π‡π€πππ„ππˆππ† ππŽπ–: DAC NIR take up governance sector priorities, outstanding local achievements in 2nd Quarter Regular Meeting

The Development Administration Committee (DAC) of Negros Island Region (NIR) gathers today to discuss crucial policy areas to sustain good governance and expanding inclusive, innovative finance for its Second Quarter Regular Meeting at Citadines Bacolod City.

DAC NIR Chairperson and DILG NIR Regional Director Lailyn Ortiz is presiding the meeting. Among the agenda items include the 2024 Seal of Good Local Governance, Regional Development Report 2025 chapters, the push for PalengQR, and updates on the Real Property Valuation and Assessment Reform Act.

Beyond policy, the committee is also recognizing outstanding local achievements, such as Dumaguete City’s commendations as a UNESCO Creative City for Literature and the Safest City in the Philippines. By celebrating these milestones alongside vital administrative matters, including preparations for the RDC Week Celebration, the committee supports the RDC’s efforts to strengthen the intraregional linkages necessary for sustained progress in the country’s youngest but promising region.

𝐀𝐓 𝐓𝐇𝐄 πŒπŽπŒπ„ππ“: RLUC NIR kickstarts operations and orients members of plan review process in First Semester Regular Meeting

The newly reconstituted Regional Land Use Committee (RLUC) Negros Island Region (NIR) met for its first semester regular meeting at Citadines Bacolod City.

Members are oriented with the legal bases and functions of the committee as well as the plan review processes for the Provincial Development and Physical Framework Plans (PDPFPs) and Comprehensive Land Use Plans (CLUPs) of highly urbanized cities. The Department of Human Settlements and Urban Development (DHSUD) who sits as co-chair of the committee, represented by Engr. Lorie Ann Bantayan, presented the status of these plans.

"Let us work together to ensure that land use planning in NIR becomes a powerful instrument for achieving balanced growth, environmental integrity, and improved quality of life for all," RLUC NIR Chairperson and DEPDev NIR OIC-Regional Director Atty. Jam Colas-Villaber shared in her welcome address.

Reconstituted by virtue of Regional Development Council (RDC) NIR Resolution No. 7, series of 2026, the RLUC NIR is a special committee under the RDC.

π‡π€πππ„ππˆππ† ππŽπ–: EDC discusses commodity price trends, PBBM Bridges Project, Sagip Saka Act in 2nd Quarter Regular Meeting

The Regional Development Council (RDC) – Negros Island Region Economic Development Committee (EDC) convenes today, 02 June 2026, at L’Fisher Hotel, Bacolod City, bringing together regional line agencies, local government units, development partners, and private sector representatives to discuss key economic priorities and development initiatives for the region.

Chaired by Negros Occidental Governor Eugenio Jose V. Lacson, the meeting focuses on strengthening sustainable, inclusive, and resilient economic growth amid current challenges and opportunities. Discussions include updates on basic commodity price trends, the PBBM Bridges Project, the implementation of the Sagip Saka Act, and the review and endorsement of six key chapters of the 2025 Regional Development Report covering food security, agriculture and agribusiness, industry, services, research and innovation, and trade and investments.

In his message, Governor Lacson highlighted that these plans and policies serve as vital blueprints for enhancing productivity, strengthening competitiveness, and creating more opportunities for the people of the Negros Island Region.

π‹πŽπŽπŠ: DEPDev NIR recognized for support in the implementation of the CHED Merit Scholarship Program

The Department of Economy, Planning, and Development (DEPDev) Negros Island Region (NIR) was among the partner agencies recognized for its contribution to the higher education sector at the 2nd Commission on Higher Education (CHED) Regional Quality Awards on 26 May 2026 at STI West Negros University, Bacolod City.

CHED highlighted DEPDev's contribution to the provision of quality tertiary education, development of academically deserving students, and the cultivation of competent, future-ready professionals in service of national development.

DEPDev serves as the Secretariat of the Social Development Committee (SDC) of the Regional Development Council which supports the implementation of the CHED Merit Scholarship Program. In its recent regular meeting, the SDC will support the finalization of programs that will become part of the said scholarship program.

