UMUAHIA SOUTH LEGISLATIVE COUNCIL COMMISERATES WITH THE FAMILY OF ENWEREMADU.

On behalf of Umuahia South Legislative Council, Abia State, we commiserate with the family of ENWEREMADU over the demise of His Eminence, Eze ( Sir ) Dr Bernard O. Enweremadu ( EZE- UKWU1 OF NGWA UKWU ) who will be laid to rest on Friday, 17th December, 2021.

"WE ARE ALL DEEPLY SADDENED BY HIS PASSING.
HE WAS AN EMBODIMENT OF TRADITION, CULTURE AND HISTORY AND WE PRAY THAT THE ALMIGHTY GOD WILL GRANT HIS SOUL ETERNAL REST AND HIS FAMILY THE FORTITUDE TO BEAR THE IRREPLACEABLE LOSS".

UMUAHIA SOUTH LEGISLATIVE COUNCIL PLENARY FOR THURSDAY, 16TH DECEMBER 2021.

Welcome to another Legislative Day in the 5th Umuahia South Legislative Council.

The Leader, Hon Dennis I Okorie led Principal Officers into the Hallowed chamber.

The plenary commenced with an opening prayer by the member representing UBAKALA WARD "A" (Deputy Majority Leader of the House), Hon. Abali Nneoma Miriam.

The votes and proceedings of the last plenary of December 2nd 2021 were adopted as a working document of the House in a motion moved by the Majority Leader and Member Representing AHIAUKWU WARD 2, Hon. Ikeri Okechukwu Kenneth and seconded by the Deputy Majority Leader and member representing UBAKALA WARD "A", Hon. Abali Nneoma Miriam.

ANNOUNCEMENT.

1. The Leader, Hon. Chief Dennis I Okorie brought a message from the Executive Chairman of Umuahia South Local Government Area, Engr. Dr Humphrey Chukwudi Benson who frowned at the activities of traders in APUMIRI MARKET who leave their shops to trade by the road sides as well as pavements.
The Leader called on house Committee on works to do the needful towards ensuring that proper action is taken.

2. The Leader read a letter from HRH, Eze Dr. Cyril Ucheaga, ENYI 11 of Laguru Autonomous Community, Ubakala inviting the house to his coronation which comes up on Wednesday, 29th December 2021 with venue at AHIAMORIE SQUARE.
He demanded for the presence of the members of the house as they all will be recognized and appreciated.

3. Another letter from the former Umuahia South Local Government Area Chairman of the Peoples Democratic Party ( PDP ), Elder Chima Iwu inviting the Members of the house to the traditional marriage ceremony of his daughter which comes up on January 5th, 2022 at 10:00am.

MATTERS OF URGENT PUBLIC IMPORTANCE.

Hon. Ikeri Okechukwu Kenneth brought to the notice of the that a particular vehicle that uses the Legislative plate number and the person spotted in that vehicle is in no way a member of Umuahia South Legislative Council.
He further questioned on the rationale behind the issuance of Legislative Plate numbers.

The Leader, Hon. Chief Dennis I Okorie explained that the power of issuance of Legislative Plate numbers resides with him, that so far, most of the Legislators have been issued with the number plates.
He also stated that the plates are numbered according to their positions and mentioned the names of those issued with the Legislative plate numbers so far.
The Leader further added that no one is entitled to the numbers except members of the House and advised that the numbers be used positively.

Member representing OLD UMUAHIA WARD, Hon. Odoemelam Ndubuisi, on the issue of street trading, added that it is more on Sundays and that people do not understand the risk and dangers associated with trading by the road sides. A vehicle may fail break and run into people, he said.
He suggested that days of work for Task Force be extended to Sundays.

Hon. Nwaukwa Chidozie Emmanuel pointed out that the task force should equally extend their job to express tower where people equally trade by the road side which is very risky especially this festive period.

The Leader mandated the house Committee on works and security to summon the park owners and bread sellers in express tower to appear before the honorable house as soon as possible.

Hon. Onyeañula Igbokwe suggested that more hands be engaged to checkmate the activities of the street traders.

