Supervised Field Work: A Humbling Experience for the NBOO Apprentices

"GRATEFUL" – this is how the Apprentices from the National Barangay Operations Office (NBOO) would describe how they felt as their Supervised Field Work (SFW) in the Municipality of Malapatan, Sarangani Province concluded on August 7, 2021. Their 2-month field immersion, which started on June 7, 2021, was overloaded with activities, events, and, more importantly, learnings and realizations.

As a culminating activity of their SFW, an Exit Conference with the DILG Regional Office was held on August 5, 2021, at the Dolores Lake Resort, Barangay Poblacion, Lake Sebu, South Cotabato, where the Central Office Apprentices shared presentation of significant accomplishments and key learnings and realizations.

Aside from the required outputs for their SFW Apprenticeship Program, the NBOO Team also highlighted their experience as part of the Monitoring and Evaluation Team of the SK GEMS. They were able to visit 11 out of 12 barangays in Malapatan, including the far-flung barangays. They also shared how they were able to provide technical assistance to the Municipality of Kiamba to formulate their Devolution Transition Plan.

Their key takeaways and personal learnings have shared how they have personally grown and matured as responsible and adaptable individuals. They have also learned about Mindanao's rich and beautiful culture, contrary to what is being projected or seen on media. The NBOO apprentices also shared the importance of relationships and building rapport with local officials and functionaries of LGUs because DILG is their partner in local governance. Coming from the Central Office, they now have a first-hand experience of the life and daily operation in the field. Work may be overwhelming, but the fulfillment it gives is incomparable. Truly, MLGOOs are heroes in their own right.

To conclude their 2-month stay in Malapatan, the NBOO apprentices also had an Exit Conference with Municipal Mayor Salway D. Sumbo, Jr. They also visited their respective barangays where they were assigned - Barangays Lun Padidu, Lun Masla, and Poblacion. Certificates of Appreciation and tokens were awarded to their Punong Barangays for warmly accepting and accommodating them in their Barangay and generously extending support and assistance. A simple fellowship was also shared as a form of thanksgiving, which adds to the tons of precious memories they can cherish and share back home.

Overall, the NBOO apprentices were extremely grateful for the opportunity to experience life in the field. With a humble heart, they will bring all the learnings and realizations they have gained from their Supervised Field Work. They will miss Malapatan, but they are also looking forward to visiting this place again in the future.

👀LOOK: MLGOOs are in attendance during the Provincial Orientation on the Conduct of Barangay Peace and Order Committee (BPOC) Functionality Audit

The DILG Sarangani Provincial Office conducts the orientation on BPOC Functionality today, August 16, via an online zoom platform.

The orientation comprises UPDATES on the functionality indicators, audit forms, technical guidance notes, timelines, MOVs, and institutional arrangements for the Audit in accordance with the issued DILG Memorandum Circular No. 2020-047. The period under review for this year's Audit covers July 2018 to December 2020.

Meanwhile, the BPOC Functionality Audit's functionality indicators comprise the structure, people, system, innovations, and good practices. The MLGOOs - being the Chairperson of the BPOC Evaluation Task Force (ETF) - will lead the BPOC validation activities and ensure that all barangays within their areas of jurisdiction are assessed.

PD Samuel Camaganacan, OM Annalyn Doceo, PM Mary Grace Santarin, and POC Focal Person Sheila Mae Kubik are present in the virtual orientation.

Full Devolution: Reimagining the Local Government of Glan

GLAN, SARANGANI (July 28, 2021) – DILG Alabel Team-Local Government Academy LGOO II & III Apprentices: Kien Develos, Eloise Omolida, Jhon Tabao, and Ricky Dimailig, under the supervision of the Municipal Local Government Operations Officer of Alabel, Florence Abelarde, extend their expertise in the formulation of Devolution Transition Plan and Capacity Development Agenda to the Municipality of Glan on July 28-29 at Isla Jardin del Mar, Glan, Sarangani Province dubbed as "An Orientation on Full Devolution: Reimagining the Local Government Unit of Glan."

The 2-day activity consists of lectures on Capacity Development Agenda Formulation and the Devolution Transition Plan. Participants of the activity were Elective officials and functionaries of the Municipality of Glan, consisting of the Mayor, Department Heads, and other relevant stakeholders.

Hon. Vivien B. Yap., Municipal Mayor, said, "e-erase na natin yong dating gawain natin, looking forward tayo dapat hindi yong kontento na tayo sa kung anong meron tayo, gusto ko mag refocus kayo kasi we need change for the betterment of the Municipality and the people. So, this is a major break for us!"

To facilitate the smooth transition towards full devolution, President Rodrigo Roa Duterte has signed, on June 1, 2021, EO No. 138 that sets the principles and guidelines for the full devolution of certain functions of the executive branch to the LGUs.

MALUNGON-MAASIM: "TAMBAYAYONG PARA SA KAUGMAON" DILG Malungon assists LGU Maasim in reimagining Local Governance under Full Devolution

MAASIM, SARANGANI (July 22, 2021) - The initiative for devolution in the Philippines has already been established a couple of decades ago, mainly through RA 7160, otherwise known as the "Local Government Code of 1991". LGUs are empowered as genuine movers of development through the promotion of Local Autonomy. Since then, LGUs have played a vital role in governance and service delivery.

