City officials and development partners highlighted the convergence of local initiatives during the inception workshop of the EU-PH Green Economy Partnership Circular Biohubs Project on April 14, underscoring how existing programs can reinforce circular economy efforts.

Mary Jean Locsin-Ramos, head of the City Planning and Development Office, presented the Sustainable Program for Resilient and Optimum Urban Transformation (SPROUT) as a complementary initiative that aligns with the goals of the Circular Biohubs Project.

She said the program, implemented by the City Government of Bacolod in partnership with IF Green Technologies and community stakeholders, transforms idle and underutilized spaces into productive urban farms across the city’s 61 barangays.

Locsin-Ramos emphasized that SPROUT supports urban greening, sustainability and livelihood generation, while also contributing to broader climate action efforts.

She noted that the initiative aligns with the United Nations Sustainable Development Goals, integrating green technologies and sustainable farming practices to improve environmental outcomes and community well-being.

Workshop participants highlighted that linking SPROUT with Circular Biohubs interventions—such as organic waste processing and compost utilization—can strengthen local systems by creating a closed-loop approach to waste and food production.

The presentation underscored the importance of harmonizing existing city programs with new project interventions, as Bacolod advances integrated and community-driven solutions for sustainable urban development.

The Bacolod City Council has approved last January 28, 2026 City Ordinance No. 1129 mandating internet service providers and telecommunications companies operating in the city to install backup power systems in all cell sites and network facilities, aiming to ensure uninterrupted digital connectivity during power outages and emergencies.

The measure was crafted in response to the growing dependence of residents, businesses, schools, and government offices on reliable internet and telecommunications services. City officials noted that Bacolod’s vulnerability to power interruptions and weather disturbances has repeatedly disrupted online transactions, emergency coordination, and economic activity, underscoring the urgent need for contingency measures.

Authored by Councilor Dindo C. Ramos, the ordinance recognizes digital connectivity as an essential public utility in today’s modern and rapidly urbanizing city. It emphasizes that prolonged outages severely affect public safety, education, government operations, and commerce, making it necessary for service providers to be adequately prepared for electrical service disruptions.

Under the ordinance, all covered entities are required to install and maintain fully operational generator sets or backup power systems capable of sustaining operations for at least 24 continuous hours during power failures. Providers must also regularly test and maintain their equipment and submit monthly certifications of compliance to the City Legal Office.

To ensure strict implementation, the City Legal Office, in coordination with the City Engineer’s Office, will conduct monthly inspections of cell sites and facilities. Companies found in violation will face escalating penalties, ranging from fines and written warnings to suspension and eventual revocation of their Mayor’s Permit for repeated non-compliance.

The ordinance also allows micro or small-scale internet providers with fewer than 100 subscribers to apply for a compliance adjustment plan, subject to approval by the Sangguniang Panlungsod.

The ordinance reflects the local government’s duty to safeguard public welfare and economic stability by ensuring continuous access to communication services, especially during calamities and prolonged power interruptions. The ordinance is expected to take effect 15 days after publication, marking a significant step toward strengthening Bacolod’s digital resilience.

The Bacolod City Council has approved an ordinance authored by Councilor Dindo C. Ramos entitled the “Equitable Relief and Condonation Ordinance for Jeepney Operators of 2026.”⁣

The measure provides financial relief to registered jeepney operators who were unable to secure Provisional Authority (PA) under the Public Utility Vehicle Modernization Program (PUVMP) from 2019 to 2025. ⁣

Due to national consolidation requirements imposed by the Department of Transportation, many operators and drivers were prevented from legally operating and renewing their business permits, resulting in accumulated penalties, surcharges, interest, and other liabilities.⁣
⁣
Recognizing that these hardships arose from circumstances beyond the operators’ control, and pursuant to Section 192 of the Local Government Code, the City exercised its authority to grant condonation in the interest of fairness and public service.⁣
⁣
All penalties, surcharges, interest, fines, and related charges incurred during the covered years are condoned. However, principal payment of the business permit remains required.⁣
⁣
The ordinance reflects Bacolod City’s commitment to support jeepney operators affected by the modernization transition while encouraging compliance with regulatory requirements moving forward.

City Ordinance No. 09-17-818, establishes tow-away zones in Bacolod City, Philippines, and outlines the procedures for impounding vehicles, issuing impounding receipts, and imposing penalties for violations.
Tow-away zones are areas where parking is prohibited and specific areas like within six meters of fire hydrants, designated bicycle lanes, and pedestrian crosswalks.
It details the process for towing vehicles, the conditions under which vehicles can be towed (e.g., no current vehicle registration, driver without a license, operating a colorum public utility vehicle), and the associated fees for wheel clamping and towing.

This City Ordinance No. 832 regulates riding in tandem on motorcycles in Bacolod City, specifically prohibiting it between 9:00 PM and 5:00 AM.
Back-riders in emergency situations, as well as back-riders with legitimate reasons for travel at night (like call center agents or security forces) who can present a valid ID, are exempted from this Ordinance.