Hon. Okonko Ugochukwu Enyinnaya in his submission added that house Committees on Environment and transport be added to the Works Security Committees. Also, to involve the Executive arm for their in terms of Logistics to enable them function effectively. And for the offenders to be handed over to the appropriate authorities.

The Leader appreciated the submissions by Hon. Okonko Ugochukwu Enyinnaya for the Committees to merge and urged them to act immediately.

Hon. Odoemelam Ndubuisi further added that before any action is taken, there should be an in-house resolution which will later be taken to the Executive.

Hon. Abali Nneoma Miriam pointed out on the the kind of nauseating odour that emanates from the drainage in front of the council.

The Leader responded by mandating the committees to ensure that the needful is done to that effect.
Also, that there will be an in-house resolution to meet with the executive arm.
A motion to that effect was moved by the Majority Leader, Seconded by the Deputy Majority Leader.
It was put to vote by the Leader and the majority carried the day.

The Leader announced to the house the presence of guests invited to appear before it for questioning on some issues that needs clarification.

The Sergeant At Arm, Sergt. Shedrack Anyaogu ushered into the Chambers the first visitor.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon. Abali Nneoma Miriam, moved for the MASE to be lowered to enable the house attend to the visitor.

The visitor introduced himself as Mr. Okey Nwokolo, the owner of the mining company at UMUEZE and AMAUDARA, OHIYA in Umuopara.

The Chairman, House Committee on works, Hon. Akwara Chimaraoge explained that the essence for the summon of Mr. Okey Nwokolo was in line with a petition written against his company over an alleged illegal mining activities.

The Leader asked some vital questions ranging from mode of operations to reclaiming of the the mined areas which Mr. Okey Nwokolo responded to.

RESOLUTION.

After various contributions from Hon. Onyeañula Igbokwe, Hon. Ochiobi Bright and Hon. Akwara Chimaraoge, the Leader appreciated Mr. Okey Nwokolo for coming.
Urged him to meet with the Committee members to work out modalities on the way forward.
Also, the Leader made him to understand that the house is acting based on the petition written against his company by the host community and advised him to ensure that the land is recovered as it is risky leaving it that way after mining.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon Abali Nneoma Miriam moved for the MASE to be restored to enable the visitor take a bow and leave.
It was put to vote by the Leader and the majority part of the house carried the day.

The next visitor was ushered into the Chambers by the Sergeant at Arm, sergt. Shedrack Anyaogu.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon. Abali Nneoma Miriam, moved for the MASE to be lowered to enable the house attend to the visitor.

The visitor introduced himself as Mr. Ogwumike Ugochukwu ( O.C MARKET, UMUAHIA SOUTH LOCAL GOVERNMENT AREA ).

The Leader demanded for a reason on the continues street and roadside trading in APUMIRI.

After the interaction with members of the House, the Leader urged the clerk to call Mr. Ogwumike Ugochukwu to order for him to live up to his duties and the clerk interceded on his behalf.

The Leader further demanded that the following people should appear before the honorable house in the next sitting for some clarifications:
1. Chief Uwaoma Ndukauba.
2. Mr. Friday Ahiaraumunna - Chairman, APUMIRI market.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon Abali Nneoma Miriam moved for the MASE to be restored to enable the visitor take a bow and leave.
It was put to vote by the Leader and the majority part of the house carried the day.

The Leader pointed out on the issue with the Education Secretary of Umuahia South Local Government Area, Mrs Ihechiluru Nwosu concerning a petition written against her by the Nigerian Union Of Teachers, Umuahia South Chapter.
He asked for the report from the House Committee Chairman on Education, Hon. Onyeañula Igbokwe.

Responding, Hon. Onyeañula Igbokwe explained that they are still investigating the matter.
He pleaded with the honorable house to give him and his Committee members a little more time for a proper report to the presentated.

The Leader further described Umuahia South Local Government Area as a Pace setter and enjoined the Committee members to ensure that things are sorted out in no distant time.

Still on MATTERS OF URGENT PUBLIC IMPORTANCE.

