growing cities globally, must take decisive steps to avoid the long-term economic and environmental costs associated with continued dependence on fossil fuels.

He described the AFV Policy as a critical pathway for positioning Lagos as Africa’s leading green mobility and clean energy transportation hub.

In the same vein, the Chief Executive Officer of Tree of Life Autoworld Ltd, Adebola Omotosho, in his presentation, underscored the role of private sector innovation, investment, and technology transfer in driving the successful adoption of alternative fuel vehicles in Lagos State, while emphasising the need for enabling policies and incentives to stimulate market growth.

Participants at the meeting, drawn from key MDAs with responsibilities spanning transportation, environment, energy regulation, finance, justice, innovation, and local content development, commended the initiation and reaffirmed their commitment to supporting the successful development and implementation of the policy.

The meeting concluded with a resolution to commence the structured co-creation of the Lagos State Alternative Fuel for Vehicle Policy and Implementation Framework, with clear timelines, defined institutional responsibilities, and a roadmap towards broader stakeholder engagement.

*LASG Engages Stakeholders on Power and Gas Infrastructure Corridor for Ibeju-Lekki Development*

The Lagos State Government, through the Ministry of Energy and Mineral Resources in collaboration with the Ministry of Physical Planning and Urban Development, on Friday held a Stakeholders’ Engagement on the delivery of the 132KV transmission line and gas pipeline Right-of-Way (RoW) corridor from Ajah to Ibeju-Lekki (Eleko) Junction, as well as the gas pipeline route from Bonny Camp to Alaro City, Epe.

The House Committee Chairman on Energy and Mineral Resources, Lagos State House of Assembly, Hon. Sabur Olowa, Chairman, while addressing the stakeholders from Ajah, Ibeju-Lekki, and Eleko among others, on Friday at Alausa , commended the State Executive Council for prioritising infrastructure that directly impacts economic growth and job creation.

He assured stakeholders of the Legislature’s continued support through enabling laws and oversight to ensure timely and successful project delivery.

The Commissioner for Energy and Mineral Resources Mr. Biodun Ogunleye, during his interaction with the stakeholders, reiterated the State Government’s commitment to expanding power and gas infrastructure to support industrial hubs, residential developments, and commercial activities across the Lekki-Epe axis.

Mr. Ogunleye stressed that the projects align with the vision of the Babajide Sanwo-Olu-led administration to make Lagos a 21st-century economy driven by reliable energy supply.

In his address, the Commissioner for Physical Planning and Urban Development Dr. Olumide Oluyinka, highlighted the Ministry’s role in ensuring proper planning, orderly development, and strict adherence to approved layouts along the project corridors.

Oluyinka, assured stakeholders that all necessary planning approvals and development controls would be enforced to prevent distortions and safeguard public interest.

Also speaking at the event, Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, gave background insights into the projects, describing them as strategic interventions designed to unlock investment opportunities and enhance energy access across the State.

Olowu, expressed appreciation to Mr. Governor, Mr. Babajide Olusola Sanwo-Olu, for his visionary leadership and unwavering commitment to transformative infrastructure development.

Earlier, the Permanent Secretary, Ministry of Housing, who is also the supervising Permanent Secretary, Ministry of Energy and Mineral Resources, Engr. Abdulhafiz Toriola, emphasized the importance of early and continuous stakeholder engagement in ensuring the smooth ex*****on of critical infrastructure projects.

He noted that the engagement was aimed at fostering collaboration, addressing concerns, and securing community buy-in for projects that are vital to Lagos State’s economic growth, energy security, and industrial development.

The representatives of the affected communities of the projects, expressed appreciation to the Lagos State Government for engaging them and pledged their cooperation and support for the successful implementation of the projects, while also calling for continuous dialogue throughout the ex*****on phases.

The stakeholders engagement attests to the Lagos State Government’s inclusive approach to development and its resolve to deliver sustainable energy and infrastructure projects that benefit communities and drive economic prosperity.

