My Scorecard as Speaker of the 9th Benue Assembly

SCORECARD AS 9TH BENUE ASSEMBLY UNDER TITUS UBA CLOCKS 3 YEARS
It was Calvin Coolidge who said " one with the law is a majority". He was emphasizing the significance of the law and legislation in our societies which Benue state is not an exception.
The 9th Benue State House of Assembly under the leadership of Rt. Hon. Titus Uba came into being on 3rd of June, 2019 and immediately swung into action to make laws that would have direct impact on the citizenry and to return the state to a system of checks and balances that would thrive in an environment of mutual respect and harmony of government, thereby restoring public confidence in the legislature through transparency, openness and public partnership.
As Nigerians are set to celebrate Democracy Day on 12th of June, 2022, the occasion is also remarkable to Benue lawmakers as they are also celebrating three years of providing quality representation at the State legislative Chambers.
In order to legislate effectively, the Benue Assembly under Uba adopted a legislative agenda that engenders positive changes in social justice, sustainable economic growth and development, job creation, gender equity, educational reforms, anti-corruption, sustainable agricultural development, food security, public health and welfare of Internally Displaced Persons among others, using all legislative tools of intervention at its disposal.
The leadership of the 9th Assembly equally constituted standing committees to facilitate these policy objectives, and was duty bound after its inauguration to screen members of the state executive council and other appointees in 2019, an assignment they executed perfectly to enhance the smooth take off of the 2nd term of the Ortom administration.
It has also left no stone unturned to ensure that the several bills they pass provide real solutions to issues confronting the state, estimated at about fifty-three, some of which have been passed and assented to by the governor, while many others are still at various stages of development.
The 9th Assembly reviewed and repealed the College of Advance and Professional Studies Laws of Benue state 2004 and made provision for the establishment of the Akawe Torkula Polytechnic, Makurdi with a view to introducing new courses and ensuring infrastructural expansion and quality technical education.
Other bills include, the conversion of the then Akperan Orshi College of Agriculture Yandev from a Monotechnic to a Polytechnic and repeal of the School of Nursing and Midwifery Law to transfer the premises, physical facilities and documents of the school to the College of Health Sciences, Benue State University Makurdi.
Having realised the relevance of the law in maintaining peace, security as well as facilitating growth and development, the 9th Benue Assembly enacted a plethora of laws that would not only regulate human conduct but also protect the lives and interest of Benue people. Among the laws is the amendment of the Open Grazing Prohibition and Ranches Establishment Law of 2017. The 9th Assembly has been dutifully supportive to the executive to ensure that the law prohibiting open grazing in the state is not repealed, rather, the law was reviewed to provide stiffer penalties for offenders.
The prohibition of open grazing in the State was informed by the belief that the numerous violent confrontations between herders and farmers were occasioned by unrestrained grazing of cattle, culminating in the destruction of farm produce of Benue farmers. The law therefore prohibits open rearing and grazing of livestock and calls for ranching of livestock. Today, other States of the Federation have taken a cue from Benue as ranching remains the best form of animal husbandry.
The Titus Uba-led Assembly, being aware of the maxim, "health is wealth", enacted the Highly Infectious Disease Bill 2020 when coronavirus surfaced. The law seeks to prevent and contain the spread of the virus and other infectious diseases in Benue State. This was followed by a Bill for a Law to Establish the Benue State Institute for Cancer Research and Treatment, to Provide for the Promotion, Aid, Coordination of Research And Prevention of Cancer, 2021.
On financial stability, the 9th Assembly legislated three bills namely, a Bill for a Law to Further Amend the State Internal Revenue Law 2015; a Bill for a Law to Provide for the Management of Funds Accruing to the Benue State Judiciary from the Consolidated Revenue Fund of the State to Ensure Accountability, Transparency, Effective and Efficient Utilization of the Funds; and a Bill for a Law to Establish the Offices of the Auditors-General of the State and Local Governments to provide additional powers and functions to the offices as well as to establish the State Audit Service Commission and repeal the audit law of 1981 and 1996.
Meanwhile, a Bill for a Law to Amend the Community Volunteer Guards in Benue State 2004 was amended to tackle the problem of insecurity in the state.
Apart from the enactment of several bills, The State House of Assembly under Titus Uba has also received and considered copious petitions and member motions of public importance with resolutions and interventions promptly entertained on the floor of the house from concerned authorities.
The leadership of the 9th Benue Assembly also understands that a cordial relationship between the legislature and the executive is fundamental and that a harmonious working relationship is central to the attainment of good governance.
This explains why the 9th Benue Assembly under the leadership of Rt. Hon. Titus Uba has chosen to tread the path of cordiality with the executive to enhance good governance in the State.
Speaker Uba has equally built a wonderful working relationship with his colleagues in the House. This accounts for the high rating of the 9th Benue Assembly as the most peaceful and result-oriented since the return of democracy in 1999.
Emanating from the above track record of achievements within three years, the 9th Benue State House of Assembly led by Rt. Hon. Uba must be given a pat on the back to enable it to sustain the tempo of quality legislation.