The Chief Whip and member representing the people of OGBODIUKWU WARD, Hon. Onyeañula Igbokwe drew the attention of the House to the magazine shared to the members of the house concerning the score card of the member representing the people of Umuahia South State Constituency in Abia State House of Assembly, Hon. Barrister Jerry Uzosike.
Hon. Igbokwe stated thus:
"HAVING SEEN ALL THOSE PROJECTS BEFORE US EXECUTED BY HON. BARRISTER JERRY UZOSIKE; HAVING PERFORMED CREDITABLY WELL IN THE AREA OF LEGISLATION; HAVING ENGAGED IN HUMAN AND CAPITAL DEVELOPMENT; HAVING PERFORMED BEYOND OUR EXPECTATIONS; HAVING ENGAGED IN RENDERING SELFLESS SERVICE TO THE PEOPLE OF UMUAHIA SOUTH AND BEYOND, I MOVE FOR A RESOLUTION IN THE HOUSE THAT HON. BARRISTER JERRY UZOSIKE BE ADOPTED AS A CONSENSUS CANDIDATE FOR RE-ELECTION COME 2023 TO CONTINUE WITH HIS QUALITY REPRESENTION TO THE PEOPLE OF UMUAHIA SOUTH STATE CONSTITUENCY", he concluded.

The Deputy Leader and member representing the people of OHIAOCHA WARD, Hon. Okonko Ugochukwu Enyinnaya contributed thus:
"HAVING SEEN THE LANDMARK ACHIEVEMENTS OF THE MEMBER REPRESENTING THE PEOPLE OF UMUAHIA SOUTH STATE CONSTITUENCY IN ABIA STATE HOUSE OF ASSEMBLY, I SUPPORT THE MOTION FOR RESOLUTION MOVED BY THE CHIEF WHIP AND MEMBER REPRESENTING THE PEOPLE OF OGBODIUKWU WARD, HON. ONYEAÑULA IGBOKWE, THAT HON. BARRISTER JERRY UZOSIKE BE ADOPTED AS A CONSENSUS CANDIDATE FOR RE-ELECTION COME 2023", he concluded.

It was put to vote by the Leader, Hon. Dennis I Okorie where the majority of the house responded in affirmation.
Hon. Barrister Jerry Uzosike was unanimously adopted as a consensus candidate for re-election come 2023 by members of the 5th Umuahia South Legislative Council.

PERSONAL EXPLANATIONS/ORDER OF THE DAY.

Hon. Onyeañula Igbokwe appreciated the Leader of the house, Hon. Chief Dennis I Okorie as well as members of the House for resolving, supporting and adopting Hon. Barrister Jerry Uzosike as a consensus candidate for re-election come 2023.

Member representing OLD UMUAHIA WARD, Hon. Odoemelam Ndubuisi applauded the Hon. Onyeañula Igbokwe, describing it as a wonderful one.

Member representing OMAEGWU WARD, Hon. Ochiobi Bright thanked all who despite their tight schedules attended the burial of the Executive Chairman's late mother as well as that of the Former Secretary to the State government's late mother which took place recently.

The Majority Leader and member representing the people of AHIAUKWU WARD 2, Hon. Ikeri Okechukwu Kenneth appreciated Hon. Barrister Jerry Uzosike for building a bungalow for a widow in his WARD which was commissioned and handed over recently.

Member representing AHIAUKWU WARD 1, Hon. Nwokocha Munachi Queen thanked Hon. Barrister Jerry Uzosike for donating a trophy for football competition and invited all to come and witness the finals of the competition.

The Deputy Majority Leader and member representing the people of UBAKALA WARD "A", Hon. Abali Nneoma Miriam appreciated the Leader, Hon. Chief Dennis I Okorie for making time to attend all the functions invited. That shows that the Leader is truly a leader with example.

Hon. Akwara further invited all to be part of the finals of the football competition between AHIAUKWU WARD 1 and AHIAUKWU WARD 2 which comes up on Wednesday, 22nd November 2021 at AMIBO Primary School Ubakala.