*Lagos State Government Sensitises Tipper Operators on Regulatory Compliance*
..Enlightenment Programme Reinforces Safety, Environmental Protection, and Responsible Operations

The Lagos State Government, through the Ministry of Energy and Mineral Resources, Office of Mineral Resources, has organised an enlightenment programme for tipper operators and key stakeholders to reinforce compliance with regulatory and operational standards governing solid mineral haulage activities across the State.

Delivering the keynote address, the Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, reaffirmed the State Government’s commitment to supporting legitimate business operations while prioritising public safety, environmental sustainability, and the protection of critical infrastructure.

He emphasised that strict adherence to haulage regulations and the State’s zero tolerance for environmental infractions are fundamental to sustaining a clean, safe, and economically vibrant Lagos, in line with the THEMES Plus Agenda of the Sanwo-Olu-led administration.

According to Engr. Olowu, the programme was designed to sensitise tipper operators and industry stakeholders on existing guidelines, promote compliance with approved operational standards, and strengthen collaboration between government agencies and operators to ensure safe, orderly, and environmentally responsible haulage operations across the State.

Key issues highlighted during the programme included the mandatory covering of trucks conveying solid minerals; strict adherence to approved haulage routes and operational permits; zero tolerance for environmental degradation and road damage; proper installation of safety devices and routine vehicle maintenance; elimination of illegal levies and double taxation; and strengthened enforcement through coordinated regulatory actions.

Engr. Olowu commended participants for their engagement and urged them to cooperate fully with government agencies, noting that enforcement activities would be intensified to ensure full compliance across the solid mineral haulage sector.

In his remarks, the Director of the Solid Minerals Department, Mr. Emily Cardozo, reminded operators of their statutory obligations, including compliance with approved permits, adherence to designated haulage routes, proper covering of trucks transporting sand and other solid minerals, and routine vehicle maintenance. He noted that sustained compliance would attract continued government support within the State’s operational framework.

Earlier, the Managing Director of MIREMCO Hon. Olarewaju Sesan, stressed the importance of collaboration between operators and regulatory agencies. He highlighted enforcement concerns such as overloading, spillage, indiscriminate dumping, and non-compliance with operational guidelines, urging stakeholders to support government efforts to maintain order and environmental sanity across Lagos State.

The Ministry reaffirmed that the engagement is aimed at protecting public interest while fostering a fair, transparent, and enabling operating environment for all legitimate operators.
The programme concluded with assurances of sustained stakeholder engagement and planned field monitoring visits to assess compliance levels and provide further guidance, underscoring the shared responsibility required to keep Lagos safe, clean, and orderly.

LASG Moves to Deliver Stable Power as Stakeholders Converge on 132KV/33KV Substation for Ibeju-Lekki

The Lagos State Government has taken a decisive step towards addressing the long-standing electricity and gas infrastructure deficit in Ibeju-Lekki with the convening of a high-level stakeholders’ meeting on the establishment of a 132KV/33KV Power Substation at Sapati Village, Ibeju-Lekki.
The meeting, held on Tuesday, 20th January 2026, at the Conference Room of the Ministry of Energy and Mineral Resources (MEMR), Secretariat, Alausa, Ikeja, was chaired by the Honourable Commissioner for Energy and Mineral Resources, who welcomed and appreciated representatives of all Ministries, Departments and Agencies (MDAs) in attendance for their commitment to the project.

In his opening remarks, the Honourable Commissioner conveyed the directive of Mr. Governor, emphasizing that the provision of stable electricity and gas infrastructure for the people of Ibeju-Lekki remains a top priority of the present administration. He noted that the Governor is determined to ensure that residents of the axis finally enjoy reliable power supply, having endured years of inadequate electricity.

Discussions during the meeting focused on critical issues arising from previous engagements, including Gaslink challenges and the evaluation of potential solutions for the effective provision of electricity and gas infrastructure across the Lekki-Epe corridor.

MDAs represented at the meeting included the Ministries of Works and Infrastructure; Waterfront Development; Environment and Water Resources; Lagos Electricity Regulatory Commission (LERC); Office of Drainage Services; Lagos State Materials Testing Laboratory (MEPB); Office of the Surveyor-General; Lands Bureau; New Towns Development Authority (NTDA); Lagos State Infrastructure Maintenance and Regulatory Agency (LASIMRA); and Physical Planning and Urban Development (PP&UD), among others.

