The Maritime Industry Authority Regional Office VI (MRO VI) headed by Regional Director, Engr. Bernardo A. Pollo, together with the MRO VI Team met with the operators of the Sipaway Island Transport Owners and Drivers Multi-Purpose Cooperative (SITODMPC) to discuss the current status of their operations as wooden-hulled vessel operators.

The said meeting was held last 09 February 2026 at the MRO VI Bacolod Extension Office. The discussion was more than productive as it was attended by the Commander of the Coast Guard District Southern Visayas, Commodore Christopher D Auro PCG, and the Municipal Administrator of San Carlos City, Atty. Estefanio S. Libutan Jr.

The purpose of the meeting was to answer issues and concerns of the shipping operators in the area, including their request for mobile registration. Engr. Pollo together with Commo Auro and Atty. Libutan assured the operators that the said government agencies will be working hand in hand to assist the SITODMPC in their operations.

The Maritime Industry Authority (MARINA) has issued MARINA Advisory 2026-03, providing the guidelines on the application, processing, and issuance of Special Orders (SO) and Certification, Authentication, and Verification (CAV).

This initiative is pursuant to Republic Act No. 12021, otherwise known as the Magna Carta of Filipino Seafarers, and its Implementing Rules and Regulations, which transferred jurisdiction over maritime education to MARINA.

In line with its modernization program and commitment to efficient public service, MARINA requires that all applications for SO and CAV be processed exclusively through its official online systems.

All Maritime Higher Education Institutions (MHEIs) are required to submit applications for Special Orders through the MARINA Stakeholder Portal at https://stakeholder.marina.gov.ph using their registered credentials. MHEIs without an existing account shall submit a Letter of Intent to the STCW Office, through the Information and Communications Technology Management Division, via email at [email protected], for the creation of a MISMO account.

All students, cadets, and seafarers applying for CAV are required to register in the MeCAV System at https://mecav.marina.gov.ph.

The issuance of Special Orders and CAV is free of charge.
