The Office of the PARAD successfully conducted the Agrarian Reform Justice on Wheels (ARJOW) in Cauayan and Candoni last March 11 and 12, 2026 respectively—bringing essential legal services closer to our agrarian reform beneficiaries.

Presided over by Atty. Rolando E. Lava, PARAD of Negros Occidental South, and with the valuable assistance of MARPO Boiser Molina of Candoni, along with MARPOs Mechellie Doromal and Nilda Gonzaga of Cauayan, the activity ensured timely delivery of justice, addressed concerns, and strengthened support for our farmers.

Two days of dedicated service—because every beneficiary deserves accessible and responsive agrarian justice. 🌾💚

📍 10 ARBs Successfully Installed in Himamaylan City Under CLOA No. T-118661

The provincial and municipal offices of the Department of Agrarian Reform – Negros Occidental South successfully conducted the installation of ten (10) Agrarian Reform Beneficiaries (ARBs) on March 18, 2026, at Sitio Bungyod, Barangay Mambagaton, Himamaylan City, Negros Occidental. The beneficiaries are holders of Certificate of Land Ownership Award (CLOA) No. T-118661, affirming their legal rights over the awarded agricultural land.

The activity was carried out with the coordination of Sheriff Alan D. Hongo of the Office of the PARAD - Negros Occidental South and the active involvement of MARPO Honey Lopez and SARPT Marianne Taclobos, who ensured the proper technical and administrative implementation of the process.

The installation formally enforced a lawful order granting the ARBs actual possession and peaceful occupation of the land, enabling them to exercise their rights under agrarian reform laws. The process was carried out in an orderly and transparent manner, highlighting the commitment of all involved to support agrarian reform beneficiaries.

Overall, the activity represents a significant step in turning legal land awards into tangible benefits, empowering beneficiaries to cultivate the land and improve their livelihoods.

Office of the PARAD Negros Occidental South Tops DAR–NIR PRAISE Awards with 100%+ Performance Across All MFOs

Last February 11, 2026, the Department of Agrarian Reform – Negros Island Region (DAR–NIR) held its PRAISE (Program on Awards and Incentives for Service Excellence) awarding ceremony to recognize the exemplary performance and significant contributions of its offices and personnel. The event highlighted the agency’s strong commitment to excellence, accountability, and efficient public service delivery.

Among the awardees, the Office of the PARAD garnered the majority of the awards in recognition of its outstanding accomplishments. The office demonstrated exceptional efficiency in resolving cases and surpassed performance targets by achieving more than a 100% accomplishment rate across all its Major Final Outputs (MFOs). This remarkable achievement reflects the dedication, teamwork, and strong leadership within the office, as well as its unwavering commitment to delivering timely and quality agrarian justice services to its stakeholders.

The office would like to sincerely thank the DARRO–NIR Office for the PRAISE awards and for acknowledging the PARAD Office’s tireless efforts in consistently exceeding 100% of its targets across all MFOs. The PARAD Office also extends its heartfelt gratitude to the MARPOs and their staff whose unwavering support has been vital to its success.

The awards were received by Atty. Rolando E. Lava, OIC–Regional Adjudicator and Concurrent Provincial Adjudicator for Negros Occidental South, whose leadership and guidance have been instrumental in the office’s outstanding performance.

AGRARIAN REFORM JUSTICE ON WHEELS (ARJOW): The Office of the PARAD successfully conducted the ARJOW for the month of January in full consonance with the mandate of the Department to deliver inexpensive and speedy resolution of cases to Agrarian Reform Beneficiaries (ARBs), particularly those in remote areas. The activity was led by Atty. Rolando E. Lava, Adjudicator for Negros Occidental South, and served as a venue to review accomplishments, align strategies, and strengthen the office’s commitment to efficient, accessible, and timely delivery of agrarian justice.

In conjunction with the conduct of the ARJOW, the PARAD also formally recognized the invaluable efforts and dedication of the MARPO, whose contributions played a significant role in the achievement of PARAD’s targets and overall accomplishments for Calendar Year 2025. The recognition highlighted the MARPO’s continued support, professionalism, and steadfast commitment to public service, which have been instrumental in advancing the programs and initiatives of the office and in ensuring prompt, cost-effective resolution of cases for ARBs, especially those located in far-flung and underserved areas.

PARAD Negros Occidental II Undertakes LCMS Cleansing in Preparation for Jurisdictional Transition to DARAB NIR

The Office of the Provincial Agrarian Reform Adjudicator (PARAD), headed by Atty. Rolando E. Lava, has recently undertaken a comprehensive cleansing and updating of the Legal Case Monitoring System (LCMS).

