The initiative is conceptualized as an experiential learning platform that immerses student teams in real-world barangay operations, providing them with an opportunity to connect academic learning with actual local governance experiences.

In his Welcome Remarks, City Director Christian M. Nagaynay, CESO V, expressed his appreciation to the University of St. La Salle, under the supervision of Ms. Syvel Tortosa, for allowing its students to participate in the initiative and immerse themselves in barangay governance, particularly in the area of Financial Administration. Through their observations and analysis of available datasets, the students are expected to develop a policy proposal and policy brief that may provide practical recommendations for improving barangay operations and, where applicable, be shared with other barangays in Bacolod City.

Through guided exposure to SGLGB datasets and actual governance conditions, participating students are expected to analyze existing practices, identify areas for improvement, and develop actionable policy recommendations anchored on key areas of local government operations, particularly Local Fiscal Resource Management.

LGOO III Gregorio P. Lopez, Jr., led the discussion on the primary concept and framework of the Better Bacolod Youth CapDev Policy Arena as part of the 35th Local Government Code Month Celebration. The discussion highlighted the importance of reaffirming the principles of decentralization, local autonomy, and participatory governance, while creating opportunities for academic institutions and barangays to work together in addressing actual local governance concerns.

The activity also featured sessions on Designing Change and Project Wireframes, which focused on understanding the concepts of capacity and performance and were facilitated by City Director Christian M. Nagaynay. These sessions provided the students with practical guidance in developing and structuring their proposed policy briefs.

Following the orientation and preparatory sessions, the participating students will proceed to the Barangay Immersion, where they will be deployed to Barangays 1, 5, 8, 32, Granada, Montevista, Pahanocoy, and Taculing. The immersion will provide the students with firsthand exposure to barangay operations and governance practices, which will serve as inputs in the development of their respective policy recommendations.

The resulting Policy Briefs will be presented during Boosting Improvements in Barangay Operations (BIBO) as part of the 35th Local Government Code Month Celebration.

Also present during the activity were Punong Barangay Cesar Rellos, Jr. of Barangay 1; Punong Barangay Armando M. Vito of Barangay Granada; and Punong Barangay Yolanda T. Noble of Barangay Pahanocoy, together with representatives composed of Sangguniang Barangay Members, Barangay Secretaries, and Barangay Treasurers from Barangays 5, 8, 32, Montevista, and Taculing.

Through the Better Bacolod Youth CapDev Policy Arena, DILG Bacolod City continues to foster meaningful collaboration between the academe and barangays, creating spaces where young people can engage with actual governance challenges and translate their academic knowledge into practical, evidence-informed policy recommendations for the community.

The first part of the activity was led by ISA I Noville S. Barrientos, who presented the game mechanics and development guidelines for Barangay Balangay: The Quest for Drug-Free Status. The initiative responds to the growing demand for innovative, immersive, and youth-responsive approaches to public education, particularly through the integration of digital technologies into local governance advocacy. In the area of Peace and Order and Public Safety (POPS), the initiative seeks to provide an engaging platform for raising awareness on anti-illegal drug programs and the Barangay Drug Clearing Program (BDCP), particularly among younger generations who are increasingly engaged with digital media and interactive platforms.

Meanwhile, LGOO III Gregorio P. Lopez, Jr. led the discussion on the mechanics and development guidelines for KP-TV: Katarungang Pambarangay Teaching Visuals. Through the Bacolod City Local Governance Resource Center (BCLGRC), the DILG Bacolod City will launch KP-TV as a collaborative instructional material development initiative that mobilizes partner schools to produce learning resources on various Katarungang Pambarangay topics.

Under the initiative, partner institutions will be assigned, or may select, specific KP concepts for which they will develop instructional materials. These outputs may subsequently be utilized for advocacy campaigns, capacity-building activities, community education programs, and online learning platforms, helping make information on Katarungang Pambarangay more accessible and engaging to communities.

The outputs of both initiatives will be presented during Boosting Improvements in Barangay Operations (BIBO) as part of the 35th Local Government Code Month Celebration.

Participating partner institutions include STI West Negros University, through its College of Criminal Justice Education and College of Information and Communications Technology; University of St. La Salleโ€“Bacolod, College of Computing Studies; and National University Bacolod, Department of Computer Studies.

Through these collaborative initiatives, DILG Bacolod City continues to create opportunities for academe-government collaboration, harnessing the creativity, technical expertise, and perspectives of students and academic institutions to develop innovative learning tools that can support peace and order, public safety, and accessible grassroots governance education.
