KOGI GOVT REAFFIRMS BAN ON CASH COLLECTION, ROADBLOCKS, UNVEILS NEW CONSULTANT FOR DAILY TICKETING

By Muhammad Mukhtar Idris

The Kogi State Government has reaffirmed its ban on cash collection and the mounting of roadblocks for revenue collection, while unveiling a new operational framework for the Infrastructure Maintenance Levy (IML), now reclassified as Daily Ticketing under the new national tax reform laws.

The government also formally unveiled Solution Network Consults as the new consultant to manage Daily Ticketing across the state.

This was disclosed on Wednesday, September 16, 2026, during a stakeholders’ engagement on IML/Daily Ticketing held at the Corporate Headquarters of the Kogi State Internal Revenue Service (KGIRS) in Lokoja.

The meeting, convened by KGIRS, was attended by the Executive Chairman of the Service, Dr. Sule Salihu Enehe; the Special Adviser to the Governor on IGR, Dr. Rahman Nasir Ichanyi; directors of KGIRS; the management of Solution Network Consults, led by its Chief Executive Officer (CEO), Chief Yomi Charles, alongside Chief Richard Asaje; and leaders of transport unions, including the NURTW, Okada Riders Association and Tricycle Owners Association.

In his opening remarks, the Executive Chairman of KGIRS said the engagement was necessary to formally introduce the new consultant to critical stakeholders and build consensus on collection modalities, rates and partnership.

Dr. Enehe recalled that about two years ago, the state banned unions from collecting revenue on the roads. He said that even before the National Tax Reform took effect, Governor Ahmed Usman Ododo had insisted on a peaceful and inclusive model of revenue collection.

He explained that while some states had completely proscribed union involvement in revenue collection, Kogi adopted a more humane approach. According to him, the governor directed that since unions would no longer collect revenue on the roads, a percentage of what legitimately accrues to the state should be shared with them to sustain their operations.

The Chairman announced that the tenure of the former consultant had ended and that, following a competitive bidding process, Solution Network Consults emerged as the successful bidder.

On enforcement, Dr. Enehe warned that cash collection and the mounting of roadblocks for revenue collection are now criminal offences under the law. He disclosed that the Federal Government was finalising plans for a national task force to arrest offenders across the country.

He added that the relevant law was signed in Kogi State on December 31, 2025, making the state the fourth in the country to domesticate it.

Dr. Enehe also disclosed that KGIRS had deployed a fully automated tracking system to monitor revenue collection.

“As we speak, you can buy your ticket for the whole month. Even if you give cash to an agent on the road, that cash cannot be diverted again because I will see it on my dashboard. The system is automated to that level,” he said.

He urged stakeholders to approach discussions on the new rates with an open mind, citing the impact of inflation on the cost of goods and services.

“From my office here to Ganaja Junction, how much did we pay two years ago and how much do we pay now? A bag of cement that was N5,000 is now N15,000. One naira of something consistently is better than N100 of nothing. Don’t come with a fixed mind. If you shift, I will shift, for the benefit of our state,” he said.

The Special Adviser to the Governor on IGR, Dr. Rahman Nasir Ichanyi, commended KGIRS for organising the engagement, stressing the need for revenue to be collected fairly, transparently and conveniently.

Dr. Ichanyi identified five guiding principles for Daily Ticketing: transparency, elimination of multiple taxation, the use of technology, stakeholder cooperation and accountability.

He called for proper sensitisation on the new rates, grassroots enlightenment to prevent unauthorised charges, and the establishment of a clear feedback mechanism through which taxpayers can report misconduct.

Earlier, the Director of Income Tax, Mr Emmanuel Yusufu, explained that the IML was not affected by the tax reform, except for the change in name to Daily Ticketing.

He added that the Service had been in transition for four months before selecting Solution Network Consults following a due evaluation process.

Responding on behalf of the new consultant, the Chief Executive Officer of Solution Network Consults, Chief Yomi Charles, alongside Chief Richard Asaje, thanked KGIRS and the transport unions for their support and pledged to optimise revenue collection without harassing citizens.

