Day 1 of the Public Consultation on the Proposed Schedule of Market Values (SMV), held today in Kabugao, Apayao, was successfully conducted by the Provincial Government of Apayao through the Provincial Assessor’s Office, led by Acting Provincial Assessor Engr. Ma. Catalina D. Pacis, REA, together with the Municipal Assessors of Apayao.

The event was a great success, bringing together stakeholders, local government units, national agencies, and community members in a meaningful dialogue. Through active participation, concerns were addressed, insights were shared, and every voice was heard—strengthening our commitment to transparency and inclusive development.

Property owners, business owners, and other concerned residents are encouraged to attend. The consultation will cover how the SMV may affect property valuation, and will provide an opportunity to ask questions, raise concerns, and submit feedback prior to implementation.

PUBLIC ADVISORY | New Work Schedule at the Provincial Government of Apayao

The Provincial Government of Apayao (PGA) will implement a four-day on-site work arrangement under Executive Order No. 03, Series of 2026, signed by Governor Elias C. Bulut Jr.

The measure follows Memorandum Circular No. 114, s. 2026 issued by the Office of the President directing government agencies to adopt energy conservation measures.

Under the new arrangement, office hours at the PGA will be from 7:00 AM to 6:00 PM, Monday to Thursday, while Friday will be a non-working day, maintaining the required 40-hour workweek.

Employees providing essential services, such as health, disaster response, and security, as well as those assigned to tourism sites, will continue to follow their regular schedules to ensure uninterrupted services.

The public is advised to take note of the updated office hours when planning transactions with provincial government offices.

Day Three of the Three-Day Workshop on the Final Consolidation of the Schedule of Market Values (SMV) was conducted on March 06, 2026, at Star Jewel, Luna, Apayao. The Apayao Provincial and Municipal Assessors continued their collaborative efforts in refining and finalizing the proposed Schedule of Market Values.

The third day focused on valuation testing and the Tax Impact Study to ensure that the proposed values are fair, accurate, and responsive to current assessment standards. This activity marks a significant step toward strengthening and improving the property assessment system in the Province of Apayao.

Day Two of Our Three-Day Workshop

On the second day of our three-day workshop, the Apayao Provincial and Municipal Assessors continued the final consolidation of the Schedule of Market Values (SMV).

Today’s session focused on the presentation of the proposed Schedule of Market Values for Base Unit Construction Cost for Buildings, followed by thorough critiquing and an in-depth workshop discussion to ensure accuracy, consistency, and alignment with standards.
