In response to the referred case of Kap Narda Pascua, Punong Barangay of Brgy. 29, who personally extended his time, effort, and compassion in assisting a homeless individual with a medical condition for immediate hospital admission, we commend his hands-on leadership and genuine concern for the vulnerable members of our community. His action reflects true public service, one that goes beyond duty and is rooted in empathy and accountability.

A total of 74 children beneficiaries of the Bacolod City Mendicancy Management Division (BCMMD) received grocery packs through the generous efforts of Kalipay Negrense Foundation, Inc. and Kaisahang Buhay Foundation on February 19, 2026, held at the Bays Center.
The distribution was graced by Ms. Gladys Bunao, RSW, Social Worker of Kaisahang Buhay Foundation; Mr. Meliton Sillador, Executive Director of Kalipay Negrense; Mr. Jenil Doronila, RSW, Assistant Coordinator of BCMMD together with their dedicated team who continuously work for the welfare of vulnerable children.
This meaningful initiative is more than just the distribution of food packs, it is a reminder that our children are seen, valued, and supported. Many of the beneficiaries are former street children who are now enrolled in formal schooling, proving that with guidance, compassion, and opportunity, transformation is truly possible.

Ang Bacolod City Mendicancy Management Division sang Department of Social Services and Development-Bacolod City kaupod ang City Legal Office, Pag Abot Program ka DSWD kag Bacolod City Police Office nag patuman sang duha ka adlaw nga Mapping Operation sa nagkalain-lain nga mga dalan sang Bacolod City. Ang katuyuan sini amo ang pagkuha sang datos nahanungod sa mga street dwellers sa Bacolod agud matun-an kag mahibaloan ang nagakaangay nga mga intervention para sa ila.
Base sa datos nga nakuha, nagnubo ang numero sang mga pamilya nga Street Dwellers apang nag taas naman ang mga solo living nga nagaistar sa dalan kung ikomparar sa data nga nakuha nanligad nga tuig.
Ini naga paathag nga nagdutay ang mga pamilya nga nagaestar sa dalan bangud mas ginpabakod ang family-based interventions sang Bacolod City LGU kag partner agencies. Ang mga pamilya ginprioritize sa temporary shelter, reintegration sa barangay, housing referrals, kag livelihood assistance sa bulig man sang Pag Abot Program ka DSWD. Tungod sini nga mga tikang, mas madamo nga pamilya ang nakabalik sa komunidad ukon nakaestar sa mas luwas nga lugar, gani nagnubo ang ila presensya sa dalan.
Nagdamu ang mga indibidwal nga nagaestar nga solo living bangud sa madamo nga rason lakip na ang paglayas sa pamilya, mental health concerns, bisyo, kag kawad-on sang permanent nga suporta. Si โRicky Tan,โ (suno sa iya kay wala sya ID na dala), nagaedad 81 anyos, isa ka homeless nga indibidwal.
Siya ang nakit-an nga nalipong sa tabok sang Station 6, Barangay Taculing kahapon, Pebrero 16. Sa gilayon, gintawgan sang medic, kag madasig man nga nagresponde ang Barangay Taculing Rescue Team kag ang DRRMO Bacolod.
Bangod nga si Ricky isa ka homeless, ginpakig-angot sang DRRMO Bacolod ang iya sitwasyon sa Bacolod City Mendicancy Management Division. Tungod sa iya katigulangon, indi na consistent si tatay sa iya ginahambal, ilabi gid sa pagsugid sang iya personal nga impormasyon kag nahanungod sa iya pamilya.
Ginbutang siya temporaryo sa pasilidad sa Arao Vista Alegre agod makapahuway, makahigda sa insakto nga tutulugan, kag indi na magtulog sa dalan. Si Ricky gin-atipan sang mga katapo sang Bacolod City Mendicancy Management Division kag sang DRRMOโEMS.
Apang bangod sa indi maayo nga kahimtangan, subong nga hapon gin dala si Ricky sa Corazon Locsin Montelibano Memorial Regional Hospital bangod sa body weakness, indi istable nga vital signs, kag bangod halin kahapon wala siya gana magkaon. Subong, siya na-admit sa nasambit nga ospital.

The couple get emotional even before the ceremony began, grateful for the opportunity to be wed through the Kasalang Bayan of Mayor Greg Gasataya as they lacked the means to hold a wedding of their own.
Once living in street situations, they were reached out by Bacolod City Mendicancy Management Division of DSSD last month and provided temporary shelter while long-term plans and sustainable interventions were carefully discussed. Among the interventions extended was assistance for their long-awaited marriage, they have been together for 21 years and are parents to five children.
This heartwarming story reminds us that even small acts of help can truly change lives. Who would have thought that what may seem like a simple or small gesture can bring such immense joy to the hearts of this couple? โค๏ธ

An 86-year-old homeless individual and his partner, who had been living on the streets for 25 years, were successfully rescued through local government intervention. After decades of enduring cold nights and unsafe conditions, they are now temporarily sheltered in a safe environment, protected from harsh weather, extreme heat, and harm, where they can finally rest with dignity and security.
The Bacolod City Mendicancy Management Division is currently exerting efforts to coordinate with the family to facilitate their eventual reintegration and ensure appropriate care and support through the help of PAG ABOT PROGRAM of DSWD.
Sincere appreciation is extended to the DRRMO EMS for ensuring the elderly individualโs safety during transport, considering his advanced age and vulnerability.
Gratitude is also extended to the City Legal Office for providing legal assistance in facilitating the humane and orderly vacating of the area.
For the first time in many years, they now sleep without fear of the rain, the cold, or the dangers of the streets, finding comfort, protection, and hope in a place they can finally call "safe".

A proper burial was conducted for Mr. X and homeless individual who passed away without known family members, reflecting the City Governmentโs commitment to uphold human dignity and affirm that every life deserves respect, even in death.
This was made possible through the support of the City Engineerโs Office, General Services Office, City Health Office, PAAD, immersion students from Maranatha Christian College, and BS Social Work interns from the University of Negros OccidentalโRecoletos (UNO-R) as well as the ABE Funeral Homes and Funeraria Del Lourdes.
Despite having no family to lay them to rest, they were given a dignified farewell through public service. In compliance with due process, a public panawagan was conducted prior to burial to locate possible relatives. After exhausting all efforts and following the Sanitation Code, the burial was conducted.
The public is hereby informed that Zaldy Montaรฑo, a Person with Disability (PWD), and Mr. X, also known as โShoot,โ have passed away and were given a proper and dignified burial.