Key agenda items reviewed included a recap of earlier deliberations, the extent of implementation of the Right of Way (ROW) for gas infrastructure and the 132KV transmission line up to Eleko Junction, resolutions on identified bottlenecks, and plans to secure necessary sign-offs from all relevant MDAs to ensure timely ex*****on.

Briefing the meeting on the status of the gas project, the Honourable Commissioner disclosed that construction has been completed up to Abraham Adesanya Junction, with the remaining section to connect Alaro City. He added that the State Government has reserved a 104-metre ROW for the gas line project, while contractors mobilized by the Federal Government have already been paid, underscoring the need for continuous monitoring by relevant MDAs.

The Commissioner further directed that a comprehensive survey and alignment drawing for the Lekki-Epe corridor be produced to reflect the new ROW, in line with the State’s Master Plan and Operating Development Plan (ODP). He noted that notices have already been served by the Ministry of Physical Planning and Urban Development on illegal occupants along the corridor.

In resolutions reached, MDAs were mandated to submit their respective sign-offs on the 104-metre ROW to the Ministry of Energy and Mineral Resources on or before Friday, 23rd January 2026. The Lands Bureau was also directed to present requirements for compensation on affected properties within the ROW by the same date, while the Office of Drainage Services is to superimpose existing alignments and submit its sign-off by Monday, 26th January 2026.

The Honourable Commissioner stressed that any MDA with objections must formally communicate such to the Ministry of Energy and Mineral Resources, accompanied by practical alternative solutions, assuring that all submissions would be objectively reviewed.

He reaffirmed the commitment of the Lagos State Government to fast-track the delivery of the Lekki-Epe electricity and gas infrastructure projects, noting that their completion would significantly boost economic activities, improve living standards, and unlock the full development potential of the Ibeju-Lekki axis.

*LASG and Key Stakeholders Commence Ibeju-Lekki Community Electrification Initiative*
..to End Prolonged Blackout

The Lagos State Government, through the Ministry of Energy and Mineral Resources, has formally commenced the Ibeju-Lekki Community Electrification Initiative aimed at bringing a permanent solution to the prolonged electricity blackout affecting communities within the Ibeju-Lekki and its environs.

The Honourable Commissioner for the Ministry of Energy and Mineral Resources, Mr. Biodun Ogunleye, alongside the Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, and the Permanent Secretary overseeing the Ministry, Engr. Abdulhafiz Toriola, convened a stakeholders’ meeting on Monday at the Conference Room of the Ministry.

The initiative is being implemented in collaboration with key stakeholders in the power sector, including the Federal Government of Nigeria (FGN) through FGN Power Company, the Transmission Company of Nigeria (TCN), and Eko Electricity Distribution Company (EKEDC).

The meeting focused on the identification and alignment of the Right of Way (RoW) along the project corridor to ensure the seamless ex*****on of the project in line with the approved timeline.

The meeting also signified the formal commencement of efforts to resolve the long-standing power challenges in Ibeju-Lekki, following the award of relevant contracts by the Federal Government.

The project includes the construction of a 132kV transmission line from Ajah to the Eleko Junction, to be executed by China Machinery Engineering Corporation (CMEC). This critical infrastructure is expected to significantly enhance power supply reliability across the corridor.

Ogunleye reaffirmed the State commitment to working closely with federal agencies, power sector operators, and host communities to deliver sustainable electricity solutions that will stimulate economic activities, enhance social development, and improve the overall quality of life for residents of Ibeju-Lekki and its environs, in line with the THEMES+ Agenda of the Sanwo-Olu-led administration.