The meeting ended with an interactive session during which union leaders raised concerns about rates and welfare.

Dr. Enehe assured the stakeholders that previous agreements would be respected and improved upon, with the aim of establishing a transparent and taxpayer-friendly system capable of supporting the funding of infrastructure and public services.

KGIRS HOSTS TRIPARTITE MEETING WITH VIO, FRSC TO STRENGTHEN MOTOR VEHICLE ADMINISTRATION AND COMPLIANCE

By Muhammad Mukhtar Idris

The Kogi State Internal Revenue Service (KGIRS) has hosted a tripartite stakeholders’ meeting involving officials of the Vehicle Inspection Office (VIO) and the Federal Road Safety Corps (FRSC), as part of ongoing efforts to strengthen motor vehicle administration, road safety and tax compliance across the State.

The quarterly meeting, which brings together the three agencies with responsibilities around motor vehicle administration, focused on deepening collaboration and strengthening enforcement strategies to elicit greater compliance among motorists and other stakeholders within the transport sector.

The engagement was particularly considered timely as the State enters the ember months and approaches the end of the year, a period traditionally associated with increased vehicular movement and heightened road safety concerns.

Discussions at the meeting centred on ensuring safer and more secure roads through improved coordination among the agencies, while also strengthening joint efforts towards the enforcement of relevant statutory obligations and improved compliance with government revenue requirements.

The tripartite arrangement provides a platform for the agencies to share information, coordinate their activities and address areas of concern within the motor vehicle administration system, thereby promoting a more efficient and compliant motoring environment.

The meeting further reaffirmed the commitment of KGIRS, VIO and FRSC to sustained inter-agency collaboration, particularly during the ember months, to safeguard lives and property on the roads while ensuring that motorists fulfil their lawful obligations.

The stakeholders agreed that continued cooperation remains essential to achieving effective motor vehicle administration, improved road safety and enhanced compliance in Kogi State.

The newsletter was formally presented on Thursday, September 10, 2026, by the Head of the Corporate Affairs Department, Muhammad Mukhtar Idris, to the Executive Chairman of KGIRS, Dr. Sule Salihu Enehe, his Management team, and the Special Adviser to the Governor on Internally Generated Revenue, Dr. Rahman Nasir Ichanyi.

The presentation marked another milestone in the Service’s continuous efforts to strengthen public communication, preserve institutional records, and deepen engagement with taxpayers and other stakeholders.

Receiving the publication, the Executive Chairman, Dr. Sule Salihu Enehe, commended the Corporate Affairs Department for its consistency in producing the newsletter and for using the platform to project the image, activities, and achievements of the Service to the public.

Enehe noted that the annual publication has become an important communication tool through which the Service tells its story, showcases its reforms, and provides the public with a better understanding of its mandate and contribution to the development of Kogi State.

The Executive Chairman’s commendation underscores the growing importance of strategic communication in modern tax administration, where public understanding, trust, and access to accurate information are essential to achieving sustainable voluntary compliance.

The 2026 edition offers readers a rich collection of stories, features, educational materials, and institutional reports covering major developments in Kogi’s revenue and economic landscape.

Among the prominent features is “Inside the KGIRS Reforms: The Leadership Behind Kogi’s Revenue Transformation,” which takes readers into the policy and administrative changes that have continued to reshape the Service and its approach to revenue mobilisation.

The publication also takes readers into emerging business and entrepreneurial conversations, including a story on the new Managing Partner of Kogi Fashion Hub, who appealed to the State Government for funding to revive the hub while highlighting its reported potential for significant annual revenue.

Also featured are “Executive Chairman, KGIRS, Pays Courtesy Visit to Honourable Minister of Finance,” “KGIRS Chairman Charges Nigerian Youths to Build Resilient Businesses Through Knowledge, Innovation,” and a collection of “Tax Quotes” designed to make tax-related knowledge more accessible and engaging.

Beyond documenting events, the 2026 newsletter serves as an institutional memory of the Service’s journey, capturing the people, policies, programmes, engagements, and ideas shaping KGIRS at a time of significant transformation in Nigeria’s tax administration landscape.

