Today December 04,2025 Mr. Genesis P. Quiblado the NCIP Apayao Provincial Officer with Atty. Mark Anthony Tungpalan and Engr. Mirtel Jan P. Bayani had a Back to Back Meeting with the office of VM Zaira Erika Caluya and Office of The Mayor Juanario S. Garde represented By AOV Jayheart Tumbaga to ensure that the welfare, rights, and interests of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) are integrated into the LGU's main development and investment plans.

The 1st IPMR Apayao Congress at Villa Saturnina, Sta. Ana, Cagayan brought together Indigenous Leaders for learning and dialogue.

The First Indigenous Peoples Mandatory Representative (IPMR) Congress cm Parliamentary Training Sessions, which formally commenced yesterday, November 19, 2025, is presently ongoing in Sta. Ana, Cagayan and is scheduled to conclude tomorrow, November 21, 2025. The event gathers IPMRs from various municipalities of the province to strengthen their legislative competence and reinforce their mandated role in local governance.

The ongoing sessions focus on the enhancement of procedural knowledge, adherence to parliamentary rules, and the proper exercise of the IPMR mandate within local legislative bodies, consistent with the principles of transparency, accountability, and participatory governance.

Vice Governor Kyle Mariah Chelsea Bulut-Cunan graced the activity and articulated the provincial government’s continuing commitment to supporting indigenous leadership. In her message, she affirmed, “𝙒𝙚 𝙬𝙖𝙣𝙩 𝙣𝙤𝙩𝙝𝙞𝙣𝙜 𝙢𝙤𝙧𝙚 𝙩𝙝𝙖𝙣 𝙩𝙤 𝙚𝙢𝙥𝙤𝙬𝙚𝙧 𝙮𝙤𝙪𝙧 𝙡𝙚𝙖𝙙𝙚𝙧𝙨𝙝𝙞𝙥 𝙗𝙚𝙘𝙖𝙪𝙨𝙚 𝙮𝙤𝙪 𝙖𝙧𝙚 𝙩𝙝𝙚 𝙤𝙣𝙚𝙨 𝙜𝙪𝙞𝙙𝙞𝙣𝙜 𝙩𝙝𝙚 𝙛𝙪𝙩𝙪𝙧𝙚 𝙤𝙛 𝙩𝙝𝙚 𝙥𝙧𝙤𝙫𝙞𝙣𝙘𝙚.”

She further underscored the foundational elements of sound governance, noting that “𝙘𝙡𝙖𝙧𝙞𝙩𝙮 𝙤𝙛 𝙥𝙧𝙤𝙘𝙚𝙙𝙪𝙧𝙚, 𝙧𝙚𝙨𝙥𝙚𝙘𝙩 𝙛𝙤𝙧 𝙡𝙖𝙬, 𝙖𝙣𝙙 𝙞𝙣𝙩𝙚𝙜𝙧𝙞𝙩𝙮 𝙤𝙛 𝙥𝙧𝙤𝙘𝙚𝙨𝙨 𝙖𝙧𝙚 𝙚𝙨𝙨𝙚𝙣𝙩𝙞𝙖𝙡—𝙗𝙪𝙩 𝙚𝙦𝙪𝙖𝙡𝙡𝙮 𝙚𝙨𝙨𝙚𝙣𝙩𝙞𝙖𝙡 𝙞𝙨 𝙡𝙞𝙨𝙩𝙚𝙣𝙞𝙣𝙜 𝙩𝙤 𝙩𝙝𝙚 𝙥𝙚𝙤𝙥𝙡𝙚, 𝙚𝙨𝙥𝙚𝙘𝙞𝙖𝙡𝙡𝙮 𝙩𝙝𝙤𝙨𝙚 𝙬𝙝𝙤𝙨𝙚 𝙝𝙚𝙧𝙞𝙩𝙖𝙜𝙚 𝙛𝙤𝙧𝙢𝙨 𝙩𝙝𝙚 𝙨𝙤𝙪𝙡 𝙤𝙛 𝘼𝙥𝙖𝙮𝙖𝙤.”

The IPMR congress continues to serve as a significant platform for strengthening indigenous representation and ensuring that governance processes remain lawful, inclusive, and culturally grounded.
