ABUCAY, BATAAN — All nine (9) barangays of Abucay successfully passed the CY 2026 Building Excellence in Service and Transparency (B.E.S.T.) for Barangay Program, highlighting their commitment to effective public service, transparency, and good governance at the grassroots level.

The recognition was conferred during the CY 2026 B.E.S.T. for Barangay Awarding Ceremony held on September 22, 2026 at the Kalayaan Room, Tourism Pavilion, Balanga City, Bataan.

The achievement reflects the collective efforts of the Punong Barangays, Barangay Secretaries, officials, and stakeholders in ensuring responsive governance, proper compliance, and quality delivery of services to their constituents.

The DILG Abucay extends its warmest congratulations to the barangays recognized as the Top 3 Performers in the Lupong Tagapamayapa Incentives Awards (LTIA) during the Liga ng mga Barangay (LnB) Monthly Meeting held on September 16, 2026, at the Sangguniang Bayan Session Hall, Abucay, Bataan.

𝗟𝗡𝗕 𝗔𝗕𝗨𝗖𝗔𝗬 𝗠𝗢𝗡𝗧𝗛𝗟𝗬 𝗠𝗘𝗘𝗧𝗜𝗡𝗚

The Liga ng mga Barangay (LnB) Abucay convened its monthly meeting on September 16, 2026 with the Punong Barangays and Barangay Secretaries to discuss updates and matters concerning barangay governance and administration.

DILG Abucay provided updates on the Foreign Travel Authority, Barangay Debt Payment Monitoring System (BDPMS), Training Needs Assessment of Barangay Officials, upcoming activities, and other relevant reports. Representatives from COMELEC Abucay, MSWDO, and the Municipal Civil Registrar likewise shared important announcements for the barangays.

A key highlight of the meeting was the signing of the Memorandum of Understanding (MOU) between the Municipality of Abucay, through the Municipal Information Systems (MIS) Office, and the nine (9) barangays for the proper implementation, use, maintenance, data privacy, confidentiality, and authorized access to the BDPMS.

The activity also featured the recognition of the Top 3 Barangays in the Barangay Environmental Compliance Audit (BECA) and Lupong Tagapamayapa Incentives Awards (LTIA), presented by Abucay MLGOO Joanna Marie Cruz, together with Mr. Dexter Pol Llanda, Municipal Mayor’s Representative.

The gathering reflects the continuing commitment of the LGU, DILG, and barangays of Abucay to strengthen coordination, promote digital governance, and recognize excellence in barangay governance.

The Municipality of Abucay was conferred with the Drug-Free Workplace (DFW) Certification during the 3rd Quarter Regional Peace and Order Council (RPOC-3) Meeting held on September 16, 2026, at Royce Hotel, Clark Freeport Zone.

The recognition highlights the Municipality’s continued commitment to promoting a safe, healthy, and drug-free workplace, while strengthening initiatives that support the well-being and productivity of its employees.

Taos-pusong pagbati mula sa DILG Abucay sa lahat ng siyam (9) na barangay ng Bayan ng Abucay sa matagumpay na pagkamit ng 100% passing rate sa CY 2026 Building Excellence in Service and Transparency (BEST) for Barangays!

Sa 9 out of 9 barangays na pumasa, pinatunayan ng mga barangay ang kanilang patuloy na dedikasyon sa paghahatid ng serbisyong Matino, Mahusay, at Maaasahan para sa bawat Abukeño.

𝗔𝗯𝘂𝗰𝗮𝘆 𝗦𝗵𝗼𝘄𝗰𝗮𝘀𝗲𝘀 𝗕𝗲𝘀𝘁 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝘀 𝗶𝗻 𝗙𝗜𝗦𝗛𝗖𝗔 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻

The Municipality of Abucay underwent the Fisheries Compliance Audit (FISHCA) National Validation held on August 25, 2026 at Las Marianas Garden Restaurant, showcasing its exemplary performance, accomplishments, and best practices in fisheries management.

Led by Municipal Agriculture Officer Eraño Marabe, together with other personnel and members of the Municipal Fisheries and Aquatic Resources Management Council (MFARMC), the municipality presented its initiatives and efforts toward sustainable fisheries governance.

The on-site assessment was conducted by the FISHCA National Validation Team, composed of representatives from the DILG Central Office, DENR, NAMRIA, RARE, BFAR, and Oceana. The validation was also supported by Hon. Dante Baluyot, representing Municipal Mayor Hon. Erik J. Martel, Mr. Linus Zapanta, Acting Chairperson of the MFARMC and ADA VI Joseph Castro, DILG Provincial FISHCA Focal Person.

Representatives from DILG Regional Office III and DILG Bataan, led by Provincial Director Belina T. Herman, CESO V, also attended the activity. The program was emceed by the MLGOO of Abucay, highlighting the municipality’s strong inter-agency collaboration and commitment to effective fisheries management.

𝗔𝗕𝗨𝗖𝗔𝗬 𝗖𝗢𝗡𝗗𝗨𝗖𝗧𝗦 𝗕𝗘𝗖𝗔 𝗠𝗨𝗡𝗜𝗖𝗜𝗣𝗔𝗟 𝗧𝗔𝗕𝗟𝗘 𝗩𝗔𝗟𝗜𝗗𝗔𝗧𝗜𝗢𝗡

Earlier today, August 24, 2026, the Municipality of Abucay conducted the Barangay Environmental Compliance Audit (BECA) Municipal Table Validation, led by the Municipal Assessment Committee (MAC), with the participation of MLGOO Abucay Joanna Marie Cruz, OIC-MENRO Engr. Llord Vien Baltazar, and ABE Engr. Julius Caesar Lopez.

The activity assessed the barangays’ compliance with Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000 and formed part of the Manila Bay Clean-up, Preservation, and Rehabilitation Program (MBCPRP).

The highest-scoring barangay will have the opportunity to represent Abucay in the Provincial BECA, promoting stronger environmental governance, proper solid waste management, and sustainable community practices.

The Barangay Secretaries of all nine (9) barangays of Abucay actively participated via Zoom in the regional training entitled “Refresher on the Enhanced Barangay Information Management System (REBIMS) Version 1.7 for Digital Ready and Smarter Barangays” on August 19, 2026.

The activity, conducted as part of the implementation of the Local Government Unit Support System (LGUSS) Program, aims to enhance the knowledge and skills of barangay officials in the effective utilization of REBIMS and strengthen digital information management at the barangay level.

On August 17, 2026, Barangay Wawa, Abucay, Bataan successfully conducted a Capacity-Building Activity on Katarungang Pambarangay (KP) to strengthen the knowledge and skills of its Lupon Tagapamayapa in effectively administering the barangay justice system.

The activity was facilitated by the MLGOO of Abucay, who discussed the Katarungang Pambarangay process, settlement and mediation techniques, and the key criteria and requirements under the Lupong Tagapamayapa Incentive Awards (LTIA). The discussion emphasized the importance of proper documentation, efficient case management, effective mediation, and compliance with KP procedures and LTIA standards.

Through continuing capacity-building initiatives, DILG Abucay remains committed to empowering barangay officials and strengthening a responsive, accessible, and effective barangay justice system for the community.
