The Provincial Government of Apayao honors two of its pioneer employees whose years of service helped build the institution and quietly carried it forward.

Mr. James Gullayan, Secretary to the Sangguniang Panlalawigan, served the province for 27 years, a steady presence in the work of legislation and public service.

Ms. Narcisa “Nars” Gullayan, Pharmacist of the Provincial Health Office, devoted 36 years to public health, serving with care, patience, and consistency.

Thank you for the years you gave and the work you consistently delivered.

🔖Orientation for Newly Appointed Private Secretaries

The Provincial Human Resource Management Office conducted an orientation today for the newly appointed Private Secretaries from the Office of the Sangguniang Panlalawigan and the Office of the Vice Governor. The session covered the Omnibus Rules on Leave, key office policies and regulations, the proper use of biometrics, and the correct procedures for filing office pass slips and travel orders.

This activity aims to ensure awareness, compliance, and transparency as they begin fulfilling their official duties.

Building Better Projects, Building a Better Apayao!

The Provincial Government of Apayao through its Human Resource Management Office (HRMO) and in collaboration with the Department of Public Works and Highways – Apayao Second District Engineering Office (DPWH-ASDEO), successfully conducted a Training on Project Management and Supervision and Project Documentation on October 28–30, 2025, at the DPWH Training Center.

Engineers and technical staff from the Provincial Engineering Office, Provincial Governor’s Office–Special Projects, and the Provincial Disaster Risk Reduction and Management Division participated in the three-day training aimed at enhancing their skills in project planning, supervision, and documentation.

Through the expertise shared by the DPWH-ASDEO trainers, participants gained valuable insights to ensure that every infrastructure project upholds quality, accountability, and sustainability—reflecting the Provincial Government of Apayao’s commitment to progress and good governance.

Apayao PLGU recognizes honest employee for returning lost cash

The Provincial Government of Apayao commended Mr. Romalito Aganos of the Office of the Provincial Administrator for his honesty after he found and returned PHP 54,000 in front of the Capitol Building on Friday, October 3, 2025.

Mr. Aganos was recognized during the regular flag-raising ceremony on Monday, October 6, where he received a Certificate of Recognition and a cash reward of PHP 5,000 from the provincial government.

His act of honesty earned the appreciation of his fellow employees and officials, reflecting the kind of integrity that continues to inspire public service in Apayao.

JUST IN | Gov. Elias C. Bulut Jr. nominated anew as RDC–CAR Chair

Apayao Governor Elias C. Bulut Jr. has been nominated to continue serving as Chair of the Regional Development Council–Cordillera (RDC–CAR) during the Council’s 3rd Quarter Full Council and Reorganization Meeting held today, September 10, at Hotel Elizabeth.

Gov. Bulut, who has chaired the RDC–CAR since 2022, was the lone nominee and faced no opposition. His nomination will be forwarded to Malacañang for confirmation by the President.

As RDC Chair, Gov. Bulut leads the region’s highest planning and policymaking body, which is composed of governors, mayors, regional directors of national line agencies, and representatives from the private sector and civil society.

The Provincial Government of Apayao, through the Provincial Committee on Anti-Red Tape Act (PCART), held its PCART Meeting today, August 29, 2025, at Agappawan Nature Farm, Lydia, Pudtol, Apayao.

The activity highlighted the presentation of the Draft Citizen’s Charter of various provincial offices and hospitals, ensuring transparent, efficient, and citizen-centered delivery of government services.

With the active participation of different offices, this initiative reinforces the province’s commitment to good governance and quality public service for every Yapayao.