Hon. Okonko Ugochukwu Enyinnaya thanked the honorable colleagues for adopting Hon. Barrister Jerry Uzosike as their consensus candidate for re-election come 2023.

Hon. Nwaukwa Chidozie Emmanuel expressed his Joy that the members of the House adopted Hon. Barrister Jerry Uzosike as their consensus candidate for re-election come 2023.
On the invite my Elder Chima Iwu, he urged all to be part of the occasion of the 5th of January 2022.

The Leader welcomed recorder 1, Mr Meregini who went for the burial of his late mother and enjoined the house to ensure that the needful is done.
Secondly, the Leader brought to the notice of the House that the remains of one of the staffs of the council attached to the Legislative, Late Mrs. Joy Elekwa, who died of breast cancer will be laid to rest alongside her late mother in-law on Friday, December 17th, 2021.
Also, the Leader introduced to the house, the acting C.L.O of the house who will be standing in for the C.L.O who is on vacation.

The Leader further appreciated the house on the resolution passed for the adoption of Hon. Barrister Jerry Uzosike as their consensus candidate for re-election come 2023 for second tenure.

Other items on the Order Paper were deferred to be considered on another Legislative Day.

The Umuahia South Legislative Council commenced plenary after ammendments and adoption of Votes and Proceedings of Tuesday, 23rd November, 2021.

ANNOUNCEMENT.

The Leader, Hon. Dennis I Okorie announced that Barrister C.S.L Nwosu is inviting Members of the house to the burial ceremony of his mother taking place on Friday, 3rd December, 2021.
Urged all to attend in order to give him maximum support.

The Leader equally pointed out an observation from the Deputy Leader, Hon. Okonko Ugochukwu Enyinnaya over an issue on illegal mining in OHIYA Umuopara.
He further stated that it is purely an environmental matter. Enjoined the Clerk of the house to include the Committee on Environment with Committee on Public Petition, Works and Security in the investigation of the matter.

The Leader brought to the notice of the house the presence of those invited to appear before it for questioning over some issues that needs some clarification.

The first to be Ushered into the Chambers by the Sergeant At Arm, Sergt. Shedrack Anyaogu was a mining company representative over a petition brought before the honorable house by Member Representing OMAEGWU WARD, Hon. He therefore asked the Clerk to invite the owner of the Company, Dr TONA NWABUEZE to appear before the Honourable House in the next sitting.
Till then, no mining activity should go on there, the Leader concluded.

The Leader once again appreciated them for coming, describing Umuahia South Local Government Area as a peculiar one and needs to be treated carefully.
Urged those handling UBAKALA, OLOKORO as well as UMUOPARA to sit up.

The Leader announced the presence of Hon. Pastor Goddy Kanu JP, former Executive Chairman of Umuahia South Local Government Area.

The former Council Boss expressed his pleasure over the way things are being handled in the Legislative Arm of the Local Government thereby giving kudos to the Members of the house and its leadership.

MATTER OF URGENT PUBLIC IMPORTANCE.

Hon Onyeañula Igbokwe reminded the house of the resolution passed on the Sports Secretary of Umuahia South Local Government Area, Mr. Nduka Nwosu.

Also, on the Education Secretary of Umuahia South Local Government Area, Mrs Ihechiluru Nwosu concerning a petition written against her by the Nigerian Union Of Teachers, Umuahia South Chapter.
He pleaded with the honorable house to give him and his Committee members a little more time to look into it.

Responding, the Leader explained the contrains militating against the tackling of several issues raised in the house by the members with a promise that they all will be sorted out in no distant time.

Hon Ejim Prince Daniel appreciated the house for their concern over the wife's delivery of a bouncing baby boy. Threw his house open for visitations.

Hon Odoemekam Ndubuisi pointed out on the essence of going through the rule book to know how to conduct one's self during plenary.

The Leader laid emphasis on punctuality to sitting as well as maintaining sanity in the house.

Hon Robinson Mathias, Member representing EZIAMA WARD led the opening prayer.

