I. SITUATION:
At 4:00 AM today, the center of Typhoon “Ruby” was located based on all available data at 610 km East Northeast of Surigao City or at 500 km East of Borongan, Eastern Samar (11.5〫N, 130.0〫E) with maximum sustained winds of 215 kph near the center and gustiness of up to 250 kph. It is forecasted to move West Northwest at 13 kph.
Public Storm Warning Signal No. 2 was issued for LUZON specifically: Sorsogon, Ticao Island and Masbate; VISAYAS specifically: Northern Samar, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Northern Cebu, Cebu City, Bantayan Island and Camotes Island; MINDANAO namely: Surigao del Sur, Agusan del Norte, Surigao del Norte, Dinagat Island and SIargao Island.
Public Storm Warning Signal No. 1 was issued likewise for LUZON namely: Catanduanes, Albay, Camarines Norte, Camarines Sur, Burias Island and Romblon; VISAYAS namely: Capiz, Iloilo, Negros Oriental, Negros Occidental, Rest of Cebu, Siquijor and Bohol; MINDANAO namely: MIsamis Oriental, Agusan del Sur and Camiguin Island
Based on RDRRMC OPCEN monitoring, the following are the weather situation in the different areas in the region:

• Convened PDRA Meeting.
• Requested PNP & AFP to set up communication at RDRRMC Opcen to connect us to all the units in the region.
• RDRRMC - OpCen 24/7.
• Disseminated “Batingaw” Mobile Application
DILG
• DILG alerted the field offices to coordinate closely with LGUs, activate the LDRRMCs, and conduct pre-emptive actions like pre-emptive evacuation in low lying areas.
• Recommended to all LGUs to take preparedness measures in consonance with the checklist issued by DILG.
• Monitoring submission of compliance pre-typhoon checklist of LGUs, whether there are partial or full alert preparations done and presence of respective LCEs on their area of responsibility.
• Confirmed and monitored pre-emptive evacuation of Brgy. Olatayan, an island barangay in Roxas City.
DSWD
• Alerted the Quick Response Teams and SWAD Teams all over the region as of 8:00 AM of December 3.
• Prepositioned family food packs in every Provinces in the Region:

• Gave an update on the status of the weather disturbance using the PAGASA latest weather advisory.
• Technical specialist from PAGASA will arrive in Iloilo City to support RDRRMC Opcen.
DEPED
• All big events of schools were already suspended.
• All schools are available as evacuation centers but the alternate evacuation centers are under the discretion of the LGUs.
• Advised suspension of classes at all levels declared by the Mayor’s of the Municipalities of Balasan, Estancia and Carles earlier today.
• The Province of Guimaras confirmed suspension of classes at all levels tomorrow, December 5, 2014.
• The Municipality of Batan, Aklan declared suspension of classes for half a day earlier today.
• The Municipality of Buruanga, Aklan declared suspension of classes tomorrow, December 5, 2014.
DOH
• Code Blue Alert level was raised as of 5:00 this afternoon to all DOH- Retained Hospitals as well as City Health Offices, Provincial Health Offices and Provincial Health Teams (PHO). Communication was also sent to the said offices.
• Pre-positioned supplies and medicine to Provincial and City Health Offices.
• Delivered supplies and medicine to Negros Occidental and Guimaras as early as 4:00 in the afternoon.
• Allotted funds to PHOs for emergency purchase and drug supplies.
• Activated Regional Office Operation Center (OpCen) for 24/7 operation to monitor adverse events brought about by the typhoon.
• Regional Incident Command System activated to respond to the typhoon.
• Requested from HEMS DOH- Central Office augmentation of logistics.
DPWH
• Activated Regional Disaster Risk Reduction Management Team.
• Provided RDRRMC OpCen a list of available Assets, Equipment, and Warehouse for utilization of response cluster during and after disaster operation.
PCGWV
• Conducted the regular preparedness enforcing regulations to the movement of vessels.
• Recommended to the higher headquarters to issue hold departure order to vessels sailing to Visayas and Mindanao and vice versa.
• 1 SAR vessel was available for this region, for whatever untoward incident that will happen in this area.
• Recommended 2 Power Barge (101 & 102) to take shelter to a safer place or unload fuel banker cargos.
• Fast Craft Vessel travel from Iloilo to Bacolod are cancelled today, December 5, 2014.
• Pump Boat Vessel travel from Iloilo to Guimaras and Caticlan to Boracay are on limited trips (special trips only) as confirmed today, December 5, 2014.
• RoRo trips from Dumangas, Iloilo are likewise cancelled today, December 5, 2014.
PHILIPPINE ARMY
• Provided RDRRMC OpCen a list of available mobility assets and equipments region wide.
• 3O1st BRIGADE AFP:
o Alerted 9 units of DRRUs in Panay composed of: 5 units in Di**le, 1 unit in Miag-ao, 1 unit in Tapaz, 1 unit in Panitan, and 1 unit in Banga.
o Provide list of available vehicles and its location to be used in times of response.
o Launched Oplan Sagip Buhay composed of four (4) task groups One (1) task group in each province of Western Visayas namely: Iloilo and Iloilo City, Aklan, Antique and Capiz.
PHILIPPINE NAVY
• Deployed Three (3) Navy Vessels located at Muelle Loney, Iloilo City.