For taxpayers, stakeholders, researchers, staff, and members of the public, the publication promises to be more than a compilation of news stories. It is a reference material that brings together key developments in revenue administration, taxpayer education, institutional reforms, staff development, and the wider economic aspirations of Kogi State.

Speaking on the significance of the publication, the Head of the Corporate Affairs Department, Muhammad Mukhtar Idris, reaffirmed the department’s commitment to sustaining a culture of effective communication and public education.

He noted that the Corporate Affairs Department would continue to deploy every available communication channel to project the positive image of KGIRS, communicate its reforms clearly, and bridge the information gap between the Service and taxpayers.

The 2026 edition therefore represents another deliberate step by the Corporate Affairs Department towards keeping the public informed, strengthening confidence in the Service, and ensuring that KGIRS’s transformation is properly documented for present and future generations.

With its blend of institutional stories, reform-focused features, taxpayer education materials, human-interest reports, and insights into Kogi’s economic development, the 2026 KGIRS newsletter promises to be a compelling read and a publication worth keeping for years to come.

The Corporate Affairs Department has consequently reiterated its readiness to continue telling the KGIRS story, projecting the image of the Service, and advancing taxpayer education as an essential tool for voluntary compliance and sustainable revenue growth in Kogi State.

KOGI GOVT DECLARES MDA REVENUE AUTOMATION MANDATORY, SETS AMBITIOUS N66 BILLION TARGET FOR 2027

By Muhammad Mukhtar Idris

The Kogi State Government has declared the full automation of revenue collection across all Ministries, Departments and Agencies (MDAs) mandatory and non-negotiable, as the Kogi State Internal Revenue Service (KGIRS) kicked off its pre-budget engagement with State MDAs ahead of the 2027 fiscal year.

The declaration was made by the Special Adviser to the Kogi State Governor on Internally Generated Revenue, Dr. Rahman Nasir Ichanyi, who represented the Executive Governor at the strategic meeting held in Lokoja.

Dr. Ichanyi said the Governor’s top priority is to ensure that all revenue collection processes across the State’s MDAs are fully digitised, describing automation as critical to achieving transparency, accountability and sustained growth in the State’s Internally Generated Revenue (IGR).

He was emphatic that automation is not optional, stressing that it must be achieved across all MDAs to eliminate leakages, improve accountability and provide a transparent system for tracking revenue generation in real time.

Earlier, the Executive Chairman of the Kogi State Internal Revenue Service (KGIRS), Dr. Sule Salihu Enehe, underscored the importance of the pre-budget meeting as a platform for KGIRS and the MDAs to critically review revenue performance and develop realistic, data-driven strategies for the 2027 fiscal year.

The Executive Chairman, who was represented by the Director of Income Tax, Mr. Emmanuel Yusufu, acknowledged the strong working relationship and synergy that have existed between KGIRS and the State MDAs over the past five years, describing the collaboration as instrumental to the progress recorded in revenue administration.

He, however, charged the MDAs to significantly ramp up their productivity in revenue generation in light of the State’s ambitious N66 billion revenue target for 2027.

Dr. Enehe disclosed that the State Government still considers it an achievable objective for the State’s Internally Generated Revenue to eventually become sufficient to comfortably meet the salary obligations of its workforce without over-reliance on federal allocations.

The KGIRS Chairman warned that achieving the N66 billion target would be difficult if the MDAs continued at their previous pace of revenue generation. He said the essence of the pre-budget meeting was to return to the drawing board, identify existing gaps and develop workable strategies that would make the target achievable.

He maintained that the success of any budget begins with proper planning and urged the MDAs to be deliberate and strategic in their revenue projections and collection efforts.

The Chairman further assured the MDAs that KGIRS remains open to constructive criticism and recommendations that could improve the budget process and make the 2027 revenue target realistic and achievable.

He also directed the MDAs to conduct a thorough SWOT analysis of their respective subordinate units and revenue-generating structures, with a view to identifying their strengths, weaknesses, opportunities and threats, and deploying the findings to maximise productivity.

