As part of the National Womenโs Month Celebration, Councilor Celia Matea R. Flor, Chairperson of the Committee on Women and Vice Chairperson of the Gender and Development (GAD), together with the GAD Focal Point System Members, conducted an Advocacy Visit to the Bacolod City Disaster Risk Reduction and Management Office (DRRMO).
The visit also aimed to showcase the strength and capability of women in leadership through Doc Anna Maria Laarni Pornan, who leads the DRRMO with dedication, competence, and resilience. Her leadership reflects the power of women to take charge in critical and high-responsibility roles, proving that women are at the forefront of disaster preparedness, response, and public safety in Bacolod City.
The activity included the hanging of the National Womenโs Month tarpaulin and the distribution of purple ribbons, symbolizing our collective commitment to gender equality, womenโs empowerment, and inclusive development.
Let us continue to stand together in advancing womenโs rights and strengthening our shared vision of a gender-responsive and empowered Bacolod City. ๐

The City of Bacolod proudly joins the celebration of the 2026 National Womenโs Month during the Flag Ceremony on March 2, 2026, reaffirming its strong commitment to gender equality and womenโs empowerment.
The City Mayor Greg Gasataya expressed his full support for all women of Bacolod, underscoring the city governmentโs dedication to programs and initiatives that protect womenโs rights, promote equal opportunities, and ensure safe and inclusive spaces for every Bacolodnon woman.
An inspiring message was delivered by Hon. Celia Matea R. Flor, Vice chairperson of Gender and Development Council, emphasized the cityโs continued efforts to advance inclusive programs and strengthen policies that uphold the rights and welfare of women.
The program culminated in the Pledge of Commitment, led by Councilor Flor, uniting everyone in a shared promise to promote gender equality and protect womenโs rights.
Together, Bacolod moves forward, committed, empowered, and united in celebrating women not only this month, but every day. ๐

The LCPC, GAD, and LCAT-VAW Joint 1st Quarter Meeting was successfully held on February 24, 2026, at the SP Session Hall, Bacolod City Government Center in Bacolod City.
The meeting was presided over by Hon. Celia Matea R. Flor, Vice Chairperson of the Local Council Against Trafficking and Violence Against Women (LCAT-VAW), Gender and Development (GAD), and Local Council for the Protection of Children (LCPC).
The activity was attended by partner agencies, including various departments and offices of the Bacolod City Government, along with representatives from the Department of the Interior and Local Government (DILG), Department of Education (DepEd), Civil Aviation Authority of the Philippines (CAAP), DSWD Pantawid Pamilyang Pilipino Program (4Ps), Bureau of Fire Protection (BFP), Philippine Coast Guard, Women and Children Protection Desk (WCPD), Public Attorney's Office, the City Prosecutorโs Office, ACMN, Voice of the Free, Virlanie Foundation, Seรฑor Sto. Niรฑo Homes, among others.
A total of 43 out of 46 partner agencies were present, demonstrating strong inter-agency collaboration and a shared commitment to protecting women and children.
One of the key agenda items was the overview of Online Sexual Abuse and Exploitation of Children (OSAEC), thoroughly discussed by Maโam Margarette Infante, RSW, of the International Justice Mission, who contributed insights during the open forum. The discussion emphasized strengthening the cityโs Multi-Disciplinary Team (MDT) to ensure a more coordinated, proactive, and victim-centered response to OSAEC cases.
Another significant agenda focused on the preparation for the upcoming National Womenโs Month Celebration, aligning programs and initiatives that promote womenโs empowerment, gender equality, and inclusive development, among other priority advocacies.
The joint meeting reflects Bacolod Cityโs unwavering commitment to child protection, the elimination of violence against women and children, and the continued strengthening of partnerships among agencies.
