GOVERNMENT PUBLIC ANNOUNCEMENT.

The Government of Abia State has been following the developments resulting from the deliberate obstruction and total blockage of the Port Harcourt -Enugu Expressway by Operators of the Heavy Duty Trucks/Articulated Vehicles who are members of various Motor Unions and Associations since the 7th of November,2022 which has caused unbearable hardship to other road users.

Government of Abia State represented by the Hon.Commissioner for Transportation, Chief Godswill Uche Nwanoruo in company of the Area Commander, Nigeria Police,Aba,the Commander of the Counter Terrorism Unit(CTU), the Commander of the Rapid Response Squad(RRS)and the Coordinator of the DSS Osisioma Ngwa LGA,DPO, Osisioma Ngwa and DPO World Bank Police Station,Abayi-Osisioma Ngwa LGA was at the location these transporters chose to occupy the road and prevent Vehicular movement.

The Hon.Commissioner for Transportation approached the protesting individuals and their Leaders and conveyed the preparedness of Government to provide immediate palliative measures to reclaim the bad spots of the road bearing in mind that rehabilitation work is ongoing on the said road by Federal Government Contractors who have also returned to Site as the dry season has set in.

Government expresses displeasure and disappointment that in spite of the promise made to the protesting individuals to remedy the situation,they went ahead to block the Osisioma Ngwa Interchange Axis with their Trucks, which took the intervention of the Joint Operation of the of the Police led by the Area Commander,Aba to dislodge them.

The Hon.Commissioner for Transportation wishes to advise those concerned in this ill-advised adventure to stand down and resist the temptation to seek self help,as Government will not tolerate further breach of Public Peace,Law and Order and Free flow of traffic on our roads.

Government PUBLIC ANNOUNCEMENT

The Abia State Government has expressed deep concern over the recent activities of some Motor Transport Unions in the State, that pose a security threat at Peace Mass Transit Loading Bay within Ariaria International Market Axis, Aba

To avoid the escalation of further fracas in the environs, the Hon. Commissioner for Transportation, Chief Godswill Uche Nwanoruo has called on all parties involved to desist from further actions that would lead to breakdown of
law and order in the said Motor Park.

The Commissioner further directed the immediate closure and vacation of the said Loading Bay till further notice.
He also urged all concerned to adhere strictly to this directive as failure will attract the full weight of the law.

PRESS RELEASE

A 13-man Committee on Maritime/Seaport Matters has been inaugurated in Abia State.

Inaugurating the committee in his office recently, the Commissioner for Transportation, Chief Godswill Uche Nwanoruo, emphasized the need to increase the state's sources of internal revenue generation, to meet the yearnings of Abia Citizens.

He charged the committee to work in tandem with the newly created Maritime Division in the Ministry, to harness and maximize the advantages presented by the Waterways.

The committee was mandated to pay advocacy visits to Stakeholders of host communities of Sea and Dry Ports, collate statistical data of the Ports, help to get enabling laws to back up their activities, as well as check mate illegal activities currently going on at those Ports.

The Transportation Boss who assured the Committee of Government's assistance to make their assignment easy, enjoined them to take the assignment seriously, as it is a way of writing their names in Gold in the history of Abia State.

The Waterways to harness include, but not limited to the River Ports at Aba, Owerrenta, Ntugbu, Obuaku, Akwette, Azumini and also Ntigha Dry Port.

Chief Nwanoruo used the forum to announce the sponsorship of five staffers of the Ministry to study Maritime at the State Polytechnic, to improve their skills.

Lending her voice, the Permanent Secretary of the Ministry, Mrs Clara Ijeoma Okere commended members of the Committee for accepting to carry out the onerous assignment that will be beneficial to Abians, and prayed God to see them through.

Responding on behalf of the Committee, its Chairman, Captain Kingsley Akparanta, expressed delight over their choice by Government to carry out such all-important assignment.

He affirmed that Abia is a Maritime State, hence the introduction of related Studies at the Abia Polytechnic, Aba.

Captain Akparanta also disclosed that Coastal Operations have been going on in the State unnoticed, but promised a positive turn around that would upgrade the status of the Ports for economic benefits to the State.

