𝗦𝗘𝗦𝗦𝗜𝗢𝗡 𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | Sangguniang Bayan of Agoo
The Sangguniang Bayan of Agoo convened its regular session to deliberate on important measures, ordinances, resolutions, budget reviews, and community concerns aimed at strengthening local governance, public welfare, health services, education, environmental management, public safety, and sustainable development.
𝗔𝗴𝗲𝗻𝗱𝗮 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀:
• Review of Barangay Supplemental Budget Ordinances submitted by Barangays San Manuel Norte, San Joaquin Sur, San Antonino, San Miguel, and Sta. Barbara for Calendar Year 2026.
• Consideration of a request from the Municipal Mayor for legislative support regarding the transfer of ownership of a municipal lot in Barangay San Agustin East to the Agoo District Jail (BJMP).
• Deliberation on the adoption of Department of Health (DOH) disease surveillance and epidemiology protocols as recommended by the Local Health Board for implementation within the La Union Health Care Provider Network.
• Acknowledgment of Sangguniang Panlalawigan Resolution No. 1454-2026 declaring valid Municipal Ordinance No. 17-2026 amending market stall fees, privilege rights, and parking fees at the Agoo Public Market.
• Acknowledgment of Sangguniang Panlalawigan Resolution No. 1485-2026 declaring valid Municipal Ordinance No. 10-2026 strengthening the Municipal Scholarship Program through expanded eligibility provisions and improved implementation mechanisms.
• Acknowledgment of Sangguniang Panlalawigan Resolution No. 1355-2026 declaring valid Municipal Ordinance No. 12-2026 regulating the use of modified open mufflers and exhaust pipes within the municipality.
• Discussion on the request of the Agoo Police Station for legislative action supporting the Localized Anti-Criminality Action Plan (LACAP) for 2026.
• Receipt of Municipal Development Council Resolution No. 2026-04 approving the Annual Investment Plan (AIP) for Calendar Year 2027.
• Acknowledgment of an invitation to participate in a training on Republic Act No. 11966, otherwise known as the New Public-Private Partnership (PPP) Code and its Implementing Rules and Regulations.
• Deliberation on Committee Report No. 15-2026 concerning the approval of Barangay Tax Ordinance No. 01-2026 of Barangay San Nicolas East amending fees and charges on business and other activities.
• Discussion on Committee Report No. 01-2026 regarding the proposed creation of the Municipal Environment and Natural Resources Office (MENRO), including its organizational structure, staffing pattern, duties, and functions.
• Deliberation on a proposed ordinance amending Municipal Ordinance No. 09-2026 regulating the operation of billiard halls and prescribing penalties for violations.
• The members of the Sangguniang Bayan also took the opportunity to extend their warmest birthday greetings to Vice Mayor Antonio A. Eslao, recognizing his dedicated leadership, steadfast commitment to public service, and valuable contributions to the continued growth and development of the Municipality of Agoo. The body wished him good health, happiness, and continued success in serving the people of Agoo.

Committee on Environmental Protection and Ecology

The Sangguniang Bayan held a committee hearing on the proposed Baywalk Solid Waste Management and Greening Program and the Barangay Ordinance on Environmental Fees. These measures aim to improve waste management and keep public areas like the Baywalk clean and environmentally friendly. They also support barangay environmental programs through proper collection of fees. These efforts promote environmental protection and a cleaner, more sustainable community

A committee hearing on the proposed ordinance entitled “An Ordinance Regulating the Operations of Billiard Halls and Providing Penalties Therefor in the Municipality of Agoo, La Union.”
This initiative aims to ensure the proper regulation of business establishments, promote fair trade practices, maintain peace and order, and support responsible local economic activity. The committee remains committed to upholding transparency, accountability, and good governance in all legislative measures that impact business operations and community welfare.

The Sangguniang Bayan Committee conducted a hearing on the proposed ordinance entitled “An Ordinance Providing for a Community-Based Mental Health Program and Delivery System in the Municipality of Agoo, La Union, Establishing Mechanisms and Guidelines for its Implementation, and Appropriating Funds Therefor.”
The discussion centered on strengthening mental health services at the community level and ensuring accessible, responsive, and sustainable support systems for constituents.
The Sangguniang Bayan remains committed to advancing inclusive, responsive, and people-centered legislation for the welfare of the community.