All relevant stakeholders were in attendance, including representatives of FGN Power Company, TCN, EKEDC, and the Chairman of Ibeju-Lekki Local Government, Hon. Sesan Olowa, among others. Transgrid Enerco Limited, formerly known as Eko Electricity Distribution Company (Eko Disco), on Wednesday paid a courtesy visit to the Lagos State Ministry of Energy and Mineral Resources (MEMR) to introduce the new management team and extend a hand of fellowship with strategic collaboration aimed at strengthening electricity distribution and ensuring a reliable and sustainable power supply across Lagos State.

Speaking during the meeting, the Honourable Commissioner for the Ministry of Energy and Mineral Resources, Mr. Biodun Ogunleye, reiterated that “Energy for All Lagosians” remains a core priority of the Babajide Sanwo-Olu-led administration.

He emphasized that achieving 100 percent metering across the state is both necessary and achievable, describing it as a critical tool for transparency, customer protection, accountability, and the effective functioning of the electricity market.

The Honourable Commissioner further stressed that all interventions in the power sector must align strictly with the THEMES+ Agenda of Governor Babajide Sanwo-Olu, which prioritizes infrastructure development, economic growth, and improved quality of life for Lagos residents.

He noted that the State Government is guided by established policy and planning instruments, which include Intergrated Resources Plan, which provides a clear roadmap for sustainable energy development and long-term power security.

Ogunleye underscored the importance of accountability and openness in the electricity value chain, stating that the era of opaque practices must give way to transparency and responsibility.

He declared that the State is deliberately bidding farewell to the culture of darkness, adding that this transition requires a change in mindset and attitude by all stakeholders regarding how power sector solutions are conceived, presented, and implemented.

Also present at the meeting, the Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, aligned fully with the Honourable Commissioner’s position, emphasizing the need for collaboration, regulatory compliance, and data-driven planning to ensure efficient and sustainable electricity delivery across the State.

In his remarks, the Chairman of Transgrid Enerco, Mr. Olubunmi Peters, reaffirmed the company’s readiness to partner with the Lagos State Government to deliver reliable, affordable, and sustainable electricity.

He stated that Transgrid Enerco is open to strategic collaborations and investments that will enhance network capacity, accelerate metering deployment, and support the State’s vision of becoming a globally competitive megacity.

Lagos Unveils Bold Vision for Africa’s Gemstone Future at GGCE 2025

The Lagos State Government has reiterated its dedication to developing a world-class, sustainable, and innovation-driven gemstone and jewelry industry. This commitment was underscored at the 2025 Gemstone and Jewelry Conference and Exhibition (GGCE), held at the Oriental Hotel from November 26th to 28th.

The statement was issued by the Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, ably represented by
Geologist Oluremi Williams, A Director in the Solid Minerals Department, Office of Mineral Resources, Ministry of Energy and Mineral Resources. She delivered the keynote address and aligned Lagos State’s vision with the conference theme, “Accelerating Collaboration for Sustainable Gold and Gem Development in Africa.”

The Geologist as well as Mining Engineer, stated that although Lagos is globally recognized as a powerhouse of commerce, innovation, and technology, the State is now deliberately spotlighting its untapped mineral wealth, which includes clay, silica sand, bitumen, gravel, and recently discovered crude oil.

Williams noted that the responsible development of these resources will be vital in diversifying the State’s economic landscape.
“Rarely do people associate Lagos with the deep, earth-borne treasures within our reach. Today, we are here to change that narrative,”

She further outlined the State’s bold long-term plan to build a fully integrated gemstone and jewelry ecosystem, positioning Lagos as a continental hub for exploration, cutting, polishing, grading, certification, design innovation, and global market access.
According to her, the Lagos State Government is advancing a focused three-point agenda: Creating a Conducive Policy Environment, Building Critical Infrastructure and Fostering Strategic Partnerships.

The Mining Engr. reaffirmed the government’s commitment to supporting jewellers, artisans, and miners across the entire value chain:
“Your government sees you.

Adding that "We are committed to providing the tools, training, and platforms you need to compete on the global stage.”
In closing, she highlighted that Lagos’ true wealth lies not only in its mineral deposits but also in the creativity, craftsmanship, and resilience of its people.