The Umuahia South Legislative Council commenced plenary after adoption of Votes and Proceedings of Wednesday, 27th October, 2021.

ANNOUNCEMENT.

The Leader announced to the House that the burial of Late Mrs Joy Ochieze Benson, mother to the Executive Chairman of Umuahia South Local Government Area, Engr Dr Humphrey Chukwudi Benson comes up on Friday, 26th November, 2021 and it is expected that every member of the house attend the ceremony.
The wake keep comes up on Thursday, 25th November, 2021.

The Leader equally brought to the notice of the house that the wife of one of the Legislators, member representing the people of AMAKAMA WARD, Hon. Ejim Prince Daniel was delivered of a bouncing baby boy, that the member promised to inform the house when they will be back for visitation.

PETITION.

1. Two petitions from the Nigerian Union Of Teachers ( N.U.T ), Umuahia South Chapter against the Education Secretary of Umuahia South Local Government Area, Mrs Ihechiluru Nwosu ( addressed to the Leader, Umuahia South Legislative Council, Hon. Dennis I. Okorie ) were read before the house by the member representing EZIAMA WARD, Hon. Robinson Mathias.

The Leader in his response, described the petitions as a case of short payment of September salaries of teachers in Umuahia South Local Government Area and threat to life respectively.

In his own submission, Hon. Nwaukwa Chidozie Emmanuel, member representing EZELEKE WARD suggested that the Petitioner ( N.U.T UMUAHIA SOUTH CHAPTER ) and the Education Secretary of Umuahia South Local Government Area, Mrs Ihechiluru Nwosu be invited to interface with the House with a view to ensuring that the true picture is presented before the honorable house.

Member Representing AHIAUKWU WARD 1, Hon. Nwokocha Munachi Queen demanded that copies of the petitions be made available to the house members.

Members representing OLD UMUAHIA WARD and UBAKALA WARD "A", Hon. Odoemelam Ndubuisi and Hon. Abali Nneoma Miriam in their various submissions moved that the matter be reffered to the committee on Education.

In his resolution, the Leader mandated the House Committee on Education to look into the matter and get back to him on or before Monday, December 1st 2021. He described it as a serious matter which needs urgent attention.

2. Member Representing OMAEGWU WARD, Hon. Ochiobi Bright brought before the house a Petition over an illegal mining at UMUEZE and AMAUDARA Ohiya in Umuopara.

Responding, Hon. Nwaukwa Chidozie Emmanuel in affirmation stated that what he saw was highly disturbing as residents of the area find it extremely difficult accessing their roads.

The Leader reffered the petition to the Committees on Public Petition, Works and Security to look into it and get back to him on or before Monday, 1st December, 2021.

MATTERS OF URGENT PUBLIC IMPORTANCE.

Member Representing EZELEKE WARD, Hon. Nwaukwa Chidozie Emmanuel brought to the notice of the house anomalies noticed at the Legislative complex.

The Leader called the attention of the C.L.O for an explanation.

The C.L.O under the permission of the Clerk of the house, Mr Augustine Enyinnaya Elijah, gave explanations to that effect and the Leader gave his verdict on the matter.
The Leader demanded the presence of the Head Of Service, Umuahia South Local Government Area, Chief Mrs P.C Eme ( JP ) in the house.

The Head of Service could not appear at that point in time due circumstances beyond her control.

In their various submissions, the deputy Chief Whip and member representing A.U.U WARD, Hon. Ulonnam Chukwuka Happiness; Hon. Nwaukwa Chidozie Emmanuel as well as Hon. Ikeri Okechukwu Kenneth suggested that an official letter be written to the Head Of Service for her to make herself available before the house on the next sitting.

Hon. Akwara Chimaraoge pleaded for Grace till the next sitting for the Head of service to appear before the honorable house.

It was put to vote by the Leader for the Head Of Service to be written to, demanding for her presence in the next sitting, the Majority carried the day.

The Leader announced the presence of some health officers from Umuahia South Local Government Area present to meet with the house over an upcoming Health program.

