In its commitment to strengthen participatory governance and amplify the voices of the people, the DILG Angeles City conducted monitoring activities across barangays from October 11 to October 26, 2025, to ensure the proper conduct of Barangay Assembly Days for the 2nd Semester of CY 2025, as mandated under Proclamation No. 599, Series of 2018.
During the monitoring visits, DILG Angeles City technical staff delivered messages and provided updates on various DILG programs, projects, and activities (PPAs), as well as the latest issuances and compliance status of each barangay.
Punong Barangays presented their State of the Barangay Address (SOBA), highlighting their Accomplishment Report, Financial Report, and updates on the implementation of their CY 2025 PPAs, including ongoing initiatives and activities.
Community members and residents were also given the opportunity to raise their concerns, suggestions, and inquiries, promoting transparency, accountability, and participatory governance at the barangay level.

To strengthen its commitment to gender-responsive governance, the Gender and Development (GAD) Focal Point System of the DILG Angeles City conducted a feedbacking session on October 27, 2025, at the DILG Angeles City Conference Room, to discuss the results of the recently concluded 2024 Regional GAD Seal Assessment.
During the session, the body discussed in detail the various indicators and means of verification required by the regional assessment committee, including memoranda, advisories, post-activity reports, and documentation of GAD-related initiatives.
The activity also highlighted the formulation of new programs and initiatives that promote gender equality and womenโs empowerment, benefiting clients and stakeholders at both the city and barangay levels.

In recognition of Angeles City barangaysโ exceptional diligence, consistency, and excellence in the submission of reportorial requirements, the DILG Angeles City conducted the 2nd and 3rd Quarter FY 2025 Gawad Culiat Awards on October 22, 2025, at Fave Hotel, Malabanias, Angeles City.
Through the DILG Angeles City Official Reports, Business, and Issuances Tracker (ORBIT), barangays were evaluated and conferred certificates, with Gold Awardees (96โ100%), Silver Awardees (92โ95%), and Bronze Awardees (89โ91%) recognized for their exemplary compliance and performance.
Further, Certificates of Recognition were also presented to barangays that demonstrated compliance and top performance in the 2025 Barangay Environmental Compliance Audit (BECA).
The Gawad Culiat Awards, DILG Angeles Cityโs official awards and recognition system, aim to acknowledge barangays that exemplify outstanding governance and inspire continuous improvement in transparency, accountability, and administrative efficiency.

Underscoring the importance of preserving and replicating innovative programs of barangays through proper documentation, the DILG Angeles City, funded by the Local Government Academy and in collaboration with the DILG Olongapo City, conducted โYamang Balangay: A Training-Workshop on Documenting Barangay Best Practicesโ on October 22, 2025, at Fave Hotel, Malabanias, Angeles City.
In her message, DILG Angeles City Director Yvette R. Cosio, CESO V, emphasized the need for every barangay to systematically record and share their successful practices to inspire replication and sustain innovation across communities.
The sessions covered key topics such as the steps and tools in documenting barangay best practices and techniques for writing and packaging documentation outputs. These discussions aimed to equip barangay officials with the necessary skills to effectively present their projects and initiatives.
Participants also took part in a hands-on workshop and peer review session, facilitated by DILG Olongapo City Director Zotico Gerson A. Villanueva, Jr., CESE, who shared insights on how barangays can refine their documentation and storytelling.

To enhance Philippine Digital Workforce Competitiveness under RA 11927, the DILG Angeles City, with support from the DILG Central Office โ ISTMS and DILG Region III, conducted the roll-out of the Barangay Information Management System (BIMS) on October 15, 2025, at Fave Hotel, Malabanias, Angeles City.
Information Systems Analysts from DILG Region III and DILG AC presented modules on the Issuance Management System, Barangay Website, Helpdesk System, and Ticketing System, all designed to promote smart local governance in barangay operations.
Participants also engaged in hands-on activities on Barangay Account Registration, Inhabitant Profiling, and the Katarungang Pambarangay Information System, ensuring that barangay functionaries are equipped with the necessary digital skills to manage and implement BIMS effectively.

Congratulations to Barangay Margot for emerging as the 5th Runner-Up in the 2025 Barangay Environmental Compliance Audit (BECA) โ Regional Level!
Out of more than 500 barangays in the city category across Region III, Barangay Margot stood out for its dedication, teamwork, and community-driven initiatives that create a lasting impact.
The BECA is an annual program of the DILG that recognizes barangays for their compliance with environmental laws and ordinances, while also highlighting outstanding grassroots practices in environmental governance.
