Born on March 3, 1967, in Ekeremor, Bayelsa State, Lokpobiri earned his LL.B (Hons) from Rivers State University in 1994 and was called to the Nigerian Bar in 1995. Passionate about environmental protection and sustainability, he went further to obtain a Ph.D. in Environmental Law from Leeds Beckett University, UK, in 2015, with research focused on environmental rights and sustainable development—a vision he continues to carry into governance.
