PRESS RELEASE | NBI NABS FOUR INDIVIDUALS FOR SELLING UNREGISTERED HOUSEHOLD HAZARDOUS PRODUCTS

The NBI - BATAAN DISTRICT OFFICE (BATADO) arrested One (1) Chinese National, and Three (3) Filipinos in two (2) separate establishments in the Province of Bataan for Violation of R.A. 9711 (Food and Drug Administration Act of 2009).

The case stemmed from intelligence report relayed by a confidential informant, that certain establishments from the Province of Bataan are into selling and distributing unregistered Household Aerosol Insecticide, considered as Household/Urban Hazardous Substance.

Acting on the information, a test-buy was conducted by NBI-BATADO Agents. Thereafter, said products were submitted to Food and Drug Administration (FDA) for product verification. Through Certification, the FDA confirmed that the subject product of test-buy were indeed unregistered.

In this connection, on May 26, 2026, a joint Entrapment and Inspection Operations were conducted by NBI-BATADO and the Food-Drug Regulation Officers from FDA Regulatory Enforcement Unit - North Luzon Cluster, Region III, against two (2) separate establishments in Orani and Abucay, Bataan.

The entrapment (buy-bust) operation resulted to the arrest of Four (4) individuals and seizure of various Unregistered Household/Urban Hazardous Products, with an estimated value of more or less Php 120,000.00.

Following the operation, arrested individuals were presented before the Office of Provincial Prosecutor - Bataan, for inquest proceedings for Violations under Republic Act 3720 otherwise known as "The Food, Drug and Cosmetic Act", as amended by Republic Act 9711 known as "The Food and Drug Administration Act of 2009"

๐‹๐ˆ๐๐†๐€๐˜๐„๐, ๐๐€๐๐†๐€๐’๐ˆ๐๐€๐ (๐Œ๐€๐˜ ๐Ÿ๐Ÿ—, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”) โ€” Three operators of a videoke bar in Pangasinan were sentenced to life imprisonment after a Regional Trial Court found them guilty of qualified trafficking in persons involving four minor girls.

In an 18-page decision dated Jan. 27, 2026 and released publicly this month, RTC Branch 68 Presiding Judge Maria Laarni R. convicted Jacqueline Cereza Rosete-Julian, Rolly Dadac Sevillena, and Robert Cacho Catabay for recruiting and offering four girls aged 14 to 17 for sexual services at JJT Videoke Bar in a Pangasinan town on Feb. 27, 2025.

The court found that the three conspired in operating the establishment, which was used to offer women and underage girls to customers for prostitution. Evidence gathered during surveillance and a rescue operation showed the minors were being sexually exploited for profit.

For qualified trafficking in persons, each accused was sentenced to life imprisonment and ordered to pay a P2-million fine. They were also directed to jointly pay each victim P500,000 in moral damages and P100,000 in exemplary damages, with legal interest until fully settled.

The court likewise convicted the trio of child prostitution and other sexual abuse under Republic Act 7610, imposing prison terms ranging from 14 years and eight months to 20 years. They were further ordered to pay each victim P50,000 in civil indemnity, P50,000 in moral damages, and P50,000 in exemplary damages.

The identities of the victims were withheld in compliance with laws protecting children from abuse and exploitation. NBI-Alaminos District Office Agent-in-Charge lawyer Fabienne P. Matib welcomed the conviction, saying it underscores the governmentโ€™s resolve to combat child trafficking and protect vulnerable minors from exploitation.

MANILA, Philippines โ€” The National Bureau of Investigation (NBI) has intensified its manhunt for Sen. Ronald dela Rosa, describing him as โ€œarmed and dangerousโ€ as law enforcement units step up efforts to locate the former Philippine National Police (PNP) chief.

In a news forum on Saturday, NBI Director Melvin Matibag said the classification waspart of standard protocol for individuals being actively sought by authorities, particularly those with prior law enforcement or security background.

The MAGGIE DELA RIVA CASE- A Landmark Pursuit of Justice Beyond Power and Privilege

PASAY CITY, Philippines โ€” In 1967, the Philippines was shaken by one of the most shocking and widely publicized criminal cases in its history: the abduction and r**e of actress Maggie de la Riva.

Ang kasong ito ay naging isang mahalagang yugto sa paghahangad ng tunay na hustisya sa bansa, na nagpatunay na ang kayamanan, impluwensiya, at makapangyarihang apelyido ay hindi sapat upang iligtas ang mga nagkasala mula sa buong puwersa ng batas.

On June 26, 1967, de la Riva was on her way home from a taping session at ABS-CBN when her vehicle was blocked in New Manila, Quezon City. She was forcibly abducted, blindfolded, threatened with acid, and brought to the Swanky Hotel in Pasay City, where she was sexually assaulted by four men: Jaime Jose, Basilio Pineda Jr., Edgardo Aquino, and Rogelio Caรฑal.