In a vote of thanks, a member of the Committee, Dr Oliver Azubuine, commended
Commissioner Nwanoruo and his management team for their unwavering efforts to ensure the commencement and realization of the Sea Ports in Abia State.

Present at the occasion, were the management staff of the Ministry as well as Chief Issac Ogbonna, JP, an Elder Statesman and a PDP Stalwart.

Press Release

A Task-Force on the Eradication of Illegal Motor Parks at Osisioma Ngwa Interchange/Fly-over has been inaugurated with a charge to rid the Interchange and it's environs of any unwanted activities.

The commissioner for Transportation, Chief Godswill Uche Nwanoruo, while inaugurating the Task-Force, reiterated the Ministry's determination to close all unapproved Motor/Trycycle Parks from Osisioma Modern Motor park to Umuojima junction, with a view to having free flow of traffic into Enyimba City.

Commissioner Nwanoruo recalled the relentless efforts of the Executive Governor, Dr. Victor Okezie Ikpeazu in putting this legacy project in place, and therefore declared the resolve of his Ministry and that of every well-meaning Abian, to appreciate and safeguard this monumental project, which also gave Osisioma an aesthetic look.

The Task Force, which was drawn from various Motor Unions and Stakeholders of the Transportation Sector, was also charged to ensure that motorists obey all traffic rules to avoid mishaps on the road, as well as stick to the mandate given them by the Ministry in the discharge of their duties.

Responding on behalf of the Task-Force, it's Chairman, Hon. Chintua Emmanuel, thanked the Commissioner for finding them worthy of the assignment, and pledged their readiness to compliment Government efforts by putting in their best to do the assignment.

Also speaking, the Chairman of National Association of Road Transport Operators, NARTO, Osisioma Motor Park Chapter, on behalf of other Motor Unions in the Park, assured the Commissioner of their unalloyed support to this government directive aimed at safeguarding lives, maintaing traffic and the beauty of the Interchange and it's environment.

PUBLIC ANNOUNCEMENT

The Government of Abia State has expressed deep concern over the proliferation of Private Loading Bays by commercial transport operators in the State, especially in Aba and Umuahia without authority .

The Honourable Commissioner for Transport , Chief Godswill Uche Nwanoruo by this announcement directs all operators of Private Loading Bays in the State to visit the Ministry of Transport , Umuahia to regularize their operations within seven days (7) of this announcement or face severe consequences including permanent closure of such illegal facilities .

GOODWILL MESSAGE DELIVERED BY THE HONORABLE COMMISSIONER FOR TRANSPORTATION, ABIA STATE ON THE OCCASION OF THE WORKSHOP ON "CRASH INVESTIGATION PROCESSES AND PROCEDURES BY THE FRSC, ABIA STATE COMMAND.

This workshop on ROAD Crash Investigation Processes and Procedures is a Welcome initiative, of the FRSC, and it is among the Core mandate of Abia State Vehicle Inspection Department of the Ministry of Transport which I oversee as the Honorable Commissioner.

Road Transportation is the Life-wire of every Economy to ensure the movement of goods and services from one location to the other. For the smooth running of the transport Sector in Abia State, His Excellency, the Executive Governor of the State, Okezie Victor Ikpeazu( pH. d) has done greatly on road infrastructure to enhance social interactions in trade and commerce and public safety.

we are very much aware of the importance of conducting Road Crash/Accident Investigation which this workshop aims to educate , Sensitize the Stakeholders and Ventilate ideas in this direction .
However, I am grateful that my Ministry is Participating in this Workshop, and strongly believe that adequate efforts will be made to implement the knowledge gathered here for the interest of generating data for Policy making towards mitigating road Crashes on our roads.

TRANSPORTATION: AN ECONOMIC
LIFE WIRE OF STATE OR NATION - THE PERSPECTIVE OF CHIEF GODSWILL UCHE NWANORUO, HON. COMMISSIONER FOR TRANSPORT, ABIA STATE.

My deduction is that life begins and ends with Transportation. It remains the one industry that keeps all other demands as well as the entire social system in constant motion.