The pre-budget meeting provided a robust avenue for KGIRS and the State MDAs to review existing revenue performance, identify operational challenges and explore innovative, technology-driven approaches towards strengthening internally generated revenue in preparation for the 2027 fiscal year.

The engagement further reinforced the commitment of the State Government and KGIRS to building a more efficient, transparent and technology-driven revenue administration system capable of supporting the State’s development aspirations and delivering improved services to the people of Kogi State.

KGIRS REWARDS TOP-PERFORMING STAFF WITH TAX AUDIT, INVESTIGATION WORKSHOP TO BOOST REVENUE GENERATION

By Muhammad Mukhtar Idris

The Kogi State Internal Revenue Service (KGIRS) has commenced a three-day capacity-building workshop for staff of the Internal Audit and Tax Audit Departments, alongside selected high-performing staff from other departments and Area Tax Offices, as part of efforts to strengthen revenue generation and prepare the Service for its ambitious N66 billion 2027 revenue target.

The workshop, themed “Techniques in Tax Audit and Investigation: Applying the New Tax Laws, 2025, to Enhance Revenue Generation,” is designed to equip participants with practical knowledge and techniques for leveraging the provisions of the new tax laws to identify and recover outstanding tax liabilities, improve compliance and maximise the revenue accruable to the state.

An interesting dimension to the training is the inclusion of staff outside the Internal Audit and Tax Audit Departments. Management explained that the selected staff were drawn from other departments and Area Tax Offices because they emerged as top performers in the most recent performance and assessment test conducted across the Service.

The initiative, according to the management, reflects the commitment of the Executive Chairman of KGIRS, Dr. Sule Salihu Enehe, FCA, FCTI, to recognising and rewarding excellence among staff, while simultaneously investing in their professional development.

The workshop, therefore, serves a dual purpose: rewarding outstanding performance and equipping the beneficiaries with additional knowledge and skills required to contribute more effectively to the Service’s revenue objectives.

Speaking at the opening of the workshop, the Executive Chairman, Dr. Sule Salihu Enehe, commended the participating staff for their commitment and described training and human capital development as a major priority of the Service.

Dr. Enehe, who was represented by the Director of Income Tax, Mr. Emmanuel Yusufu, noted that KGIRS remains one of the agencies in the state that invests significantly in continuous staff training, stressing that regular capacity development is necessary to keep personnel abreast of emerging trends, legislation and technology in taxation.

According to him, the Service is deliberately strengthening its workforce in preparation for the 2026 and 2027 revenue drive, particularly the N66 billion revenue target projected for 2027.

The Executive Chairman emphasised that the training would enable staff to better understand and apply the provisions of the new tax laws in the course of their duties, particularly in the areas of tax audit, investigation, liability assessment and recovery.

Also in attendance was the Special Adviser to the Governor on Internally Generated Revenue, Dr. Rahman Nasir Ichanyi, who commended KGIRS management for organising the workshop.

Dr. Ichanyi observed that although the subject of tax audit and investigation was not entirely new, the consultancy firm had brought fresh perspectives and new insights to the subject through its approach to the training.

He urged the Tax Audit staff, in particular, to translate the knowledge gained from the workshop into more results.

The training sessions focused on critical areas including an overview of the Tax Act 2025, risk-based tax auditing, back-duty investigations, tax crimes, core tax investigation techniques, the role of artificial intelligence in revenue generation, tracking tax evaders through intelligence systems, financial and tax analysis of bank statements, and other contemporary approaches to tax audit and investigation.

The sessions are being facilitated by Balogun Abdulrasheed & Co. Consultancy Firm, with several resource persons led by Dr. Abdulrasheed Balogun, FCA, ACTI, bringing their expertise to bear on the different aspects of tax audit, investigation and revenue intelligence.

The workshop underscores the Service’s strategy of combining performance recognition, continuous professional development, technology and effective application of tax laws to build a more efficient revenue administration system.