Engr. Ray Adrian Macalalag, Chief Economic Development Specialist and Technical Coordinator of the SDC received the award on behalf of the agency.

π‡π€πππ„ππˆππ† ππŽπ–: NIR RPMC meets to clear roadblocks and accelerate implementation of regional priority programs and projects

The Regional Project Monitoring Committee (RPMC) of the Negros Island Region (NIR) conducts its CY 2026 Second Quarter Meeting in Dumaguete City to fast-track project implementation, tighten coordination, and resolve bottlenecks across the region.

The committee opens the session by driving the development and utilization of the Electronic Regional Project Monitoring and Evaluation System (eRPMES), a digital shift aimed at streamlining data-gathering and increasing reporting efficiency for priority government programs and projects (PAPs). Additionally, the body reviews the ex*****on status of the Philippine Rural Development Project (PRDP) and key farm-to-market roads to guarantee timely completion and boost rural connectivity for agricultural communities.

To ensure seamless local ex*****on, Provincial and City Project Monitoring Committees from Negros Occidental, Negros Oriental, Siquijor, and Bacolod City present real-time updates on the status of PAP implementation and raise field bottlenecks for regional action. This collaborative reporting enables the body to immediately address ongoing project issues, reinforcing inter-agency coordination and collaborative problem-solving for sustainable regional development.

π‹πŽπŽπŠ: DEPDev NIR joins PDNA for Typhoon Tino, readies for RRP preparation

The Department of Economy, Planning, and Development (DEPDev) Negros Island Region (NIR) joined the post-disaster needs assessment (PDNA) for Typhoon Tino on 11-16 May 2026, laying the groundwork for the formulation of a comprehensive rehabilitation and recovery plan (RRP).

Led by the Office of Civil Defense (OCD) NIR, the activity brought together regional agencies (RLAs) and key stakeholders to strengthen disaster recovery planning through a coordinated and data-driven approach.

π‡π€πππ„ππˆππ† ππŽπ–: The Regional Development Council NIR Environment Committee convenes its second quarter meeting at the DENR NIR Conference Room, Mandalagan, Bacolod City, mobilizing key government agencies and development partners to advance regional environmental governance and climate resilience.

The Committee opens the meeting with the conferment of a Special Posthumous Award to Ms. Roseo J. Depra in recognition of her significant contributions to environmental governance. It then expands its membership by confirming representatives from the Philippine Statistics Authority (PSA), Department of Agriculture (DA), National Irrigation Administration (NIA), and the Department of Public Works and Highways (DPWH).

Steering the region's development trajectory, the committee reviews ongoing FY 2026 projects and proposed initiatives of DA and DPWH NIR to ensure infrastructure and agricultural programs align with environmental protection goals. The body also endorses Chapter 15 of the Regional Development Report 2025 and concludes the meeting with the election of a new Co-Chairperson, securing leadership and strategic partnerships to advance sustainable and inclusive growth across the region.

𝐀𝐓 𝐓𝐇𝐄 πŒπŽπŒπ„ππ“: Negros Island Region Social Development Committee (SDC) discuss the priority programs and projects in the education sector and finalized core indicators for Regional Development Plan 2026-2028 in its Second Quarter Regular Meeting hosted by the Local Government of Canlaon City in Negros Oriental.

SDC Chairperson and Canlaon City Mayor Jose Chubasco Cardenas emphasized that the progress reflected in the region's social development indicators is meaningfully translated into better quality of life, reduced inequalities, and greater opportunities for all communities in NIR.

Among the agenda items include the social development indicators for the Regional Development Report 2025, revalida of the proposed Advancing Climate-Smart Quality, Inclusive, and Resilient Education (ACQUIRE) Project, Assessment of Medical and Social Work Program Offerings of State Universities and Colleges (SUCs) in NIR, along with the proposed regional priority programs to support their adoption and implementation under the Commission on Higher Education (CHED) Merit Scholarship Program.