It is inconceivable of a situation where transportation does not play a significant role, either in the life of an individual, State or Nation.

In economy, transportation provides and enhances the space, time, quality and quantity of goods and services.

Socially, it also facilitates the formation of variety of spatial patterns of human activities.

Politically, transportation in collaboration with information and communication helps in the governance of a larger a area by a single administration, while promoting uniformity in the application of rules, regulations, laws and justice.

Additional to the direct impact of effective and efficient transportation
are less obvious effects in the promotion of national unity, socio-economic integration, stimulation of sense of oneness and mutual understanding in a culturally diverse society like Nigeria.

Transportation creates labour mobility and eliminates unemployment.

With the VISION in his head, and appreciating the huge benefits of an efficient and effective Transportation System, Chief Godswill Uche Nwanoruo, Hon. Commissioner for Transport, Abia State has a focus and MISSION to transform the Transport System in Abia State into a world class standard, given the requisite resources and time.

Within the limited time the Commissioner has spent at the Ministry of Transport, Chief Godswill Uche Nwanoruo has been able to initiate a couple of policies and programmes which include and not limited to: Completion and inauguration of a Computerized Vehicle Testing Station in Aba (for Road Worthiness) a second one also ready for inauguration at Umuahia under PPP arrangement.

A unified Abia Colour for all commercial vehicles, including Tricycles and Buses is also underway.

The Ministry of Transport has also embarked upon Biometric Data Capturing of all Commercial Vehicle and Tricycles in the State.

Under his watch, the Government is streamlining the operations of Car Wash Bay Operators and Vulcanizers in the cities of Abia. A data base is being created of them.

There is also a policy being pursued by the Hon. Commissioner to legitimize formalize the business of Artisans, Car Dealers and Spare Parts Dealers, recognizing them as SPECIAL TRADE.

The Administration Chief Godswill Uche Nwanoruo has also developed what i today known as RIDERS PERMIT to be issued to Tricycle and Motor cycle Operators.

In a bid to eliminate vehicle overdrive resulting to traffic gridlock and sometimes accidents, the Hon. Commissioner for Transport had introduced Restriction Order on Heavy Duty Trucks/Articulated Vehicles for time of entry into the cities from 6.00am to 9.00pm. This Restriction Order has been in effect since February, 2022 and has earned reasonable compliance.

A Special Duty Taskforce on Transport Matters has been on duty call in both Aba and Umuahia Zones to bring sanity on Abia Roads.

Bus Stops signs and Shelters are springing up along some of our roads, courtesy of the initiative of the Hon. Commissioner for Transport, Abia State.

Discussions and arrangements for Trailer Transit Parks are in the works by the Hon. Commissioner.

I can safely say that Abia State has never had a proactive Commissioner for Transport like there is today.

My friends who deal in the study of "TIME" tell me that "Time is the Acid Test of Value". Time will tell.

The Executive Governor of Abia State, Dr. Okezie Victor lkpeazu has directed Operators of COBIL LOGISTICS and LEVENTIS to remove all Trucks packed along Eziukwu Road from Factory Road junction by Eziukwu,ABA and all Trucks packed along both sides of Enugu- Aba port Harcourt Express way, Osisioma Ngwa LGA axis within 5 days from the date of this announcement . Failure to adhere to and comply with this directive will attract servere consequences.

PRESS RELEASE
Motorists and other road users in Abia State have been advised to always obey traffic light and other road signs, as this would help to decongest traffic and bring sanity in the transportation sector.

The state Commissioner for Transport, Chief Godswill Uche Nwanoruo (Oparaukwu) gave the charge while test- running the traffic light installed at Brass junction, Aba-Owerri Rd.

He was happy with the Governor, Dr Okezie Ikpeazu, for approving the installation of the traffic lights as this would help to ensure free flow of traffic in the city.

The Commissioner was happy that motorists were already complying with, and obeying the the traffic lights.

Chief Nwanoruo urged the motoring public to take their vehicles to the computerised vehicle inspection centre established by the government for testing and certification of road worthiness. He asked for the people's continuous support to the Governor.