NTC-CWG
• Provided 2 radio frequency such as 142.200 MHZ and 147.500 MHZ for regular broadcast of regular information from PAGASA.
PAGASA
• To provide personnel to RDRRMC 6 to support the operations.
PRC
• Iloilo Chapter provided One (1) unit Isuzu 25 Kva- 25 watts, with voltage output of 220 up to 440 volts, current of 113 amperes, frequency of 50-60 hertz, piston displacement of 2.8 liters, Diesel and has a weight of 880 kilograms Generator to the RDRRMC VI for use in case of power outage.
PNP
• Police Regional Office VI convened for an Emergency meeting today and declared a Full Alert Status region wide.
• PNP SARR and Response capabilities were identified at all levels
• PNP in close coordination with respective local DRRMCs
• PNP Communications & Electronics Office to set-up radio communications at the RDRRMC OpCen
LDRRMCs
AKLAN
• Conducted PDRRMC Meeting to discuss measures and preparedness for the typhoon.
• Conduct information dissemination and alerted the LGUs regarding the Typhoon.
• Convened PDRA Meeting as of December 3 and PDRRMO/ MDRRMCs continuously monitoring the AOR.
ANTIQUE
• Convened the PDRA Meeting with LGUs in the Province.
• Issued Memorandum directing all DRRMCs province wide to closely monitor and undertake corresponding preparedness activities.
• Conducted inventory and inspection of response equipments with the following functional equipments:
- 6 units of chainsaw
- 3 sets of generators
- 3 river rafts
- Rubber boat with OBM
- Various rescue equipments
• Reviewed Typhoon Contingency Plan and Evacuation Plan
• Conducted Scenario Building and Coordination with the PDRRM TWG and IMTs
• Will convene PDRRMC meeting this December 5, 2014 with PDRRMO & Staff.
• PDRRMO & Staff are on standby and continuously monitoring the AOR.
CAPIZ
• Conducted PDRRMC meeting to discuss measures to be taken in preparations for the Typhoon.
• Capiz PDRRMC/ CERT response team are on standby and continuously monitoring the AOR.
• Continuously monitoring the water level and amount of rainfall in the whole Province of Capiz.
• Stockpiling of goods done through PSWDO.
• PNP on full alert.
• SAR equipment on standby.
• 19 patrol cars were identified for mobility.
• NFA has 6,738 bags available for distribution for a duration of 15 days.
• All schools, Evacuation Centers, Churches are advised to be open for possible evacuees.
• Evacuees of pre-emptive evacuation on Panay, Capiz are at RADA Hall with 64 families in total composing of 40 families from Brgy. Bantigue, 6 families from Pawa, 9 families from Buntod, 2 families from Bonga, 4 families from Lat-asan and 3 families from Navitas.
• Evacuees from Pontevedra, Capiz are at the Civic Center comprising of 30 families (50 persons of which are residents of Panay) and DVCDMS Elementary School comprising of 8 families (25 persons of which are residents of Panay).
• Evacuees of Pre-emptive evacuation conducted from Pilar, Capiz comprises of 30 families and President Roxas, Capiz are 5 families.
GUIMARAS
• Conduct information dissemination and alerted the LGUs including the BDRRMCs regarding the Typhoon.
• Alerted MDRRMCs and all Barangays in the province especially those in coastal areas
• Prepositioned Stockpile/ Food Stuff in coordination with the PSWDO, NFA and local stores
• Placed Response teams and vehicles on standby at the PDRRMC Operation Center
• Disaster Rescue Equipment prepared and readied
• Ongoing monitoring of the weather bulletin and coordination with PDRRMC members and stakeholders.
ILOILO
• Already sent SMS advisories to the LGUs as early as yesterday morning.
• Regularly coordinating with the tri-media for regular update.
• Conducted an emergency meeting at 3pm of December 3 for the assessment and readiness of the whole province.
• LDRRMOs are on alert particularly those in landslide and flood prone areas.
• Pre-emptive Evacuation of residents of Baliguian Island, Concepcion Iloilo was conducted. Said residents composed of 190 families (575 people) are now at NIPSC Concepcion Evacuation Camp.
NEGROS OCCIDENTAL
• Convened PDRA Meeting as of December 3, 2014 for the preparedness measures in the whole province.
• P/ C/MDRRMCs are on alert and continuously monitoring the AOR.
• LDRRMOs are on alert particularly those in landslide and flood prone areas.
• Convened PDRRMC Response Committee meeting today, December 4, 2014.
• Cadiz City, Negros Occidental conducted pre-emptive evacuation of its residents.
• Sagay, Negros Occidental conducted pre-emptive evacuation of its residents.
ILOILO CITY
• CDRRMC conducted a meeting last December 2 and decided to activate the EOC last Friday.
• DEPED Iloilo City to identify schools for evacuation, but those schools in coastal areas should not be used as evacuation centers in case the scenario of 2-3 meters of storm surge.
• Made an arrangement with private schools and universities to use their gyms as evacuation centers.
• Transportation has been secured through the GSO.
• INJAP Communications will be used in case there is breakdown of communications and 2 to 3 repeaters will be established in the city.
• Fuel reserve is also being readied.
• Convened meeting with all BDRRMCs in the coastal areas in the City.
• Secured the availability of water in the BFP fire truck in case of occurrence of fire.
• Funds will be made available for operations.