SANWO-OLU REITERATES ZERO TOLERANCE FOR ENVIRONMENTAL INFRACTIONS
..LASG Calls for Eco-Friendly Dredging/mining Practices and Total Compliance from Operators

In a decisive move to safeguard the environment, promote sustainable development, and protect vulnerable communities across the state, Sanwo-Olu-led-administation, has reaffirmed its administration’s zero tolerance policy towards environmental infractions, particularly those arising from unregulated dredging and mining activities.

This renewed commitment was emphasized during an on-site monitoring and enforcement visit with partnership with the local govt. Chairman of ibejulekki ,Hon.sesan Olowa who also doubles as the chairman of conference 57,to various dredging locations, undertaken by the Governor’s representative, the Special Adviser on Mineral Resources, Engr. Abiola Olowu. The inspection was aimed at assessing the level of compliance by operators, ensuring environmental standards are upheld, and mitigating the adverse impacts of unchecked dredging on host communities.

Engr. Olowu, speaking on behalf of the Governor, expressed serious concern over the rising complaints & petitions from residents about the negative effects of indiscriminate dredging activities. He stated that the administration would no longer condone practices that degrade the environment, obstruct access roads, or endanger the well-being of citizens.
“We have received numerous letters from communities lamenting the nuisance and inconvenience caused by dredging operations in their localities,” he said. “It is highly irresponsible and unfair for operators to carry out their business activities in a manner that causes hardship to law-abiding residents, damages road infrastructure, and disrupts community peace. Henceforth, we demand 100 percent compliance with environmental and operational standards. Any operator found defaulting will face the full weight of the law.”
The Special Adviser noted that the inspection exercise specifically targeted sites where unregulated dredging has led to severe environmental degradation, including erosion, sedimentation of waterways, pollution of the Lagos Lagoon, and increased flooding risks. These activities, he said, have also resulted in loss of livelihoods, poor living conditions, and health hazards due to dust and water contamination.

Consequently, Engr. Olowu announced that immediate stop-work orders had been issued to operators who failed to meet the stipulated requirements, pending full compliance with mandatory road rehabilitation and environmental remediation measures.
“While the Lagos State Government encourages legitimate business operations, we must also ensure that the safety, comfort, and health of our residents are not compromised,” he emphasized. “We are not here to stifle economic activities, but to ensure that such activities are conducted responsibly, with due consideration for the environment and the communities in which they operate.”

Also speaking during the exercise, the Executive Chairman of Ibeju-Lekki Local Government, Engr. Abdullahi Olowa, represented by his Chief of Staff, Mr. Issa Olayinka, lamented the infrastructural damage and safety risks caused by overloaded haulage trucks operating within the area. He explained that constant sand spillage, road deterioration, and drainage blockages have continued to strain the resources of both the State and Local Government, which has had to undertake repeated clearing and sand evacuation to maintain road access.

Olowa reaffirmed the Local Government’s readiness to collaborate with the Office of Mineral Resources, Ministry of Energy and Mineral Resources, enforcing compliance, ensuring public safety, and securing sealed dredging sites.
“We will continue to support the state government’s enforcement drive to restore environmental sanity. We have also strengthened our security surveillance in the affected areas to ensure that operators do not violate the closure order,” he said.

Director Solid Mineral Department, Geologist Emilio Cardozo, added that "The Sanwo-Olu administration reaffirmed its unwavering commitment to ensuring a cleaner, safer, and more resilient Lagos, where economic growth is balanced with environmental sustainability and the welfare of all citizens.

During the visit, several residents trooped out to commend the State Government for the prompt intervention. A resident of Abijo community, Mr. Alli, narrated how his residence has been repeatedly flooded due to water spillage from heavy-duty trucks, despite his personal investments to make his home habitable. Other residents also lamented the difficulty of commuting, as deteriorated roads have forced them to rely on costly commercial motorcycles to access their homes.
They expressed optimism that the government’s intervention would bring lasting relief and restore normalcy to their communities.

The Lagos State Government has, therefore, directed that the closure of non-compliant dredging sites takes immediate effect, pending full adherence to road maintenance obligations and environmental protection standards.