However, as LGUs continue to assume more and more functions and responsibilities in local governance, the grave imbalance in allotted resources for LGUs vis-à-vis these functions, making it difficult for LGUs to consistently provide a comparative level of service as mandated to them.

There was a very timely spark that led to the reimagining of genuine devolution through the initiative of Full Devolution. Given the impending implementation of the Supreme Court Ruling on the much controversial Mandanas-Garcia Petition, Executive Order No. 138 s. 2021 has been issued as a mechanism that serves as a springboard in providing an enabling environment for LGUs to fully embrace the Full Devolution Initiative. As such, more and more LGUs began to take a proactive stance in preparing for the unprecedented changes brought about by Full Devolution.

By this initiative, DILG XII, led by RD Josephine C. Leysa, CESO III, proactively initiated a series of interventions and activities for LGUs under SOCCSKSARGEN to fully prepare for the implementation of the Full Devolution initiative. These activities involve orientations for both Municipalities and their respective Component Barangays, among others.

Delving deeper into Sarangani Province, orientations on the Supreme Court Ruling on the Mandanas-Garcia Petition and the Full Devolution initiative has already been conducted to various component municipalities, particularly in Alabel and Malapatan, where LGOO apprentices from the LGOO Apprenticeship Program-53rd Batch of the DILG were assigned. However, some Municipalities in the Province have yet to receive targeted interventions regarding Full Devolution even though the impending implementation of Full Devolution draws near.

To address this concern, the DILG Sarangani Provincial Office, in close coordination with DILG XII Regional Office, began an initiative to tap Municipal DILG Teams to assist other component Municipalities by providing Technical Assistance on Full Devolution. The DILG Team of the Municipality of Malungon, consisting of a composite team of DILG staff and LGOO apprentices, under Malungon MLGOO Marife C. Tenorio's leadership and supervision went to LGU Maasim to provide Technical Assistance on Full Devolution.

The activity is entitled "LGU Maasim Reimagines with DILG Malungon Team on Local Governance under Full Devolution: Orientation on the Supreme Court Ruling on the Mandanas-Garcia Petitions" and was held on July 21, 2021 (Wednesday) at the Maasim Municipal Conference Room. The activity generally serves as an orientation on SC Ruling and on Full Devolution, emphasizing the general provisions of EO 138 s. 2021, and the components required for LGUs to prepare for the impending Full Devolution. The activity involved 5 sessions, namely: Session 1: Background on the Supreme Court Ruling on the Mandanas-Garcia Petition, as discussed by Engr. Riolyka Z. Manalaotao; Session 2: Salient Features of the EO No. 138, s. 2021, by Jan Marlon L. Eroles; Session 3: Guidelines on the Preparation of Devolution Transition Plans (DTPs), by Kristine Carmen D. Diones, EnP; Session 4: Guidelines on the Preparation of the Capacity Development Agenda, by Jacqueline A. Calimlim; and lastly, Session 5: Implementation Strategies of the LGU DTPs, by Malungon MLGOO Marife C. Tenorio.

Maasim MLGOO Melencio R. Balanag, Jr. spearheaded the start of the activity, which was attended by the Mayor of Maasim, Hon. Zyrex C. Pacquiao; Municipal Vice-Mayor Visitacion Nambatac; Members of the Sangguniang Bayan; Department Heads and technical staff. Further, guests from DILG XII also graced the conduct of the activity – under the leadership of no less than RD Josephine Leysa. Accompanying RD Leysa is ARD Lailyn A. Ortiz and LGCDD Division Chief Jermie A. Erie-Yaeger, and Sarangani DILG Provincial Director Engr. Samuel A. Camaganacan.

Throughout the presentations and discussions, participants from LGU Maasim were aware of the essential concepts regarding the Full Devolution Initiative and the pertinent timelines and requirements necessary for preparation and submission to appropriate channels.

Following the unprecedented success of the said activity, the DILG XII also considers that the next leg for the activity will be conducted soon, this time rendering assistance for LGU Maitum. DILG Sarangani goes virtual on "One QMS of DILG" Orientation

ALABEL, SARANGANI (July 21, 2021) - DILG Sarangani Provincial Office, thru Jazzy Jane Ordaneza, Provincial Focal Person, conducts a virtual orientation on "One Quality Management System (QMS) of the DILG" via zoom teleconference today, July 21.

The said orientation activity aims to capacitate the Municipal Local Government Operations Officers (MLGOOs) and Provincial Office Staff on the enrolled quality procedures for field offices. This activity is in line with the National Quality Management System implemented by the DILG Central Office and across its sub-national and field offices to comply with the requirements of ISO 9001:2015.

The Municipal Local Government Operations Officers (MLGOOs), DILG Sarangani Provincial Office personnel, and staff attended the virtual orientation. The Regional Process Owners also assisted in the orientation by discussing the updates of the National QMS implementation, including the new forms, templates, and system and quality procedures. PD Samuel Camaganacan & Engr. Mary Anne Traspe, the Regional QMS Secretariat were also present during the teleconference. (DILG SARANGANI PROVINCIAL LGRRC)