By rewarding high-performing personnel while simultaneously strengthening their technical capacity, KGIRS is positioning its workforce to more effectively identify tax leakages, recover liabilities, improve compliance and ultimately contribute to the realisation of the state’s revenue aspirations.

Dr. Sule Salihu Enehe's contribution represents only five years of Kogi's 35-year journey, but it is a chapter that demonstrates what focused leadership, institutional commitment and the effective mobilisation of resources can contribute to the growth of a State.

Today, we celebrate Kogi State at 35; its past, its progress, its people and its possibilities.

We celebrate every hand that has contributed to the Kogi story and every leader who continues to add a meaningful chapter to its journey.

KGIRS CHAIRMAN CHAMPIONS WOMEN IN TAXATION, CONGRATULATES HAJIA HASSANAT ENEHEZEYI SALAWU AS PIONEER SWIT COORDINATOR IN KOGI

By Muhammad Mukhtar Idris

The Executive Chairman of the Kogi State Internal Revenue Service (KGIRS), Dr. Sule Salihu Enehe, has called for increased participation of women in taxation, describing their growing involvement in the sector as a strategic development that will further strengthen tax administration and boost compliance across the state.

Dr. Enehe made the remarks on Tuesday during the inauguration of Hajia Hassanat Enehezeyi Salawu as the pioneer Coordinator of the Society of Women in Taxation (SWIT), Kogi State Chapter. The event was held at the KGIRS headquarters in Lokoja.

The inauguration ceremony was attended by representatives of the national body of SWIT from Abuja, as well as members of the newly constituted Kogi State executive committee, who were also formally sworn in.

While congratulating Hajia Hassanat on her emergence as the first Coordinator of SWIT in Kogi State, the KGIRS Chairman expressed strong confidence in her capacity to provide visionary leadership and deliver impactful results in her new role.

He noted that women are increasingly playing active and influential roles in taxation nationwide. He acknowledged their unique contribution to improving tax compliance, stressing that their engagement often fosters a more understanding, empathetic and collaborative relationship between tax authorities and taxpayers.

Dr. Enehe urged the new SWIT leadership to work closely with all relevant stakeholders and to contribute meaningfully to the advancement of taxation in Kogi State. He assured the Coordinator of his full support and expressed optimism that she would succeed in advancing the mandate of the society.

The inauguration also marked the formal constitution of the Kogi State SWIT executive committee. Members of the committee were charged with promoting the objectives of the society, advancing the professional development of women in taxation, and driving greater participation of women across all levels of tax administration.

The Special Adviser to the Governor on Internally Generated Revenue, Dr. Rahman Nasir Ichanyi, said the impact of taxpayers’ contributions is clearly evident in the ongoing development across Kogi State.

Dr. Ichanyi emphasised that taxpayers’ money is actively at work in the state, and noted that the administration of His Excellency, Governor Ahmed Usman Ododo, remains committed to the prudent utilisation of public revenue for the benefit of the people.

He therefore invited the national representatives of SWIT from Abuja to, on their next visit to Kogi State, embark on a sightseeing tour of key development projects. He said such a visit would enable them to witness, firsthand, how public resources are being deployed to transform infrastructure and service delivery in the state.

The event concluded with goodwill messages from stakeholders and a renewed commitment to strengthening women’s participation in taxation and supporting the continued modernisation and transformation of tax administration in Kogi State.

Inside the KGIRS Reforms: The Leadership Behind Kogi's Revenue Transformation

By Muhammad Mukhtar Idris

Some public sector leaders distinguish themselves not through loud rhetoric but through measurable results. Dr. Sule Salihu Enehe, Executive Chairman of the Kogi State Internal Revenue Service (KGIRS), belongs to that category. Since assuming office, he has quietly led one of the most significant revenue administration reforms in Kogi State, transforming the Service into a modern, technology-driven institution anchored on transparency, accountability and efficiency.

Before his appointment, KGIRS faced the challenge of improving internally generated revenue and strengthening public confidence in the tax system. Having previously served as Director of Tax Audit and Compliance, Dr. Enehe brought to the role extensive professional experience as a chartered accountant and tax administrator, coupled with a deep understanding of revenue administration.

