As the final session day drew to a close, just hours before Sine Die, I rose for the last time in the plenary to deliver my sponsorship speech — a moment I had long prepared for, in steadfast service to the Filipino people and our shared national duty. 🇵🇭

Strong-willed. Principled. Resolute.

Popularly known as "Mr. Contempt," Hon. Paduano’s tenure as Chairperson of the Committee on Public Accounts has been marked by numerous legislative investigations that uncovered fraud, anomalies, and irregularities in public spending.

Throughout these inquiries, the Committee encountered witnesses who deliberately obscured the truth and willfully refused to cooperate. Under his leadership, Chairman Paduano ensured that any act of disrespect toward the Committee or its members would not go unpunished.

As a result, several defiant witnesses were cited in contempt for violating the House Rules governing inquiries in aid of legislation—an assertion of the Committee’s authority and a reflection of Chairman Paduano’s unwavering commitment to uphold the integrity and independence of the House of Representatives.

The House Quadcom, co-chaired by Abang Lingkod Representative Joseph Stephen Paduano, resumed its inquiry on the reported extrajudicial killings that occurred during the incumbency of former President Rodrigo Duterte.

The hearing was attended by retired Police Colonel Royina Garma, the former General Manager of the Philippine Charity Sweepstakes Office (PCSO) and chief of the Criminal Investigation and Detention Group (CIDG) of Davao City.

PCol. Garma continuously evaded the questions propounded by the members surrounding the killing of three Chinese nationals inside the Davao Prison and Penal Farm in 2016, which led to the motion of Rep. Paduano to cite Garma in contempt for violating the rules of procedure governing inquiries in aid of legislation.

Abang Lingkod Party-list Representative Joseph Stephen "Caraps" S. Paduano and the House Quadcom continued its inquiry on the proliferation of POGOs and the reported extrajudicial killings during the previous administration's war on drugs.

On the first half of the hearing, the Committee listened to the testimony of Senior Superintendent Ricardo Padilla who was previously cited in contempt for continuously lying before the Committee. This time, Col. Padilla retracted his prior statements and requested an executive session to privately divulge the information regarding the death of three Chinese Nationals during his stint as former Chief Warden of the Davao City Penal Farm, where the said incident happened.

Meanwhile, Rep. Paduano also continued to interpellate Katherine Cassandra Li Ong as to the latter's link with illegal POGO operations in Porac, Pampanga. According to Rep. Paduano, Ong might be subjected to another penalty because of her inconsistent responses to the queries of the members.

Rep. Joseph Stephen "Caraps" Paduano co-chaired the Third House Quadcom hearing on Wednesday, 28 August 2024, as it continued its investigation into the alleged extrajudicial killings committed during the Duterte administration, as well as the crimes linked to illegal drugs and illegal POGO operations.

The hearing was attended by key resource persons, including Lt. Col. Jovie Espenido, who testified on the alleged 'quota and reward system' during the past administration's war on drugs.

Meanwhile, the Quadcom also presented Cassandra Li Ong who testified on her involvement in the operation of Lucky South 99, the POGO company raided by PAOCC in Porac, Pampanga.
