Investing in women means investing in development and growth. The Netherlands is working to promote gender equality and the empowerment of women and girls (SDG5), which is a goal in all components of BHOS policy.28 This agenda has four targets.

1. Increase women’s participation in political and other decisionmaking and women in leadership.
2. Increase economic empowerment and improve the economic climate for women.
3. Strengthen the role of women in conflict prevention and peace processes, and protect them in conflict situations.