Upon his appointment as Acting Executive Chairman of the Kogi State Internal Revenue Service (KGIRS) in 2021, Dr. Sule Salihu Enehe inherited a Service generating an average monthly internally generated revenue (IGR) of about ₦750 million. Through sustained reforms, enhanced compliance and institutional strengthening, monthly collections have since grown to approximately ₦3.5 billion.

The Service exceeded ₦18 billion in revenue in 2022 and subsequently surpassed its ₦23 billion target for 2023. With the Kogi State Government setting an ambitious ₦50 billion target for 2026, many stakeholders believe the objective is achievable, given the steady progress recorded under the current leadership.

A defining feature of Dr. Sule Salihu Enehe's administration has been the modernisation of tax administration through digital innovation. The introduction of electronic taxation, online payment platforms and a centralised revenue management system has simplified tax payment, reduced leakages and minimised unnecessary human interface. These reforms reflect not only his practical experience in tax administration but also his academic grounding, having earned a PhD in Accounting with a doctoral thesis titled "Digitalisation of Tax Collection: A Seamless Approach." The research provided valuable insights into technology-driven revenue administration, helping to shape a reform agenda that has strengthened efficiency, transparency and taxpayer confidence across the Service.

The reforms have also strengthened taxpayer confidence by promoting greater transparency in revenue collection and management. Revenue administration is conducted strictly within the provisions of the Kogi State Revenue Harmonisation Law, while all government revenue accounts remain under the statutory control of the Office of the Accountant-General. Regular publication of revenue performance has further enhanced public accountability and reinforced confidence in the system.

The emphasis on institutional reforms has been complemented by stronger internal controls and improved compliance mechanisms. Enhanced monitoring processes, clear disciplinary procedures and adherence to established regulations have helped strengthen operational integrity across the Service.

Rather than relying on blanket enforcement, KGIRS now adopts a data-driven approach to tax administration, identifying underperforming sectors while encouraging voluntary compliance through education and engagement. This balanced strategy has significantly improved the relationship between the Service and taxpayers.

Beyond revenue growth, Dr. Enehe has championed taxpayer education across the state. Through sustained sensitisation campaigns in markets, educational institutions, business communities and the media, the Service has continued to promote taxation as a shared civic responsibility that supports the delivery of public services and infrastructure.

To improve service delivery, KGIRS established a taxpayer complaints desk and dedicated communication channels to resolve concerns promptly and professionally. The introduction of QR-coded receipts, simplified payment processes and reduced paperwork has further enhanced convenience for taxpayers.

Internally, significant investments have been made in staff development. Many officers of several cadres have benefited from continuous training programmes within and outside the state, covering tax administration, ethics, public finance, compliance, customer relations and professional development.

The Service has also strengthened staff welfare through improved working conditions, timely payment of entitlements, enhanced health support and the replacement of obsolete office equipment across area offices. Promotions and career progression are increasingly driven by merit, competence and professional development.

Dr. Enehe is equally recognised for his accessible leadership style. His regular visits to area offices and direct engagement with staff have fostered stronger teamwork, improved morale and reinforced a culture of accountability throughout the organisation.

The impact of these reforms extends beyond revenue statistics. Increased internally generated revenue has strengthened the state's fiscal capacity, enabling greater investment in critical sectors such as infrastructure, healthcare, education and other public services.

Throughout his career spanning more than three decades, Dr Sule Salihu Enehe has built a reputation for professionalism, diligence and institutional leadership. His stewardship of KGIRS demonstrates how technology, sound governance and strategic reforms can work together to improve public sector performance.

Today, KGIRS stands as an example of what can be achieved through visionary leadership, innovation and unwavering commitment to public service. The transformation of the Service reflects not only impressive revenue growth but also the successful establishment of a more transparent, efficient and taxpayer-friendly revenue administration system.

As the Service continues its reform journey, stakeholders remain optimistic that the foundation laid under Dr. Enehe's leadership will sustain further improvements in revenue generation, institutional excellence and service delivery for the people of Kogi State.
