We are pleased to inform everyone that Mr. Allan U. Geagoni, MPA, is the newly installed Community Development Officer III of the National Commission on Indigenous Peoples β Negros Occidental Community Service Center (NCIP-NOCSC).
Effective December 1, 2025, all leadership functions and official communications shall be directed to him as the new head of the office. We look forward to your continued support and cooperation as we further strengthen our services and commitment to the Indigenous Cultural Communities/Indigenous Peoples and the wider community.

This reposts the statement of our Regional Director strongly condemning the defamatory and offensive remarks made by Mr. Enrique Rubio Gavelino, who introduced himself as Datu Dalangpan, against the employees of the Negros Occidental Community Service Center (NOCSC).
The NCIPβNOCSC firmly reiterates that the United Indigenous Peoples of Luzon, Visayas, and Mindanao is NOT a recognized nor a registered Indigenous Peoples Organization (IPO) under this Office.
Section 3 of NCIP Administrative Order No. 2, s. 2012 clearly provides that only properly established, verified, validated, and registered IPOs shall have legal capacity and recognition, and shall be subject to confirmation by NCIP and other authorized government agencies.
We urge the public to remain vigilant against false claims and misleading representations.

The NCIP Negros Occidental Community Service Center is now accepting applications for the NCIP Educational Assistance Program (EAP) and Merit-Based Scholarship Program (MBSP) for School Year 2026β2027.
Open to all Indigenous Peoples (IPs) entering college and residing in the Province of Negros Occidental.

Submit your complete requirements to the NCIP-NOCSC at Door 4, St. Marys Home, 7th Lacson St., Brgy. 7, Bacolod City or NCIP-NOCSC Satellite Office at IP Governance Center at the back of Kabankalan City Hall.

Earlier today, a successful coordination meeting was held among the National Commission on Indigenous Peoples (NCIP), the Department of Environment and Natural Resources (DENR), and Project HAPI, with the presence of Ethnographic Commissioner Alex Centena. The meeting focused on the implementation of the project within the Ancestral Domain areas of the ICCs/IPs in Candoni.
The DENR Regional Director briefly presented the current status of the project and discussed the concerns raised by the involved agencies. Subsequently, Princess May Alcarde-Oral, Regional Director of NCIP, presented the concerns of the affected communities, as well as the issues surrounding the project. The meeting also included discussions on plans and proposals for the conduct of the Free, Prior, and Informed Consent (FPIC) process.
The NCIP Regions VI, VII, and NIR reaffirmed their commitment to uphold and protect the best interests of the Indigenous Peoples in the region. As a way forward, a follow-up meeting is scheduled next week with the participation of Project HAPI and the FPIC team.

The National Commission on Indigenous Peoples (NCIP) Regional Office RVIβRVII, in coordination with the NCIPβNegros Occidental Community Service Center (NOCSC), is currently conducting an Information, Education, and Consultation (IEC) session on the Indigenous Peoples Rights Act (IPRA) and Indigenous Peoplesβ Mandatory Representation (IPMR).
The activity also includes the validation of the local guidelines for the selection of the City IPMR of Kabankalan City. Participants in the session include members of the Indigenous Political Structures (IPS), elders, and leaders from the barangays of Tagoc, Tampalon, Pinaguinpinan, and Bantayan.
This initiative aims to deepen the understanding of IPRA provisions, ensure compliance with the IPMR selection process, and promote the active participation of Indigenous Peoples in local governance. Through this activity, the NCIP underscores its continuing commitment to uphold the rights of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) and to foster inclusive and culturally sensitive governance within the city.