The accused came from influential and well-connected families, a circumstance that intensified public outrage and tested the integrity of the justice system.

The National Bureau of Investigation played a crucial role in the successful prosecution of the case through scientific and forensic investigation.

Dr. Ernesto Brion, then Chief Medico-Legal Officer of the NBI, conducted the medico-legal examination. His findings documented injuries consistent with forcible sexual abuse and became instrumental in disproving the defenseโ€™s claim that the acts were consensual.

During trial, Dr. Brion further explained that the absence of spermatozoa did not negate the commission of r**e, especially considering the lapse of time and the victimโ€™s douching prior to examination. His expert testimony helped strengthen the prosecutionโ€™s case and underscored the importance of forensic evidence in criminal investigation.

The NBI also assisted in evidence verification and suspect identification, including the confirmation of distinctive tattoo markings described by the victim, further linking the perpetrators to the crime.

Presided over by Judge Lourdes Paredes San Diego, the trial became a national sensation. Maggie de la Rivaโ€™s courage and unwavering testimony captured the nationโ€™s attention, particularly when she confronted her attackers in court and revealed the bruises inflicted upon her.

In 1967, the four accused were convicted and sentenced to death by electrocution.

Rogelio Caรฑal later died in prison in 1970. The remaining three โ€” Jaime Jose, Basilio Pineda Jr., and Edgardo Aquino โ€” were executed by electric chair on May 17, 1972. Their ex*****on was broadcast live on national radio, making it one of the most widely followed ex*****ons in Philippine history.

More than five decades later, the Maggie de la Riva case remains a historic reminder of the enduring importance of forensic science, fearless testimony, and impartial law enforcement.

PRESS RELEASE | NBI-SAU DISMANTLES ONLINE LOVE SCAMMING AND CRYPTO FRAUD OPERATION IN PARAร‘AQUE CITY; 17 ARRESTED

The National Bureau of Investigation - Special Action Unit (NBI-SAU) successfully conducted an operation against an alleged organized online scamming syndicate engaged in "Love Scamming Activities," "Pig Butchering," and "Cryptocurrency Investment Fraud" in Paraรฑaque City.

On May 15, 2026, NBI-SAU operatives proceeded to No. 9 Patmos Street, Multinational Village, Paraรฑaque City to serve the Warrant to Search, Seize, and Examine Computer Data (WSSECD) issued by the Regional Trial Court of Paraรฑaque.

Upon serving the warrant, SAU operatives discovered that the alleged illegal activities were being conducted on the third floor of the premises, where they found a call center-like setup consisting of multiple computer workstations, mobile phones, internet routers, and other digital devices allegedly used in online scamming operations. Operatives also discovered a separate room allegedly intended for โ€œmodels,โ€ where a computer installed with the โ€œAI SWAP 2โ€ application, reportedly capable of AI-based face replacement or deepfake technology, was recovered.

Seventeen (17) individuals were arrested during the operation, including fourteen (14) Filipino nationals and three (3) foreign nationals, who were allegedly caught actively operating computer systems and communication devices at the time of the raid.

Initial forensic examination conducted by the NBI-Digital Forensic Laboratory revealed that the alleged operation systematically targeted foreign nationals, particularly individuals in the United States, Bangkok, and several European countries, through online dating applications and messaging platforms such as WhatsApp, Telegram, Grindr, and similar services. Investigators discovered alleged fake online identities, deceptive romantic approaches, and pre-written scripts designed to build trust, establish emotional relationships, obtain personal and financial information, and eventually persuade victims to send money.

Operatives further uncovered alleged schemes involving fabricated financial emergencies, investment opportunities, and urgent personal situations, with victims reportedly instructed to transfer funds through cryptocurrency wallets linked to a suspected bogus cryptocurrency website identified as โ€œcexonline.uk.โ€ Investigators believe the use of cryptocurrency was intended to conceal the traceability of transactions and facilitate the movement of illegally obtained funds. All digital evidence and equipment covered by the warrant were seized, inventoried, and documented in accordance with established procedures.

The arrested individuals were subsequently brought to NBI-SAU office for proper booking and documentation. On May 16, 2026, Subjects were presented for inquest proceedings before the State of Prosecutors of the Department of Justice for violation of Section 4 (b)(2) of R.A. No. 10175, or the Cybercrime Prevention Act of 2012.

NBI Director Atty. Melvin A. Matibag said that the successful dismantling of the alleged online fraud operation demonstrates the Bureauโ€™s firm commitment to protecting the public from cyber-enabled crimes and holding accountable those who exploit technology to deceive and victimize others. โ€œAs cybercriminals continue to evolve and adopt more sophisticated methods, the NBI continues to work closely with our partner agencies to pursue individuals and groups engaged in illegal online activities and ensure that justice is served,โ€ he added.
