ADVISORY ON THE UTILIZATION OF THE OPTIONAL FUND FOR MEMBER SUPPORT PROGRAMS IN RESPONSE TO ENERGY CONSERVATION MEASURES

This Advisory is in response to numerous inquiries seeking clarity on the use of the optional fund for members’ benefit during this crisis. All cooperatives are hereby reminded that the utilization of the Optional Fund for the benefit of members is already authorized under existing guidelines and issuances of the Authority.

Accordingly, cooperatives may utilize their available Optional Fund to implement programs, projects, and activities that directly support their members in addressing the economic and operational impacts of increased energy costs and conservation measures, subject to the approval and/or confirmation of the General Assembly, and in accordance with their approved policies.

Such utilization may include provision of financial or subsidy assistance to affected members and livelihood support or adjustment measures responsive to energy-related challenges.

Cooperatives are reminded to ensure that all fund utilizations are properly documented, supported by appropriate internal guidelines and compliant with existing accounting, auditing, and reporting standards.

This Advisory is issued for guidance and compliance.

The Legal Affairs Service (LAS) of the Authority, through Board Resolution No. 069, Series of 2026, will initiate a study on dual officership in primary cooperatives and recommend appropriate legal and policy measures. This includes determining potential liabilities and the possibility of imposing perpetual disqualification from holding any cooperative position for individuals found to be in violation.

ATTENTION, COOPERATIVES IN NEGROS ISLAND REGION (NIR)

To give our cooperatives more time to complete their reportorial requirements, the Cooperative Development Authority has officially extended the deadline for the submission of FY 2025 required reports until May 31, 2026.

Likewise, all Certificates of Compliance (COC) for CY 2025 that were originally set to expire on April 30, 2026 shall remain valid until May 31, 2026.

We encourage all cooperatives in Negros Occidental, Negros Oriental, Siquijor, and Bacolod City to take advantage of this extension and ensure the timely submission of your required reports.

Please be guided accordingly and help us spread this information to fellow cooperatives. Thank you for your continued commitment to compliance and good cooperative governance.

In the cooperative sector, we carry forward this spirit of kagitingan in our daily lives. True heroism is seen not only in battle, but in our commitment to serve others, to act with integrity, and to uplift our communities. Every cooperative effort… helping a member in need,
strengthening livelihoods, and working together for shared progress, is a reflection of this enduring courage.
