DILG Antique showcases Barangay Igcagay, Libertad, Antique, as the Regional Showcase Barangay for the Weekly KALINISAN BarKaDa Clean-Up Activity on April 8, 2026.
Under the leadership of Punong Barangay Mark Dexter A. Artucilla and with the active participation of barangay functionaries, the community came together for a successful clean-up drive to promote cleanliness and environmental sustainability. The program brought together local leaders, frontline responders, and community members in a united effort to build a cleaner, greener, and healthier community.
Present during the event were Hon. Maribeth N. Laserna, Municipal Mayor; Hon. Mary Jean N. Te, Municipal Vice Mayor; LGOO VI Lorebelle Joyce A. Fabila-Jacildo, MLGOO-Libertad; other local functionaries; and the Civil Society Organizations.
Barangay Kalinisan Day (BarKaDa) is a nationwide community-based clean-up drive program, anchored on the culture of bayanihan, that aims to maintain and provide a healthy and safe environment for the people through proper solid waste management.

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.
Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.
The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.
The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.
“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.
The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

DILG Antique participated in the Barangay Assembly of Barangay Manlacbo, Valderrama, Antique, as the Provincial Showcase Barangay, held on March 22, 2026, with the theme “Nagkakaisang Barangay Tungo sa Kalinisan, Kaayusan, Kapayapaan at Kaunlaran,” attended by hundreds of constituents.
Municipal officials and representatives from the Local Government Unit of Valderrama, including the Municipal Health Office and the Municipal Disaster Risk Reduction and Management Office, as well as the Philippine National Police and Bureau of Fire Protection, attended and supported the activity.
The Barangay Assembly serves as a key platform to promote transparency, ensure accountability, and encourage citizen participation by reporting accomplishments and plans while engaging constituents in local governance.

This event marked the successful liberation of Panay, Guimaras, and Romblon from Japanese occupation, thanks to the combined efforts of the Free Panay Guerrilla Forces and the U.S. military.

In view of the implementation of the PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) No. 2024-01 or the Revised Guidelines on the Localization of the Magna Carta of Women, and as part of the 2026 National Women’s Month Celebration, The DILG Antique Provincial Office conducted a two (2) part orientation last February 27 and March 06, 2026.
The first part focused on the PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) No. 2024-01, emphasizing the timelines and process of submissions of the local government units’ Gender and Development (GAD) Plans and Budgets and GAD Accomplishment Reports. The second part discussed the Gender and Development (GAD) Tools, highlighting the use Harmonized Gender and Development Guidelines (HGDG) in the preparation of GAD Plan and Budget (March 06, 2026). The activities were participated and attended by the DILG Field Officers, together with the LGU GAD Focal Persons and Municipal Planning and Development Coordinators from the 18 Municipalities of Antique.
The resource persons were Ms. Prisceli Joyce J. Galuego, GAD Focal Person of the Antique Provincial Government and Ms. Gemma R. Macatangay, Local Administrative Development Division of the Bureau of Local Government Development, respectively.