The Sergeant at Arm Ushered the visitors into the Chambers.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon. Abali Nneoma Miriam moved for the MASE to be lowered to enable the house attend to the Visitors.
It was put to vote and the majority carried the day.

The leader of the health officers introduced herself as Mrs Angela Onuoha - the Local Immunization Officer, and her colleague, Cynthia - Social Mobilization Officer.

Mrs Angela Onuoha informed the house of an upcoming immunization campaign for measles and yellow fever starting from Wednesday, 24th November - 10th December 2021.
The target audience are children between the ages of 9 months old to 44 years old adult.
This program is taking place at the Ward levels of the 17 Local Government Areas of the State, hence the need to inform the Legislators about it.
Trainings have been done, health workers recruited as well as letters distributed to both Schools and Churches on this campaign and it has nothing to do with indirect vaccination against Covid-19 as insinuated by most people.

Responding, Hon. Ikeri Okechukwu Kenneth and Hon. Akwara Chimaraoge described it as a welcome development.

The Leader, Hon. Dennis I. Okorie appreciated them for coming, at least, to inform the Legislators that they are going into their WARDS.

The Majority Leader, Hon. Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon. Abali Nneoma Miriam moved for the MASE to be restored to enable the Visitors take a bow and leave.
It was put to vote and the majority carried the day.

Still on Matter of Urgent Public Importance, the Chief Whip and Member Representing OGBODIUKWU WARD, Hon. Onyeañula Igbokwe reffered to the votes and proceedings of 27th October, 2021 on the issue with the Sports Secretary of Umuahia South Local Government Area, Mr Nduka Nwosu.
He pointed out that by now, something should have been done. Also, he explained what transpired between them when they ran into each other.

The Leader ( on the issue with the sports Secretary of Umuahia South Local Government Area, Mr Nduka Nwosu ), gave his personal explanations to that effect with a promise that before the next sitting, something tangible will be done.

The Leader used the opportunity to further commiserate with the Clerk of the house, Mr Augustine Enyinnaya Elijah who buried the late Father recently.

Hon. Onyeañula Igbokwe again pointed out that during the last plenary, a resolution was passed for the Sub-head of Enugu Electricity Distribution Company ( E.E.D.C ) to appear before the house.

The Clerk, Mr Augustine Enyinnaya Elijah explained that they were written to, but unfortunately, they are yet to appear.

Hon. Akwara Chimaraoge, still on the illegal mining at OHIYA, informed the house that he has liaised with the various Committees to visit the alleged mining site.

FINAL READING OF 2021 UMUAHIA SOUTH DRAFT BUDGET ESTIMATE OF THE EDUCATION SECTOR.

The Majority Leader, Hon Ikeri Okechukwu Kenneth, Seconded by the Deputy Majority Leader, Hon Abali Nneoma Miriam moved for the third and final reading of Umuahia South Local Government Education Sector 2021 Draft Budget estimate as presented by the Education Secretary, Mrs Ihechiluru Nwosu.
It was put to vote by the Leader and Majority of the house carried it.

After the third and final reading of Umuahia South Local Government Education Sector 2021 Draft Budget estimate by the Clerk as presented by the Education Secretary, Mrs Ihechiluru Nwosu, the Majority Leader, Seconded by the Deputy Majority Leader, moved for its adoption to be used as a working document in Umuahia South Local Government Area.
It was put to vote by the Leader where the Majority members of the house responded in affirmation and it was unanimously adopted.

The Leader, Hon. Dennis I Okorie brought to the notice of the members of the house, the demise of one of the Council staffs attached to the legislative ( Office of the Deputy Leader, Hon. Okonko Ugochukwu Enyinnaya to be prescise ) who passed unto eternal glory on the 15th day of August 2021 and the burial comes up on the 17th day Of December 2021.
The Leader described the death of the young lady as "SAD" having died of cancer of the breast.
A minute silence was observed in her honor.

The Leader further enjoined the house to join the family on the day of the funeral to pay her last respect.
He appreciated the Clerk of the house over the role played towards the plight of the deceased and enjoined all to be their brothers keeper.
