Ito ang paalala ni dating Bayan Muna Rep. Teddy Casiño sa publiko tungkol sa mga Marcos at Duterte na aniya’y pareho umanong korap at “NAGPAPAKASANGKAPAN SA MGA AMONG DAYUHAN.”

Iginiit niya rin na huwag umano mahulog sa bitag na kailangang mamili sa dalawang dinastiya, “‘Yung takot ninyo maging presidente si Sara on or before 2028 ay huwag sana maging dahilan para lunukin ang grabeng korapsyon ng rehimeng Marcos.”

Ngayong araw muli na namang pilit na pinatatahimik ng estado ang mamamayan nitong lumalaban sa katiwalian at korapsyon.

Nanghaharass at naniniktik ang mga nagpapakilalang kapulisan sa mga kasapi ng Bayan Muna sa Lungsod ng Maynila. Ginagawa pang instrumento nito ang mga opisyales ng barangay para supilin ang karapatan ng mamamayan na magorganisa at manawagan ng pagbabago sa bulok na sistema. Hindi pa sila nakuntento, may kasama pang pagbabanta sa kabuhayan ng mga indibidwal.

Lalo lang pinapakita ng kapulisan ang desperasyon nitong sumunod sa utos ng mga nasa puder na pigilan ang galit ng taumbayan. At higit lalong pinapakita nito ang desperasyon ng mga korap na kumapit sa kanilang trono.

Muling pinapatunayan ng mga pulis na kailanman hindi interes ng mamamayan ang kanilang pinoprotektahan. Imbis na habulin ang mga nangurakot ng pera ng taumbayan mismong ordinaryong mamamayan pa ang kanilang tinatakot.

Former Bayan Muna congressman and petitioner in the Supreme Court petition against the transfer of PhilHealth funds to the GAA Unprogrammed Appropriations today filed a Motion with the Court asking that the Court resolve the petition on its merit despite Pres. Ferdinand Marcos’ promised return of Php 60 billion PhilHealth funds.

Colmenares called for putting into government only pro-people officials with integrity and genuinely serving the people’s interest who will undertake systemic reforms that must be demanded by the protesters declaring that

Reform in the budgetary process to make it transparent, accountable, accessible to the media and the public, and participatory (e.g. ordering the holding of bicameral meetings and legislative budget deliberations in government offices accessible to public and the media, livestreaming the deliberations and releasing official transcripts of the deliberations to the public, regulating presidential certification of urgency that shortcuts legislative processes and diminish public scrutiny of the budget, and allowing civil society and the public access to all budget documents, as well as providing an official space allowing their comments on the budget and the budgetary process to be officially recorded).

Genuine investigation and prosecution of the perpetrators, cleansing of government investigative and prosecutorial offices such as the Commission on Audit, the Ombudsman, the Department of Justice, the Department of Budget Management, courts handling corruption cases and dismantling the “infrastructure of impunity” composed of officials who conspire with the perpetrators to shield them from accountability. This cleansing process should also apply to government agencies executing the budget such as the Departments of Public Works and Highways, Health, Labor, Transportation and others. This also includes the cleansing of state security forces and the police of those who violate civil and political rights by violently dispersing anti-corruption rallies, torturing those arrested, and falsely prosecuting activists with trumped-up cases and SLAPP suits.

Political and electoral reforms such as, inter alia, the passing of a genuine Freedom of Information Law, passing an Anti-Political Dynasty law to combat the omnipresent control by corrupt political dynasties of legislative and executive offices, lowering election spending threshold to just 1 peso/voter (US$.017) to lessen the advantage of the rich and powerful in elections and give deserving but poor candidates a fighting chance to win, and strictly requiring that all government officials, including legislators, publish their Statement of Assets and Liabilities (SALN) to ferret out unexplained wealth among public officials, and amending the Party-List Law to return to the original concept that only those representing the marginalized and underrepresented are qualified to run in the party-list proportional elections. Ensuring that government officials are persons of integrity and honesty is an important component of the regime change to establish an effective checks and balance in against corruption.

Establishing procedures that assures respect of freedom of assembly and expression, and imposing effective sanctions against those who violate public participation. The people must also be made aware that only through vigilance and continuous public advocacy organized into networks, associations and organizations can the public help make sure that the gains of the anti-corruption movements are not dissipated by a few legal victories, supposedly genuine government investigations or independent commissions and promises of reforms by public officials.

The cases, including this PhilHealth petition, are not moot. Like the stories told in oft-repeated children's parables, the roots of the evil assailed in the Bayan Muna petition will happen over and over again unless the system of corruption is dismantled. The current General Appropriations Bill still contains hundreds of billions in pork barrel fund. Sa ika-26 anibersaryo ng Bayan Muna Partylist, ating ginugunita at ipinagdiriwang ang higit dalawang dekada ng katapatan sa kanyang pangalan—Bayan Muna: Bayan muna bago ang iilan, Bayan muna bago ang sarili. Sa loob ng 26 na taon, nanindigan ang Bayan Muna bilang boses ng mamamayan sa lansangan at sa loob ng Kongreso, tangan ang adhikaing isulong ang kapakanan ng nakararami at labanan ang anumang anyo ng pang-aabuso at katiwalian.

Hindi naging madali ang daan — pinuno ito ng pagsubok, paninira, at panunupil ng estadong gustong panatilihin ang bulok na sistema — ngunit sa bawat pagkakataon ay nanatili itong kasama ng masa, kaagapay sa laban para sa katarungan at tunay na pagbabago. Sa harap ng matitinding pagbaha, gutom, at kahirapan na araw-araw na pasan ng ating mga kababayan, patuloy namang lumalaki ang bulsa ng iilan dahil sa garapalang korapsyon at nakawan sa kaban ng bayan.

Habang lubog ang marami sa baha, sila’y nagtatampisaw sa yaman na hindi kanila. Hindi na puwedeng manahimik. Panahon na upang iparamdam ang ating matinding galit at sabay-sabay na ipanawagan ang hustisya para sa sambayanang Pilipino.

Kaya’t inaanyayahan ang lahat na makiisa sa malaking protesta kontra korapsyon sa darating na Setyembre 21, alas-9 ng umaga sa Luneta.

Sama-sama nating isigaw: Tama na ang nakawan, Singilin ang may sala, at iligtas ang bayan mula sa bulok na pamamahala!
