This training aims to strengthen participants’ knowledge and practical use of the PhilGEPS E-Bidding Facility, in support of the government’s ongoing efforts to promote transparency, efficiency, and digital transformation in public procurement.

• Merchants – 1 Day
• Observers – Half Day

The Government Procurement Policy Board – Technical Support Office (GPPB-TSO) has released “𝗔𝗻 𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝘁𝗼 𝘁𝗵𝗲 𝗕𝗶𝗱𝘀 𝗮𝗻𝗱 𝗔𝘄𝗮𝗿𝗱𝘀 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 (𝗥𝘂𝗹𝗲 𝗩)”, a practical reference designed to help Procuring Entities understand the structural reforms introduced under the New Government Procurement Act (RA 12009).

The guide provides a side-by-side comparison between the 2016 Revised IRR of RA 9184 and the 2025 IRR of RA 12009, allowing procurement practitioners to clearly identify what has changed in the governance, composition, and functions of the Bids and Awards Committee (BAC).

With the 2026 procurement cycle already underway, Procuring Entities are encouraged to review their BAC structures and ensure alignment with the new requirements.

This guide forms part of GPPB-TSO’s continuing efforts to support agencies in the transition toward professionalized and modernized public procurement under RA 12009.
