Sangguniang Bayan of Alabel

The fight for a balanced and healthy ecology has always been at the forefront of the goals of the Sangguniang Bayan in crafting quality and relevant legislation.

In order to achieve such, it is necessary to empower the Office of the Municipal Environmental Resources Officer with sufficient manpower to safeguard our natural ecology. With this, the 13th Sangguniang Bayan, during its 114th Regular Session, which was presided over by Vice Mayor Ronnel Saldua Español, enacted an Ordinance creating Senior Environmental Specialist (SEMS) under the Municipal Environment and Natural Resources Office (MENRO) in the Local Government Unit of Alabel, Sarangani Province and providing funds thereof.

During the 114th Regular Session and also the last Regular Session for the year 2021, the Sanggunian enacted one (1) Ordinance, adopted thirteen (13) Resolutions, and rendered nine (9) Committee Reports.

Today also marks the last Regular Session of the 13th Sanggunian Bayan as the Sanggunian will now be having a recess starting from the second week of December and will resume in the third week of January 2022 as mandated by its Internal Rules of Procedure.

To protect Alabelians from possible rabid injuries from pets and astray animals alike, the 13th Sangguniang Bayan, during its 113th Regular Session, enacted an Ordinance entitled “An Ordinance providing free and complete doses of Anti-Rabies Vaccine to all Alabel residents who are exposed to potentially rabid animals and providing funds thereof, and for other purposes." This Ordinance was authored by Vice Mayor Ronnel Saldua Español

During the 113th Regular Session, the Sanggunian enacted three (3) Ordinances, adopted two (2) Resolutions and rendered one (1) Committee Report.

The 13th Sangguniang Bayan, during its 112th Regular Session, adopted a Resolution entitled “A Resolution setting the date of bidding for the exclusive privileges to operate fish corrals, oyster culture beds and catching of bangus fry/ eel or fry species for propagation within the municipal waters of Alabel, Sarangani on December 15, 2021, at 10:00 o'clock in the morning at the Office of the Municipal Treasurer."

Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian adopted three (3) Resolutions and rendered four (4) Committee Reports.

The 1987 Philippine Constitution mandates a balanced ecology for all. To achieve this, the 13th Sangguniang Bayan, during its 111th Regular Session, Enacted an Ordinance entitled “An Ordinance institutionalizing the Baganis and/or Kamlung Banwe, Defining its duties and functions, providing funds therefor and for other purposes."

The forest guards will ensure that our forests are protected and be preserved for years to come.

It was approved in the third and final reading. Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian enacted two Ordinances, adopted two (2) Resolutions, and rendered one (1) Committee Report.

In order to effectively deliver genuine public service, The 13th Sangguniang Bayan, during its 110th Regular Session, Enacted an Ordinance entitled “An Ordinance establishing the service standards of Alabel, Sarangani Province, defining internal and external services and the relevant requirements in availing thereto, adopting the penalties as provided for under Republic Act No. 11032, otherwise known as the Ease of Doing and Efficient Government Service Delivery Act of 2018, and other purposes”.

It was approved in the third and final reading. Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian enacted two Ordinances, adopted two (2) Resolutions, and rendered two (2) Committee Reports.

By virtue of Sec. 25 Article II of the 1987 Philippine Constitution, the autonomy of Local Government Units has been guaranteed. This local autonomy has been solidified by the Supreme Court with their recent ruling in Mandanas vs Garcia.

To fully guide the municipality with its strengthened local autonomy, the 13th Sangguniang Bayan, during its 109th Regular Session, adopted a Resolution approving the Devolution Transition Plan (DTP) of the Municipality of Alabel providing the municipal government with a roadmap to ensure strategic, systematic, and coherent actions towards the full implementation of functions, services, and facilities to be fully developed by National Government Agencies (NGAs) concerned, starting Fiscal Year (FY) 2022.

