‎𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | A Promise Carried Forward: DA-NIR SAAD Unveils Phase 2 in Moises Padilla
‎
‎In the heart of the “Livestock Capital” of Negros Occidental, the commitment to uplift local farmers took a meaningful step forward as the Department of Agriculture - Special Area for Agricultural Development Negros Island Region (DA-SAAD NIR) conducted its Phase 2 orientation on March 18, 2026, in Moises Padilla. The activity gathered chairpersons of various Farmers’ Associations, representatives from the Municipal Agriculture Office, and DA-SAAD NIR personnel, fostering a collaborative environment focused on empowering the town’s most underserved farming communities.
‎
‎True to its name - SAAD, meaning “promise” in Bisaya - the program continues to deliver on its mission of providing sustainable and inclusive support. Eliezar G. Villar, Regional SAAD Assistant Alternate Focal Person, presented a comprehensive yet accessible overview of Phase 2, clearly outlining its goals, processes, and expected outcomes. Emphasizing a shift from short-term assistance to long-term development, he introduced a structured approach that guides farmer groups from social preparation to enterprise development and market linkage - ultimately aiming to build self-reliant and resilient agricultural communities.
‎
‎The orientation also became a venue for meaningful dialogue, where leaders of Farmers’ Associations openly shared the realities they face, from limited resources to fluctuating market conditions. These concerns were met with practical solutions and clear guidance, reinforcing trust and encouraging active participation. As the session concluded, a renewed sense of optimism filled the room. Strengthened by the partnership between DA-SAAD NIR, the Municipal Agriculture Office of Moises Padilla, and local farmer groups, SAAD Phase 2 stands not just as a program, but as a continuing promise - one that nurtures resilience, fosters growth, and paves the way for a more secure agricultural future. # # #

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Cultivating Hope: DA-NIR SAAD Ushers in Phase 2 for La Castellana Farmers
‎
‎In the heart of one of Negros Occidental’s thriving agricultural communities, a new chapter is taking shape for local farmers. The Department of Agriculture - Special Area for Agricultural Development Negros Island Region (DA-SAAD NIR) recently rolled out its Phase 2 Orientation in La Castellana on March 17, 2026, held at the Municipal Agriculture Office. The activity gathered chairpersons of various Farmers’ Associations, representatives from the Municipal Agriculture Office, and DA-SAAD NIR personnel led by Regional SAAD Assistant Alternate Focal Eliezar G. Villar, marking a significant step toward strengthening community-based agricultural development.
‎
‎The orientation provided a comprehensive overview of SAAD Phase 2, highlighting a strategic shift from simple input distribution to a more sustainable enterprise development approach. The program now aims to transform farmers’ groups into self-reliant and market-oriented organizations, capable of managing their own agricultural ventures and contributing to long-term food security.
‎
‎More than a briefing, the session became a meaningful exchange between implementers and farmers. Concerns ranging from rising input costs to market access challenges were openly discussed, with DA-SAAD NIR personnel providing practical guidance and technical insights. Through this dialogue, participants were empowered not just as beneficiaries, but as active partners equipped with a clearer vision of the program’s direction.
‎
‎Central to SAAD Phase 2 is social preparation, which focuses on strengthening organizational capacity and improving financial literacy among Farmers’ Associations. With the support of the Municipal Agriculture Office of La Castellana, the initiative reinforces a collaborative approach - ensuring that national programs are effectively translated into tangible benefits at the local level.
‎
‎As the activity concluded, a renewed sense of optimism was evident among the participants. With strengthened partnerships, clearer strategies, and a shared commitment to progress, the farmers of La Castellana are now better prepared to navigate the evolving demands of agriculture and build more resilient and sustainable livelihoods. # # #

‎𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Strengthening Hope on the Ground: DA-NIR Retools SAAD Program for Greater Impact
‎
‎In communities where access to resources remains a daily challenge, government programs like the Special Area for Agricultural Development (SAAD) serve as a vital bridge toward opportunity. Recognizing the need to further enhance its delivery, the Department of Agriculture - Negros Island Region (DA-NIR) recently conducted a two-day SAAD Orientation Activity Retooling, bringing together key stakeholders and implementers in a shared mission to uplift marginalized farmers and fisherfolk across the region.
‎
‎More than just a technical briefing, the activity became a space for reflection, learning, and renewed commitment. Participants were guided through updated program policies, planning processes, and implementation strategies - ensuring that every initiative under SAAD is not only compliant, but also responsive to the real needs of communities. Through open discussions and knowledge-sharing, the retooling reinforced a deeper understanding of the program’s framework and the crucial role each stakeholder plays in its success.
‎
‎During the opening program, Regional Executive Director Engr. Jose Albert A. Barrogo was represented by OIC - Regional Technical Director for Operations and Extension Alejandro E. Rafal, who also delivered the welcome message and emphasized the importance of collaboration and strategic planning in advancing the goals of the SAAD Program.
‎
‎As the sessions progressed, discussions moved from theory to action - tackling program guidelines, aligning expectations, and identifying practical ways to improve implementation. By the second day, the focus shifted toward building stronger coordination mechanisms and mapping out the next steps to ensure that SAAD interventions remain impactful and sustainable.
‎
‎Closing the activity, Eliezar G. Villar, Regional SAAD Assistant Alternate Focal, reaffirmed the program’s enduring commitment: to empower those who need it most. As participants returned to their respective areas, they carried with them not just updated knowledge, but a renewed sense of purpose - to transform policies into progress, and plans into tangible change for farming and fishing communities across the Negros Island Region. # # #
