PNP DECLARES SINULOG, ATI-ATIHAN 2026 PEACEFUL AND ORDERLY
The Philippine National Police (PNP) has declared the recently concluded Cebu Sinulog Festival 2026 and Kalibo Ati-Atihan Festival 2026 generally peaceful, orderly, and successful, with zero major untoward incidents recorded during the weeklong celebrations.
In separate assessments submitted by Police Regional Office 7 (PRO7) and the Police Regional Office 6 (PRO6)–Aklan Police Provincial Office, the PNP highlighted strong security planning, close ground leadership, and active public cooperation as the key factors behind the smooth conduct of two of the country’s biggest religious and cultural festivals.
For Sinulog 2026 in Cebu, police reported the safe management of gatherings that drew an estimated more than three million devotees and spectators, particularly during the Sinulog Grand Mardi Gras on January 18. Around 8,000 security personnel from the PNP, AFP, BFP, BJMP, PCG, NICA, local government units, and various force multipliers were deployed to secure major venues and the parade route.
Authorities credited heightened police visibility, real-time coordination, and the use of technology—including a mobile command vehicle and CCTV monitoring—for faster response and better crowd management. Police commanders were also visibly present along the parade route to ensure discipline, order, and quick decision-making on the ground.
Meanwhile, in Kalibo, Aklan, the Ati-Atihan Festival 2026 likewise concluded without major security concerns, despite an estimated crowd of about 250,000 during the festival’s peak day. More than 3,200 personnel from the PNP, BFP, PCG, disaster response units, and force multipliers were deployed under the Site Task Group “ATIFEST 2026.”
Police noted that early intelligence work, proactive engagement with potential troublemakers, strict crowd control, and close coordination among agencies helped prevent incidents before they escalated. Emergency preparedness was strengthened through the establishment of staging areas, activation of a joint operations center with CCTV monitoring, and the deployment of women and children protection desks in key areas.
Acting Chief PNP PLTGEN Jose Melencio C. Nartatez Jr. commended the police units, partner agencies, local governments, and the public for working together to keep the celebrations safe.
“Malinaw po na kapag maayos ang plano, malinaw ang ugnayan ng mga ahensya, at disiplinado ang pagpapatupad, nagiging ligtas at maayos ang malalaking pagtitipon,” PLTGEN Nartatez said. “Ang tunay na sukatan ng tagumpay dito ay wala tayong nasaktang mamamayan at walang seryosong insidente.”
He also underscored the role of public cooperation in maintaining peace and order.
“Hindi lang ito tagumpay ng PNP. Tagumpay ito ng sambayanan—ng mga deboto, mga organizer, LGUs, at volunteers na nakipagtulungan at sumunod sa mga patakaran,” he added.
The PNP said lessons learned from both festivals—including inter-agency coordination, technology use, and ground-level leadership—will be further refined and applied to upcoming major national events.
“These assessments help us improve. Every festival is an opportunity to do better, to respond faster, and to serve the public more effectively,” PLTGEN Nartatez said.

BUILDING A STRONGER PNP IN 2026: INTEGRITY, DISCIPLINE, AND CARE AT THE CORE
The Philippine National Police (PNP) is strengthening integrity, discipline, and the well-being of its personnel through a comprehensive set of preventive, punitive, and restorative programs under the Integrity Monitoring and Morale and Welfare components of its PNP Focus Agenda. These initiatives are designed to enhance professionalism, accountability, and ethical conduct across the organization.
“Integrity, discipline, and responsibility are the standards we uphold for every officer. We are not merely enforcing regulations; we are fostering a culture of accountability, care, and resilience that defines a modern PNP,” said Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr.
The PNP has always prioritized the mental health and well-being of its personnel. “Marami tayong mga programa para sa internal cleansing at preventive intervention, at mas paiigtingin pa natin ito upang maiwasan ang mga insidente habang sinusuportahan ang ating mga opisyal sa kanilang tungkulin,” dagdag ni PLTGEN Nartatez.
The Bantay Kaisapan Program of the PNP Health Service provides a holistic mental health framework to support officers in managing stress, preventing burnout, and maintaining well-being. In 2025, Bantay Kaisapan conducted 61,906 psychological exams, 74,672 stress management sessions, 67,895 anger management interventions, and 809 stress debriefings.
Psychoeducational initiatives included 61,371 mental health materials distributed, 18,049 psychological monitoring sessions, 932 counseling sessions, 591 tele-counseling activities, as well as individual psychotherapy and pharmacotherapy services. Personnel undergoing promotion, recruitment, schooling, or restoration also received regular psychological and psychiatric evaluations to ensure readiness and fitness for duty.
Leadership and mentorship are reinforced through initiatives such as the One-Day Squad Leaders’ Summit and True Leader’s Heart (TLH), equipping squad leaders to guide with empathy, foster accountability, and build cohesive teams. “A good leader doesn’t just command—he guides, mentors, and inspires. Our squad leaders are being trained to connect authentically with their personnel, strengthening both morale and discipline,” said PLTGEN Nartatez.
Operational accountability is also emphasized through the Monthly Comparative Report of Squad Weekly Interactive Meeting (SWIM), where PNP units exceeded the annual target of 849,984 reports, achieving 1,100,204 reports, or 129% of the target. Complementing this, the Chaplain Service conducted 24,868 counseling activities nationwide, providing spiritual support and holistic care.
Discipline is enforced through the Integrity Monitoring and Enforcement Group (IMEG), which filed 664 administrative cases involving 1,035 officers and 138 criminal cases against 201 respondents in 2025. Cases ranged from preliminary investigations to hearings and resolutions, resulting in reprimands, suspensions, dismissals, and service sentences, reflecting a firm yet fair approach.
Restorative programs such as FORMPOLICE (Focused Reformation/Reorientation for Police Officers’ Internal Cleansing) provide officers with training to restore discipline and professional values. In 2025, 48 officers underwent 30-day FORMPOLICE programs for grave offenses, while 543 officers participated in 7-day programs, strengthening ethical standards and professional responsibility.
PLTGEN Nartatez added, “Through preventive care, fair enforcement, and reformation, we are shaping a PNP that responds effectively to challenges while embodying integrity, resilience, and accountability.”
He further emphasized, “Ang bawat hakbang na ginagawa natin—mula sa mental health programs hanggang sa leadership training—ay nakatuon hindi lamang sa pagpapatupad ng batas, kundi sa paghubog ng mga opisyal na may puso at prinsipyo. Ipinapakita nito na ang PNP ay tunay na serbisyong tapat at nararamdaman.”
Highlighting accountability, he added, “We will continue to enforce discipline firmly but fairly. Walang sinuman sa ating hanay ang exempted sa pamantayan ng integridad. Sa 2026, mas tutukan natin ang pagpapaigting ng mga programang ito upang mas mapalakas at mapanatili ang integridad, disiplina, at kagalingan ng bawat opisyal. The Philippine National Police reiterates its firm commitment to discipline, professionalism, and ethical conduct as the core foundations of the police service. The PNP Code of Professional Conduct and Ethical Standards strictly governs the behavior of all personnel to protect the integrity of the organization and sustain public trust.
The PNP maintains a policy of zero tolerance for any immoral, illegal, or unethical act that tarnishes the image of the service or undermines public confidence.
All PNP personnel are reminded that they are expected to remain physically, emotionally, and psychologically fit to perform their duties at all times. Any behavior that impairs judgment, weakens control, or poses risk to others is unacceptable.