21ST REGULAR SESSION
𝗦𝗘𝗦𝗦𝗜𝗢𝗡 𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | Sangguniang Bayan of Agoo
The Sangguniang Bayan of Agoo convened its regular session to deliberate on important measures, resolutions, ordinances, budget reviews, and communications aimed at strengthening local governance, public welfare, infrastructure management, healthcare services, digital innovation, and community development.
𝗔𝗴𝗲𝗻𝗱𝗮 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀:
• Reviewed Sangguniang Kabataan Supplemental Budget Resolutions submitted by Barangays San Manuel Norte, Sta. Barbara, and San Nicolas Central for the implementation of youth development programs and activities.
• Reviewed Barangay Ordinance No. 02-2026 of Barangay San Julian Norte approving its Supplemental Budget No. 02 for Calendar Year 2026.
• Deliberated on the request of the Municipal Mayor for the approval of two additional LGU savings accounts with the Land Bank of the Philippines to facilitate the implementation and management of PhilHealth YAKAP and PhilHealth GAMOT programs.
• Acknowledged Sangguniang Panlalawigan Resolution No. 1296-2026 urging the Municipalities of Agoo and Aringay to address concerns regarding the operations of Metro Agoo Waterworks, Inc. (MAWI) and submit their respective position papers.
• Received and considered the Strategic Proposal for the Digital Transformation of the Municipality of Agoo through the Local Government Integrated Digital System (LGU IDS), aimed at enhancing efficiency and delivery of government services.
• Acknowledged the Department of the Interior and Local Government (DILG) Memorandum inviting local officials to participate in the Ease of Doing Business (EODB) Forum to further strengthen responsive and business-friendly governance.
• Continued discussion on Sangguniang Panlalawigan Resolution No. 1213-2026 concerning the review of the concession agreement and operational status of Metro Agoo Waterworks, Inc. (MAWI), as referred to the Committee on Public Works, Utilities and Infrastructure.
• Took up the request for accreditation of the La Union Modernized and Traditional Transport Corporation as a Civil Society Organization (CSO).
• Deliberated on Committee Report No. 14-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means regarding the approval of Barangay and Sangguniang Kabataan Supplemental Budgets.
• Conducted the Third Reading of Draft Municipal Ordinance No. 17-2026 amending certain provisions of Municipal Ordinance No. 03-2026, which promulgates policies and measures for the prevention and control of HIV/AIDS in the Municipality of Agoo.
The Sangguniang Bayan of Agoo remains committed to promoting transparent governance, responsive legislation, fiscal responsibility, and programs that advance the welfare, development, and quality of life of every Agaoeño.

The Sangguniang Bayan of Agoo convened its regular session to deliberate on important measures and community concerns focused on public health, good governance, infrastructure, barangay development, and public service.
𝗔𝗴𝗲𝗻𝗱𝗮 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀:
• Deliberation on Draft Municipal Ordinance No. 17-2026 adopting updated regulations on slaughterhouse operations, meat inspection, sanitation, and meat safety in the Municipality of Agoo.
• Proposed Resolution commending Mr. Francis Milana for his exemplary honesty and integrity.
• Review of Barangay and Sangguniang Kabataan Supplemental Budgets submitted by Barangays San Agustin East, Sta. Fe, and SK Barangay San Juan.
• Review of Barangay Resolution No. 22-2026 of Barangay San Julian East regarding the DPWH infrastructure priority project for FY 2026.
• Acknowledgment of communications from Miriam College-Women and Gender Institute (WAGI) on Gender and Development courses and DILG Memorandum No. 2026-032 on Renewable Energy Projects.
• Request for accreditation of the La Union Modernized and Traditional Transport Corporation as a Civil Society Organization (CSO).
• Request for mediation regarding a Right-of-Way dispute in Barangay Sta. Barbara.
• Deliberation on Committee Report No. 13-2026 concerning the approval of Barangay and Sangguniang Kabataan Supplemental Budgets.
The Sangguniang Bayan remains steadfast in promoting transparent governance, responsive legislation, and programs that uphold the welfare and development of the people of Agoo.

𝗦𝗘𝗦𝗦𝗜𝗢𝗡 𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | Sangguniang Bayan of Agoo
The Sangguniang Bayan of Agoo convened its regular session to deliberate on key matters centered on education, youth development, governance, infrastructure, and public service.
𝗔𝗴𝗲𝗻𝗱𝗮 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀:
• Recognition of ten (10) Municipal Scholars from various Barangays of Agoo for their dedication, perseverance, and successful completion of their respective degrees under the Municipal Scholarship Program.
• Review of Supplemental Budgets submitted by the Sangguniang Kabataan of Barangays San Roque West, San Miguel, and San Isidro.
• Review of Barangay Ordinance No. 02-2026 of Barangay San Miguel concerning the approval of its Supplemental Budget for CY 2026.
• Acknowledgment of Sangguniang Panlalawigan Resolution No. 1254-2026 declaring as valid Municipal Ordinance No. 11-2026 regarding the restructuring of positions within the Municipal Health Office.
• Deliberation on Committee Report No. 12-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means concerning the approval of Barangay and Sangguniang Kabataan Supplemental Budgets.
The Sangguniang Bayan remains committed to transparent governance, responsive public service, and programs that promote education, community development, and the welfare of the people of Agoo.

Mainit na sinalubong ng Bayan ng Agoo ang mga siklista at organizers ng MPTC Tour of Luzon 2026 ngayong araw, Mayo 11, 2026, sa Eagle of the North para sa opisyal na pagsisimula ng Stage 12 mula Agoo patungong Mangatarem, Pangasinan.
Pinangunahan nina Mayor Frank O. Sibuma, Vice Mayor Antonio Eslao, at mga miyembro ng Sangguniang Bayan ang ceremonial flag-off bilang suporta sa isa sa pinakamalaking cycling events sa bansa.
Masayang nakiisa ang mga Agoeños at supporters sa pagbibigay-suporta at pagpapalakas ng loob sa mga riders habang sinisimulan nila ang kanilang paglalakbay patungong Pangasinan
