EMPOWERING EDUCATORS: KaSEs TRAIN FOR SMARTER WASTE SOLUTIONS
The Provincial Environment Management Office (PEMO), through its Solid Waste Management Division, conducted a one-day training session for members of the Kapitolyo Solid Waste Management Educators (KaSE) on Proper Waste Classification and Effective Conduct of Information, Education, and Communication (IEC) Campaigns last August 5, 2025, at the Mambukal Resort and Wildlife Sanctuary in Murcia.
Distinguished guest speakers included Engr. Victor Thomas Ureta of the Department of Environment and Natural Resources โ Environmental Management Bureau (DENR-EMB), who shared valuable insights on the role and importance of IEC in solid waste management.
Alfie Nalagon, Friends of Hope Negros Occidental Coordinator for the Aling Tindera Programโa social enterprise focused on community-based waste collection and recyclingโdiscussed strategies on becoming an effective IEC resource speaker.
Meanwhile, Sheelamite Labrador, also from DENR-EMB, provided an in-depth discussion on educating the public about Republic Act 9003, the Ecological Solid Waste Management Act of 2000, which mandates proper segregation, collection, and disposal of solid waste.
KaSE participants were introduced to the fundamentals of IEC and Social Behavior Change Communication (SBCC)โtools designed not just to inform, but to inspire sustainable behavioral change in waste management practices.
A highlight of the training was the practical workshop, where participants were grouped and tasked with designing and presenting their own IEC plans based on the concepts learned. This hands-on activity allowed them to apply their knowledge and enhance their communication and facilitation skills.
The PEMO Solid Waste Management Division expressed its gratitude to Governor B**g Lacson, Chairman of the Provincial Solid Waste Management Board; Provincial Administrator Atty. Rayfrando Diaz II, Chairman of the Barangay Kapitolyo SWM Task Group; and PEMO Head Atty. Julie Ann Bedrio for their continued support.

Mechanics and Guidelines
1. The contest is open to all music enthusiasts and bona fide residents of Central Visayas. No age limit.
2. Employees from EMB, DENR, MGB and attached Offices are disqualified from joining the contest.
3. Contestants may join individually or in a group.
4. Only one (1) entry per participant/registrant is allowed.
5. To join the contest, participants must like the EMB Central Visayas FB page and EMB Central Visayas YouTube Channel first and take a screenshot as proof. Send to us the screenshots along with their valid ID which shows their complete name and complete address. Moreover, the registrant must type in and send the details as shown below:

6. All registrants will be accommodated until the deadline of submission of entries. However, only the ๐๐๐ ๐๐ entries will be eligible for the prizes.
7. The jingle must be 100% original composition and must not have been used as entry in any song competitions.
8. The jingle must:
โขbe at least 3 minutes long but not exceeding 5 minutes including intro and outro.
โขbe lively, appealing, creative, danceable with original melody to the song.
โขrelate to environmental protection and conservation.
โขbe in Bisaya or Tagalog or a combination of the two. The use of offensive and rude words is STRICTLY PROHIBITED.
โขinclude in the lyrics the phrase: โBayanihan para sa Kalikasan/Kalikupanโ, and our regionโs name, โCentral Visayasโ.
โขGender-fair language should be used all throughout the song.
9. Any musical instrument can be used as accompaniment at the composerโs discretion.
10. Entries shall be submitted in MP4 Format and as a Lyric Video and must be submitted to [email protected] with the subject โEntry for EMB-7 Duyog para sa Kalikupan 2024 Contestโ.
11. The Judging for the major prizes will be based solely on the total composition of the envi-jingle. However, there will be a special prize for best lyric video. Sources of the video clips, if not originally made, should be credited at the outro part.
12. Deadline of submission of entries shall be on November 21, 2024.
13. All entries will then be posted in our page on the afternoon of November 22, 2024. The organizing team will then tally the number of like/heart reactions for each entry on November 25, 2024 at 10 a.m.
14. Announcement of winners will be posted in EMB Region 7 FB Page on November 27, 2024.
15. The decision of the judges shall be final and irrevocable. DENR-EMB Region VII reserves the right to disqualify any entry that fails to adhere to the guidelines. The Office may also amend the competition rules at any time with proper information dissemination to all participants.
16. All entries to this โDuyog Para sa Kinaiyahan 2024 Contestโ shall become the property of DENR-EMB7. This grants the Bureau the right to use the submitted materials in its activities, crediting the copyright owners.
17. Cash Prizes will be sent through GCash ONLY.