During its 109th Regular Session, Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian adopted two (2) Resolutions and rendered three (3) Committee Reports.

The 13th Sangguniang Bayan, during its 108th Regular Session, awarded the Resolution congratulating and commending Ms. Christy Z. Manggaron from Poblacion, Alabel, who graduated as Cum Laude, with the Degree of Bachelor of Science in Office Administration (BSOA) from the Primasia Foundation College of Alabel, Sarangani Province.

During its 108th Regular Session, Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian adopted Eight (8) Resolutions and rendered five (5) Committee Reports.

The Alabelians have a right to a well-balanced ecology and adequate facilities to promote such. With this, the 13th Sangguniang Bayan, during its 107th Regular Session, adopted a Resolution for the Construction of Community Restroom Project worth of One Million Five Hundred Thousand Pesos (₱1,500,000.00) within the Alabel Eco Tourism Site, Purok 2, Barangay Ladol, Alabel, Sarangani Province, in partnership with the Department of Environment and Natural Resources (DENR) Regional Office XII, Koronadal City.

During its 107th Regular Session, Vice Mayor Ronnel Saldua Español, MPA presided over the Session where the Sanggunian adopted three (3) Resolutions and rendered one (1) Committee Report.

Today, we celebrate the birthday of the Presiding Officer, leader, and father of our Sangguniang Bayan.

Education is the greatest weapon we can have against the challenges in life. The 13th Sangguniang Bayan of Alabel, Sarangani Province, during its 105th Regular Session, awarded a resolution congratulating and commending to those who graduated with Latin honors from Primasia Foundation College in the Municipality of Alabel, Sarangani Province.

To further ensure that our learners attend school faithfully, the 13th Sangguniang Bayan also enacted an ordinance entitled, An Ordinance accelerating action to end the truancy of Elementary and High School learners in the Municipality of Alabel, Sarangani Province, which was approved in the third and final reading.

During its 105th Regular Session, the Sanggunian also enacted one (1) Ordinance, adopted two (2) Resolutions, and rendered seven (7) Committee Reports.

The 13th Sangguniang Bayan of Alabel, Sarangani Province, during its 103rd Regular Session adopted resolution entitled, Kapasiyahan na nagpapahayag ng taos pusong pakikiramay ng Pamahalaang Lokal ng Bayan ng Alabel, Lalawigan ng Sarangani sa pagpanaw ng kauna-unahang Indigenous Peoples Mandatory Representative (IPMR) ng Barangay Datal Anggas, Bayan ng Alabel, Lalawigan ng Sarangani na si Kgg. Daniel Laginan Nonggod.

To protect the well-being of the youth, the 13th Sangguniang Bayan also enacted an ordinance entitled, An Ordinance regulating live in amongst teenagers as a means to Prevent Teenage Pregnancy in the Municipality of Alabel, Sarangani Province, in the third and final reading.

During its 103rd Regular Session, the Sanggunian also enacted one (1) Ordinance, adopted four (4) Resolutions, and rendered six (6) Committee Reports.

As the dead pass on to the other world, we should not grieve their passing, but celebrate the life that they shared with us.

To give honor and tribute to the late Hon. Jose "Peping" Almero Orlino, Jr. the 13th Sangguniang Bayan during its 102nd Regular Session, which was presided over by Vice Mayor Ronnel Saldua Español, MPA, the 13th Sangguniang Bayan adopted a resolution entitled "Kapasyahan na nagpapahayag ng taos-pusong pakikiramay ng Pamahalaang Lokal ng Bayan ng Alabel, Lalawigan ng Sarangani sa pagpanaw ng kauna-unahang Pangalawang Punong Bayan ng Alabel, Lalawigan ng Sarangani, Kgg. Jose Almero Orlino, Jr."

During its 102nd Regular Session, the 13th Sangguniang Bayan also enacted two (2) Ordinances, adopted two (2) Resolutions, and rendered four (4) Committee Reports.
