In line with the directives and priorities of DOLE Secretary Francis N. Tolentino to strengthen labor inspection and enforcement mechanisms to ensure the effective implementation of labor laws and standards, the Department of Labor and Employment Regional Office No. 1 conducted a two-day operational orientation and track progression activity to strengthen the competencies, field readiness, and professional values of its new batch of Labor Inspectors on September 28-29, 2026 at San Ildefonso, Ilocos Sur.
The activity focused on standardizing operational and administrative procedures, strengthening proficiency in technical reporting and audit tools, and preparing field-ready Labor Inspectors (LIs) for deployment. It also formalized the completion of the Level 1A Track, finalized TAV Catch-up Action Plans and CSHP Operational Action Plans.
Regional Director Honorina Dian-Baga challenged the new inspectors to understand that their role goes beyond meeting inspection targets. She emphasized the importance of looking at the bigger pictureโ€”to understand why inspections are conducted and how these contribute to safer workplaces, compliance with labor standards, improved productivity, and sustainable business operations. She urged the inspectors to treat their position as a privilege and to act as true catalysts of change.
RD Baga likewise called on senior inspectors to lead by example and guide the new personnel in developing the knowledge, skills, and values expected of a Labor Inspector. Leadership, she emphasized, is betting its hope and confidence on the new batch, expecting them to uphold these standards.
Through continuous learning, mentoring, and field experience, DOLE Region 1 aims to build a stronger labor inspection team that is ready to serve, uphold labor standards, and help create safer and more productive workplaces across the region.

Creative advocacy efforts promoting child labor prevention took center stage during the DOLEkula Uno Film Festival Awards 2026, held as part of the Lead and Empower: DOLE RO1 Livelihood and Employment Awards 2026 on September 24, 2026, at Stella Maris, Cabugao, Ilocos Sur.
The film festival recognizes the creative work of DOLE Field Offices in using short films and audiovisual storytelling to raise awareness about child labor prevention and encourage communities to take part in protecting children from situations that may compromise their safety, education, and development.

Outstanding Public Employment Service Offices (PESOs) in Region 1 were recognized during the Regional Best PESO Awards 2025, one of the highlights of the Lead and Empower: DOLE RO1 Livelihood and Employment Awards 2026, held on September 24, 2026, at Stella Maris, Cabugao, Ilocos Sur.
The awards honor PESOs that have demonstrated excellence in providing employment facilitation services and implementing responsive labor market programs for jobseekers, workers, and employers in their respective communities.
As local employment service providers, PESOs play an important role in connecting jobseekers with employment opportunities, assisting employers in their recruitment needs, and supporting the implementation of various employment programs and initiatives.
Their efforts contribute to bringing employment services closer to communities and helping jobseekers access opportunities that match their skills and qualifications.
