On March 25, 2026, the DILG Abucay Field Office participated in the scheduled Regional Project Validation and Evaluation (RPVE) of projects requested under the National Disaster Risk Reduction and Management Fund (NDRRMF).
The activity involved on-site inspection and validation of proposed project locations in Abucay, Bataan. Key local government representatives joined the validation, including Abucay MDRRMO Noel Basalo, Mayorโs Office Representative Dexter Pol Llanda, and Abucay MEO Engineer Joel Dela Cruz.
The RPVE team, composed of Mr. Robert P. Manalo from OCD Region III, Joane Yuga from DPWH Region III, and representatives from Bataan DPWH 1st District, also made a courtesy visit to Abucay Mayor Erik Martel.
This initiative ensures that proposed projects meet technical standards and are aligned with community needs, promoting safer and more resilient communities in Abucay.

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.
Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.
The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.
The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

On March 23-24, 2026, DILG Abucay, together with the PNP, BFP, and Abucay Marshals, assessed the Kalinisan sa Bagong Pilipinas Program in Calaylayan, Capitangan, Laon, Mabatang, and Wawa.
The evaluation focused on Barangay Road Clearing Operations (BaRCO), Barangay at Kalinisan Day (BarKADA), and HAPAG sa Barangay โensuring cleaner, safer, and more orderly communities while encouraging active participation from residents.

In support of the national governmentโs call for energy conservation, the Department of the Interior and Local Government Abucay Field Office, together with other key agencies in the Arcade Buildingโincluding the Commission on Elections (COMELEC), Public Attorney's Office (PAO), Department of Trade and Industry (DTI), Public Employment Service Office (PESO), and the Abucay Peopleโs Centerโjoined a coordinated effort to reduce energy consumption by turning off non-essential lights during the lunch break.
This initiative aligns with Memorandum Circular No. 114 issued by Ferdinand R. Marcos Jr. on March 6, 2026, encouraging all government agencies and local government units to adopt energy-efficient practices. The directive aims to lessen the energy footprint of government operations amid ongoing global challenges affecting energy supply and costs.
Through this simple yet meaningful action, participating offices demonstrate their commitment to energy conservation, efficient resource management, and sustainable public service. The DILG Abucay Field Office extends its appreciation to all partner agencies and personnel for their active support and cooperation.

The DILG Abucay Field Office led the municipalityโs flag raising ceremony on March 16, 2026, in coordination with barangay officials, reinforcing collaboration and unity among local government units.
During the event, the MLGOO of Abucay presented the schedule of the upcoming Barangay Assemblies. She announced that the remaining seven barangays will conduct their assemblies on the upcoming weekends, following the successful assemblies held by Barangays Capitangan and Wawa on March 14, 2026.
Barangay Captains also shared updates on their respective barangay initiatives and expressed their appreciation to the municipal government for its continued support and partnership.
Meanwhile, Mayor Erik Martel highlighted the recently concluded awarding of the BEST Barangay (Building Excellence in Service and Transparency for Barangay), recognizing outstanding barangays for their commitment to transparency, accountability, and excellent public service.
The flag raising ceremony served not only as a symbol of patriotism but also as a testament to the strong partnership between the DILG, the municipal government, and barangays in advancing inclusive development, good governance, and community resilience in Abucay.

The Lupong Tagapamayapa of Barangay Omboy represented the Municipality of Abucay during the onsite validation for the 2026 Lupong Tagapamayapa Incentives Awards (LTIA) conducted by the Provincial Awards Committee on March 12, 2026.
Recognized as the best-performing Lupon in Abucay, PB Rodolfo Siongco, Jr. presented the barangayโs well-organized documentation, effective case management, and innovative practices in settling community disputes and promoting peace through the Katarungang Pambarangay system.
The activity was attended and supported by Mr. Dexter Pol Llanda, representative of the Municipal Mayor, and Hon. Alberto Bautista, Abucay Liga ng mga Barangay (LnB) President. The Provincial Validation Team, composed of representatives from the Regional Trial Court, Bataan Philippine National Police, and DILG Bataan Provincial Office led by PD Belina T. Herman, CESO V, conducted the assessment.
Barangay Omboy was guided by MLGOO Joanna Marie Cruz of DILG Abucay throughout the validation process.
Provincial winners will advance to the regional level of the LTIA Search. Notably, Barangay Omboy was also recognized as the 2nd Runner-Up in the 2025 LTIA National Awards, highlighting its continued commitment to effective barangay justice and community peacebuilding.

The Municipality of Abucay convened its 1st Quarter Meeting of the Municipal Peace and Order Council (MPOC) and Municipal Anti-Drug Abuse Council (MADAC) on March 10, 2026, reaffirming the local governmentโs commitment to strengthening peace and order and intensifying the fight against illegal drugs in the community.
The meeting gathered key stakeholders and partner agencies including the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Drug Enforcement Agency (PDEA), and the Philippine Army, who presented their accomplishments, updates, and ongoing initiatives in maintaining public safety and implementing anti-illegal drugs campaigns for the first quarter of the year. Their reports highlighted the continuous efforts of law enforcement and partner agencies in ensuring a secure and peaceful environment for Abukeรฑos.
During the meeting, MLGOO Joanna Marie Cruz, Head Secretariat of the MPOC, presented updates on the upcoming Peace and Order Council (POC) and Anti-Drug Abuse Council (ADAC) Performance Audit Assessments. She also introduced to the council the Executive Order issued by the Municipal Mayor establishing the Anti-Cigarette Smuggling Task Force in the Municipality of Abucay, a proactive measure aimed at addressing the growing concern on the illegal to***co trade.
In line with this initiative, the Abucay PNP also presented their plans, actions, and preventive strategies to combat illegal to***co manufacturing and related activities within the municipality, reinforcing the local governmentโs commitment to law enforcement and regulatory compliance.
The meeting was attended by barangay officials, municipal department heads, and council members of MPOC and MADAC, all united in their shared goal of sustaining a peaceful, orderly, and drug-free Abucay through strengthened collaboration and coordinated community action.
Through continued coordination and proactive initiatives, the Municipality of Abucay remains steadfast in its mission to safeguard the welfare and security of its constituents.

The Municipal Awards Committee (MAC) for the Lupong Tagapamayapa Incentives Awards (LTIA) convened on March 6, 2026 at the BAC Conference Room, Abucay Municipal Hall to evaluate nominees for the CY 2026 LTIA. The annual activity highlights the vital role of the Lupong Tagapamayapa in promoting peace, harmony, and community-based dispute resolution in the barangays.
The committee was chaired by DILG Abucay MLGOO Joanna Marie Cruz, with members from the Municipal Trial Court, the Abucay Chief of Police, the Liga ng mga Barangay (LnB) โ Abucay Chapter, and the Abucay OFW Association serving as the NGO representative. The committee reviewed and assessed the nominations submitted by various barangays based on the established LTIA criteria.
LTIA recognizes and incentivizes Lupons that demonstrate exemplary performance in implementing the Katarungang Pambarangay, strengthening accessible justice, and fostering a culture of peaceful dispute settlement at the grassroots level.
Through this initiative, the Municipality of Abucay continues to uphold the importance of effective barangay justice systems in building safer and more harmonious communities.