This initiative was carried out in line with the administrative restructuring and realignment of jurisdictions, specifically to facilitate the transfer of case data from the Department of Agrarian Reform Adjudication Board (DARAB) Region VI to the newly established DARAB Negros Island Region (NIR).

The cleansing process involved a meticulous review of existing legal case records to ensure accuracy, eliminate redundancies, and correct any discrepancies in the system. The objective was to ensure that all relevant case data—including docket numbers, parties involved, status updates, and resolutions—are properly validated and aligned with current records before being migrated to the NIR jurisdiction.

This move supports the efficient and seamless transition of adjudicatory functions to the DARAB NIR, promotes more localized case management, and enhances overall service delivery to agrarian reform beneficiaries within the region. Furthermore, it reflects the agency’s commitment to maintaining a reliable and up-to-date case tracking system that is responsive to organizational changes and regional developments.

The activity was conducted under the guidance of the national LCMS point-person from the DAR Central Office, Ma’am Shiela T. David, with one-on-one hands-on coaching for Ms. Ana Marie Crespo, the PARAD II LCMS Administrator. This activity also ensures that every case action is encoded in the LCMS, pursuant and in compliance to the “Zero Backlog Case and Zero Caseload Policy” of the Department of Agrarian Reform Adjudication Board (DARAB).

The Office of the Provincial Agrarian Reform Adjudicator (PARAD), headed by Atty. Rolando E. Lava, actively participated in the District IV, V, and VI Feedbacking activity, which served as a venue to address various issues and concerns related to the coordination between the Department of Agrarian Reform Municipal Offices (DARMO) and the PARAD.

Atty. Lava took the lead in responding to questions and clarifying matters concerning operational processes, case handling procedures, and inter-agency collaboration, ensuring that stakeholders’ concerns were appropriately addressed.

Meanwhile, Ms. Ana Marie Crespo, LCMS Administrator, proudly reported that the Office of the PARAD has already achieved a 100% accomplishment rate in all its performance indicators—a testament to the team's hard work, efficiency, and unwavering commitment to agrarian justice. This accomplishment was recognized as a major milestone in the office’s ongoing efforts to uphold the rights of agrarian reform beneficiaries and to ensure the timely adjudication of agrarian cases.

The Provincial Agrarian Reform Adjudicator (PARAD) Office, led by Atty. Rolando E. Lava, conducted a three-day training workshop last June 25–27, 2025, to enhance the delivery of agrarian justice and ensure consistent implementation of DAR policies. The activity focused on the cascading of updated DAR Administrative Orders and the 2021 DARAB Rules of Procedure, aiming to strengthen the knowledge and application of current legal frameworks among DAR personnel.

Key components of the training included mediation sessions to build capacity in alternative dispute resolution, promoting faster and amicable settlements of agrarian conflicts. A lecture on survey plans was also delivered to deepen participants’ technical understanding of land-related issues—an essential aspect of resolving boundary and ownership disputes.

The workshop concluded with a session on the preparation of investigation reports, which emphasized the importance of clear, factual, and well-structured documentation to support case resolutions. Through this initiative, the PARAD office under Atty. Lava reinforced its commitment to efficient, fair, and responsive agrarian justice delivery.

The hearing, presided over by Provincial Adjudicator Atty. Rolando E. In Attendance at the 37th CARP Anniversary Celebration

The Office of the Provincial Agrarian Reform Adjudicator (PARAD), led by Atty. Rolando E. Lava, proudly took part in the 37th Comprehensive Agrarian Reform Program (CARP) Anniversary celebration. As part of the festivities, the office actively participated in the inaugural DAR-NIR Sportsfest—a first of its kind in the Negros Island Region.

This milestone event aimed to promote camaraderie, teamwork, and wellness among the employees of the Department of Agrarian Reform (DAR) while celebrating more than three decades of transformative agrarian reform efforts in the country. Atty. Lava and his team’s presence underscored their continued commitment to the objectives of CARP and to strengthening unity within the DAR community.

The Sportsfest brought together various DAR offices from across the region, fostering not only healthy competition but also deeper collaboration and shared purpose among personnel. The participation of the PARAD Office was a testament to their support for institutional solidarity and their dedication to the spirit of public service.

DAR Central Office Internal Audit Service on DAR AO 5 s. of 2016 (Revised Rules and Regulations on Rental Payments) and Records Management Compliances

This internal audit assesses compliance with DAR Administrative Order No. 5, Series of 2016 on rental payment regulations and related records management practices. Proper implementation ensures fairness in leasehold arrangements and upholds accountability through accurate documentation. The Office of the Provincial Agrarian Reform Adjudicator (PARAD), spearheaded by Atty. Rolando E. Lava, has complied with the requirements, and this activity aims to validate and support continued adherence to DAR policies and standards.
